Pornthip to miss Teoh's inquest on Tuesday - No guarantee of her safety!!!

She will not be in KL to testify at the Teoh Beng Hock inquest when it resumes hearing on Tuesday.

The Selangor government had yet to receive a reply from the Thai Ministry even though the former had written to the latter guaranteeing Pornthip's personal safety should she come to Malaysia to testify at the inquest.

Meanwhile, it is not known whether the Malaysian government has issued a written guarantee to Pornthip on the matter.


Samy Vellu, Ganesan Cedera Kena Kawad Berduri Ditolak Penyokong Sendiri

Tiada kekecohan besar pada peringkat awal proses penamaan calon pilihan raya kecil kerusi Parlimen Hulu Selangor di Kuala Kubu Baru dekat sini pagi ini.

Bagaimanapun dua orang kuat Datuk Seri S. Samy Vellu cedera apabila cuba menyelamatkan Presiden MIC itu daripada terjatuh pada kawad berduri yang dipasang oleh pasukan polis, lapor MalaysianInsider.

Sekatan kawad itu dipasang di kedua-dua laluan utama ke pusat penamaan calon.

Rombongan BN juga nyaris terlewat untuk memasuki pusat penamaan calon disebabkan banjiran ribuan penyokong mereka.

Kehadiran ribuan penyokong menyebabkan situasi tolak-menolak di kalangan mereka sehingga ada yang hampir terjatuh pada kawad berduri dipasang polis.

Speaker Dewan Undangan Negeri DUN Perak, Datuk R. Ganesan dan Setiausaha MIC Wilayah Persekutuan Datuk P. Panchamorthy cedera pada tapak tangan sebelah kanan dalam usaha mereka mengelak Samy Vellu daripada jatuh pada kawad yang dipasang.

Samy Vellu pula mengalami kecederaan di bahagian paha kaki kiri.


Ketiga-tiga mereka menerima rawatan sementara di ambulans yang disediakan berhampiran pusat sebelum diberikan rawatan lanjut di klinik berhampiran kemudian.

Dalam pada itu, Ketua Umno Bahagian Hulu Selangor, Datuk Mohd Idris Abu Bakar turut menjadi mangsa halangan berduri ini.

"Apabila rombongan penyokong BN bergerak dan menolak dari belakang, Datuk Seri Samy hampir terjatuh, dan saya sempat membantunya dengan menahan beliau menggunakan tangan dari sebelah kanan beliau manakala Datuk Ganeson dari sebelah kiri," kata Panchamorthy ketika ditemui di luar pusat penamaan calon di Kompleks Serba Guna Sukan, Kuala Kubu Baru di sini pagi ini.

"Saya berharap pihak berkuasa keselamatan meletakkan barisan penghadang tiga lapisan sebelum meletakkan sekatan dawai dalam bentuk pisau cukur kecil ini," katanya.

"Saya tidak cedera, cuma seluar bahagian bawah lutut terkoyak," kata Mohd Idris ketika ditemui The Malaysian Insider.

"Ini kali pertama kawalan begitu ketat dalam pilihan raya kecil. Saya berharap mungkin boleh dilonggarkan sebab kedua-dua pasukan berada pada jarak yang jauh.

Naib Presiden MCA Datuk Donald Lim pula memberitahu, oleh kerana kawalan keselamatan agar terkawal, kawad berduri sepatutnya boleh dielakkan.

"Ya, tetapi kemungkinan polis mahu mengelak keadaan lebih buruk, mungkin mereka juga ada sebab tersendiri," kata beliau ketika ditemui.

Menurut Ketua Polis Selangor, Datuk Khalid Abu Bakar kedua-dua BN dan Pakatan membawa sekitar 10,000.

Rombongan BN yang diketuai Timbalan Perdana Menteri Tan Sri Muhyiddin Yassin, yang sepatutya menggunakan jalan utama bertar, dari sebelah kanan kompleks sukan, terpaksa melalui "laluan" pintas jalan tanah untuk ke pusat penamaan kira-kira 9.30 pagi bagi mengelakkan kesesakan kalangan penyokong mereka.

Calon BN P. Kamalanathan berjaya memasuki pusat penamaan calon kira-kira 9.35 pagi.

Tinjauan The Malaysian Insider mendapat kedatangan penyokong Pakatan Rakyat melebihi rombongan BN.

Wee Che Keong Isytihar Ahli Parlimen Bebas Sebelum Hari Mengundi Hulu Selangor?

Ahli parlimen Wangsa Maju, Wee Choo Keong yang menyarung jersi PKR ketika Pilihan Raya Umum ke-12, dijangka mengikut jejak ADUN Bakar Arang, Kedah Tan Wei Shu untuk keluar dari PKR dan menjadi ahli parlimen bebas.

Bezanya, jika Tan Wei Shu mengisytiharkan keluar PKR dua hari sebelum penamaan calon Hulu Selangor, jangan terkejut jika Wee Chee Keong akan mengisytiharkan menjadi ahli parlimen bebas beberapa hari sebelum hari mengundi.

Wee Choo Keong (gambar kanan) dijangka keluar dari PKR dan mengisytihar dirinya "bebas", mencetus ledakan "keluar parti" seterusnya, MerdekaReview dipetik.

Bagaimanapun, Wee Choo Keong enggan mengesahkan khabar ini ketika dihubungi MerdekaReview, sebaliknya meminta wartawan untuk mendedahkan identiti orang yang memaklumkan khabar tersebut. Permintaannya ditolak atas alasan melindungi sumber maklumat, lantas beliau membalas, "Saya tidak akan beritahu kamu kerana kamu tidak beritahu saya."

Beliau juga enggan menjawab apabila diajukan soalan sama ada beliau akan memanggil sidang media atau tidak.


PKR belum terima surat letak jawatan

Selain itu, ketika dihubungi MerdekaReview, Setiausaha Agung PKR, Saifuddin Nasution Ismail memberitahu bahawa tiada surat letak jawatan (daripada Wee Choo Keong) diterima.

Wee Choo Keong ialah Setiausaha Agung Parti Demokratik Malaysia, bertanding di Wangsa Maju pada PRU ke-12 atas tiket PKR. Setelah menang dalam "tsunami politik" tersebut, beliau kerap menghadiri mesyuarat dan aktiviti PKR, tetapi tidak mengumumkan secara rasmi sama ada telah menyertai PKR.

Dalam satu wawancara bersama MerdekaReview pada Ogos 2008, beliau mendakwa dirinya tidak memikirkan persoalan bubarkan Parti Demokratik Malaysia dan menyertai PKR, atau bergabung dengan PKR, kerana "terlalu sibuk". Menurut Wee ketika itu, beliau merasakan dirinya sudah berada dalam PKR.

Wee Choo Keong, antara wakil rakyat PKR yang tersenarai sebagai golongan "berisiko tinggi", malah desas-desus beliau keluar parti tidak terhenti sejak kebelakangan ini. Semalam, ketika ditemuramah Utusan Malaysia, Wee Choo Keong secara terus-terang membantah penamaan Zaid Ibrahim sebagai calon PKR atau Pakatan Rakyat dalam Pilihan Raya Kecil Hulu Selangor. Beliau menganggap Zaid Ibrahim bukan orang tempatan yang memahami keperluan pengundi Hulu Selangor, ditambah pula dengan gaya hidup elit serta liberal yang diamalkannya.

Malah, Wee Choo Keong menyindir jika Zaid Ibrahim menang sekalipun, pembaharuan yang mungkin dibawa oleh Zaid Ibrahim di Hulu Selangor ialah lebih banyak pusat hiburan diwujudkan dan bukannya kemajuan seperti yang dikehendaki rakyat.


A cooling afternoon @ Starbuck Mesra Mall

The weather outside is extremely hot... I have no complain and i don't want to complain as i wanna a nice and clear sky tonight for a starry starry night and a nice sunrise for tomorrow morning. I wanted to lay on the beach and stare @ the nice stars... Hopefully tonight i could capture some nice shots to share with all of you :)

Anyway, I'm in Starbucks Mesra Mall which the whole starbucks is so quiet. My friend and I we had the whole place by ourselves in the hot saturday afternoon until a moment ago one couples walked in... Could you imagine if this happen in Metropolitan Kuala Lumpur?

Bantah Tindakan Polis Dan SPR Halangnya Bertanding, Anuradh Nyatakan Sokongan Kepada PKR

Pengerusi Suruhanjaya Pilihan Raya (SPR) Tan Sri Abdul Aziz Mohd Yusof menjelaskan bahawa seorang lagi calon tidak sempat memfailkan kertas pencalonannya kerana lewat tiba di pusat penamaan calon bagi pilihan raya kecil parlimen Hulu Selangor.

Ketika ditemui Malaysiakini, beliau berkata, calon tersebut - Anuradh Jeyasingam - sepatutnya datang lebih awal.

Mengulas lanjut, Abdul Aziz berkata, ketika pegawai pengurus pilihan raya keluar hendak umumkan tempoh penamaan calon tamat, baru Anuradh hendak menghantar borang.

Ditanya mengenainya dakwaan Anurad kepada pihak media bahawa polis menghalangnya, Abdul Aziz berkata:

"Dia boleh cakap apa dia mahu, tapi sebagai orang yang hendak bertanding, dia kenalah datang awal

"Kita ikut peraturan. Jam 10 pagi lebih tidak boleh terima borang," tambahnya.

Abdul Aziz juga mengesahkan bahawa pihaknya tidak menerima sebarang bantahan dari mana-mana pihak sewaktu tempoh bantahan.

Pilihan raya kecil parlimen Hulu Selangor 25 April ini akan menyaksikan pertandingan empat penjuru antara calon BN P Kamalanathan, Datuk Zaid Ibrahim (PKR) dan dua calon Bebas, iaitu bekas pemimpin MIC bahagian, VS Chandran dan ahli jawatankuasa Pemuda Umno Shah Alam, Johan Mohd Diah.

Mengenai dua calon bebas tersebut, Abdul Aziz berkata Johan akan bertanding atas simbol cangkul manakala Chandran pula menggunakan simbol loceng.

Mengenai insiden kekasaran yang berlaku sewaktu penamaan calon pagi tadi, Abdul Aziz berkata, ia disebabkan ada penyokong yang tersesat masuk ke dalam kumpulan lain.

Berikutan itu, katanya, berlaku provokasi sehingga membawa kepada baling membaling objek.

Dakwa dihalang polis

Sementara itu, Anurad memberita media, mendakwa dia tiba jam 9.40 dekat pintu pagar pusat penamaan calon itu, tetapi dihalang oleh polis.

Beliau mendakwa, pihak polis membuatnya bersama suami dan seorang penyokongnya, menunggu di luar pagar hinggalah tamat tempoh penamaan calon.

Berikutan itu, katanya, beliau akan berkempen menyokong PKR.

Anurad (tengah) selepas itu pergi menemui ketua umum PKR, Datuk Seri Anwar Ibrahim yang berkata beliau mengalu-alukan sokongan Anurad itu.

Anurad - seorang guru sekolah swasta - berkata, bapanya adalah seorang pengasas kepada penubuhan MIC bahagian Hulu Selangor.

Manakala suaminya, K Subramaniam berkata berkata mereka akan mengambil tindakan sewajarnya selepas ini.

Anurad berkata, beliau adalah pernah menjadi ahli MIC di bahagian Jalan Tun Perak, Kuala Lumpur selama sepuluh tahun. -mk


P.212 Sibu By-Election - Part 2

Dates for nomination and polls have now been fixed respectively to be 8th and 16th of May.

This by-election warfare is expected to be intense and explosive. As such, the momentum of it has started to gear up. The start-off appears to be at cyberspace. Facebook and, to a lesser degree now, blog are effective ways to reach out to the rakyat.

The technology has revolutionised campaigning work. The traditional modus operandi is still relevant, but without the aid of facebook or blog, you might be left behind.

Robert Lau Hui Yew is fast to utilise his facebook to the full to get across his political aspirations and views on the future of Sibu.

Sibu is now at the finishing end of the present developmental cycle, and it certainly has to move on. At this juncture, some burning issues are there to confront Sibuians : What would be our next developmental cycle? What is the future holding for us? Is there a way out for the Little Foochow?

This by-election gives the electorate a time to reflect on the pressing needs for Sibu.


Malaysia's Submarine Scandal Surfaces in France - Altantuya resurfaces!!

Murky arms deal linked to international pattern of kickbacks

A potentially explosive scandal in Malaysia over the billion-dollar purchase of French submarines, a deal engineered by then-Defense Minister Najib Tun Razak, has broken out of the domestic arena with the filing of a request to investigate bribery and kickbacks from the deal in a Paris court.

Although the case has been contained for eight years in the cozy confines of Malaysia's courts and parliament, which are dominated by the ruling National Coalition, French lawyers William Bourdon, Renaud Semerdjian and Joseph Breham put an end to that when they filed it with Parisian prosecutors on behalf of the Malaysian human rights organization Suaram, which supports good-government causes.

Judges in the Paris Prosecution Office have been probing a wide range of corruption charges involving similar submarine sales and the possibility of bribery and kickbacks to top officials in France, Pakistan and other countries. The Malaysian piece of the puzzle was added in two filings, on Dec. 4, 2009 and Feb. 23 this year.

For two years, Parisian prosecutors, led by investigating judges Francoise Besset and Jean-Christophe Hullin, have been gingerly investigating allegations involving senior French political figures and the sales of submarines and other weaponry to governments all over the world. French news reports have said the prosecutors have backed away from some of the most serious charges out of concern for the political fallout.

The allegations relate to one of France's biggest defense conglomerates, the state-owned shipbuilder DCN, which merged with the French electronics company Thales in 2005 to become a dominant force in the European defense industry. DCN's subsidiary Armaris is the manufacturer of Scorpene-class diesel submarines sold to India, Pakistan and Malaysia among other countries. All of the contracts, according to the lawyers acting for Suaram, a Malaysian human rights NGO, are said to be suspect.

With Najib having moved on from the defense portfolio he held when the deal was put together in 2002 to become prime minister and head of the country's largest political party, the mess has the potential to become a major liability for the government and the United Malays National Organisation. Given the power of UMNO, it is unlikely the scandal would ever get any airing in a Malaysian court, which is presumably why Suaram reached out to French prosecutors.

"The filings are very recent and have so far prompted a preliminary police inquiry on the financial aspects of the deal," said a Paris-based source familiar with France's defense establishment. "There isn't a formal investigation yet. The investigation will most likely use documents seized at DCN in the course of another investigation, focusing on bribes paid by DCN in Pakistan."

The source said police have confined their inquiry to bribery allegations so far and have not looked into the 2006 murder of a Mongolian woman in Malaysia who was a translator on the deal for Najib and his friend, Abdul Razak Baginda, during a visit to Paris.

There have been numerous deaths involving DCN defense sales in Taiwan and Pakistan. Prosecutors are suspicious that 11 French submarine engineers who were murdered in a 2002 bomb blast in Karachi – first thought to have been the work of Al Qaeda – were actually killed in retaliation for the fact that the French had reneged on millions of dollars in kickbacks to Pakistani military officers.

The Malaysian allegations revolve around the payment of €114 million to a Malaysia-based company called Perimekar, for support services surrounding the sale of the submarines. Perimekar was wholly owned by another company, KS Ombak Laut Sdn Bhd, which in turn was controlled by Najib's best friend, Razak Baginda, whose wife Mazalinda, a lawyer and former magistrate, was the principal shareholder, according to the French lawyers.

"Over the past years, serious cases have been investigated in France by judges involving DCN," lawyer Renaud Semerdjian told Asia Sentinel in a telephone interview. "This is not the first case of this kind that is being investigated. There are others in Pakistan and there are some issues about India. To a certain extent, every time weapons of any kind have been provided, suspicion of violation of the law may be very high."

As defense minister from 2000 to 2008, Najib commissioned a huge military buildup to upgrade Malaysia's armed forces, including two submarines from Armaris and the lease of a third, a retired French Navy Agosta-class boat. There were also Sukhoi supersonic fighter jets from Russia and millions of dollars spent on coastal patrol boats. All have come under suspicion by opposition leaders in Malaysia's parliament but UMNO has stifled any investigation. Asked personally about the cases, Najib has responded angrily and refused to reply.

Despite efforts to bury it, the case achieved considerably notoriety after the murder of Altantuya Shaariibuu, a 28-year-old Mongolian translator and Razak Baginda's jilted lover, who participated in negotiations over the purchase of the submarines. By her own admission in a letter found after her death, she was attempting to blackmail Razak Baginda for US$500,000.

She was shot in October 2006 and her body was blown up with military explosives by two bodyguards attached to Najib's office after Razak Baginda went to Najib's chief of staff, Musa Safri, for help in keeping her away from him. Not long after being acquitted in November 2008 under questionable circumstances of participating in her murder, Razak Baginda left the country for England. The bodyguards were convicted but no motive was ever established for their actions despite a confession by one which was not allowed in court, but which said they would be paid a large sum of money to get rid of her.

The submarine deal was never brought up in court during a months-long murder trial that was marked by prosecutors, defense attorneys and the judge working studiously to keep Najib's name out of the proceedings. A private detective hired by Razak Baginda to protect him from the furious Altantuya filed a statutory declaration after the trial indicating that Najib had actually been the victim's lover and had passed her on to Razak Baginda.

The detective, P. Balasubramaniam, said later that he was unceremoniously run out of Kuala Lumpur. He eventually emerged from hiding in India to say he had been offered RM5 million (US$1.57 million) by a businessman close to Najib's wife to shut up and get out of town. He also said he had met Nazim Razak, Najib's younger brother, and was told to recant his testimony.

In the current complaint in Paris, the issue revolves around what, if anything, Razak Baginda's Perimekar company did to deserve €114 million. Zainal Abidin, the deputy defense minister at the time of the sale, told parliament that Perimekar had received the amount – 11 percent of the sale price of the submarines – for "coordination and support services." The Paris filing alleges that there were neither support nor services.

Perimekar was registered in 2001, a few months before the signing of the contracts for the sale, the Paris complaint states. The company, it said flatly, "did not have the financial resources to complete the contract." A review of the accounts in 2001 and 2002, the complaint said, "makes it an obvious fact that this corporation had absolutely no capacity, or legal means or financial ability and/or expertise to support such a contract."

"None of the directors and shareholders of Perimekar have the slightest experience in the construction, maintenance or submarine logistics," the complaint adds. "Under the terms of the contract, €114 million were related to the different stages of construction of the submarines." The apparent consideration, supposedly on the part of Perimekar, "would be per diem and Malaysian crews and accommodation costs during their training. There is therefore no link between billing steps and stages of completion of the consideration."

As Asia Sentinel reported on April 1, services for the subs are being performed by a well-connected firm called Boustead DCNS, a joint venture between BHIC Defence Technologies Sdn Bhd, a subsidiary of publicly-listed Boustead Heavy Industries Corp Bhd, and DCNS SA, a subsidiary of DCN. Boustead's Heavy Industries Division now includes Perimekar as an "associate of the Group. PSB is involved in the marketing, upgrading, maintenance and related services for the Malaysian maritime defence industry," according to Boustead's annual report.

Originally Boustead told the Malaysian Stock Exchange that the service contract was for RM600 million (US$184.1 million) for six years, or US$30.68 million annually. However, the contract later ballooned to RM270 million per year. Boustead Holdings is partly owned by the government and has close connections with UMNO.

"There are good grounds to believe that [Perimekar] was created with a single objective: arrange payment of the commission and allocate the amount between different beneficiaries including Malaysian public officials and or Malaysian or foreign intermediaries," the complaint states.

Bernama melaporkan bahawa Laporan media asing yang memetik Datuk Seri Najib Razak sebagai berkata bahawa Malaysia telah menghentikan bekalan minyak ke Iran adalah tidak betul, kata perdana menteri.

Beliau berkata sebenarnya Petronas terlibat dalam penjualan lani (spot sale) kepada Iran pada pertengahan Mac melalui urus niaga pihak ketiga, tetapi selepas itu tidak ada lagi permintaan terhadap bahan tersebut.

"Tak betul, ia bukan keputusan Petronas sendiri. Ia melibatkan satu jualan lani dan tidak ada lagi keperluan selepas itu, jadi mereka dah tak buat (lagi)," katanya kepada wartawan Malaysia pada Jumaat.

"Ia suatu urus niaga pihak ketiga yang dibuat pada pertengahan Mac, bukan sekarang. Saya agak terperanjat apabila perkara ini telah menimbulkan keadaan yang begitu riuh-rendah," kata Najib pada hari terakhir dalam rangka lawatan beliau selama seminggu ke Washington dan New York.

Beliau berkata urus niaga itu semata-mata bersifat komersial dan sekiranya terdapat lagi permintaan bagi penjualan lani, terserahlah kepada pihak yang terlibat untuk menguruskannya.

Laporan media mengaitkan penghentian jualan itu dengan tekanan antarabangsa terhadap Iran berkaitan program nuklearnya serta perkembangan yang berlaku menjelang berlangsungnya Sidang Kemuncak Keselamatan Nuklear di Washington minggu lepas yang turut memberi kesempatan kepada Najib untuk mengadakan rundingan dua hala buat julung kalinya dengan Presiden Barack Obama.

Putrajaya goes on 'damage-control mode' over Iran fuel snub

KUALA LUMPUR, April 17 — The Najib administration today went on a "damage-control mode" for stopping fuel sales to Iran as the opposition Pakatan Rakyat picked up the issue in the Hulu Selangor by-election campaign.

Prime Minister Datuk Seri Najib Razak clarified from New York that the Iran sale was a one-off deal while national oil Petronas said it was done on "commercial conditions".

In a two-paragraph statement, Petronas group corporate affairs division said it wanted to clarify reports on its gasoline supply to Iran.

"Petronas, through its subsidiary Petronas Trading Company (PETCO), sold spot volumes of gasoline from third-party traders and suppliers to customers in Iran. The last shipment of gasoline into Iran was made in mid-March this year. PETCO's decisions in these sales were based purely on commercial considerations," said the statement issued by Azman Ibrahim, from the group corporate affairs division.

Iran is facing sanctions from the United States over its nuclear programme and Najib reportedly said it had to earn the world's trust by allowing international inspection.

Opposition Leader Datuk Seri Anwar Ibrahim called Najib a "hypocritical leader without principles", saying the government criticised the US for its impotence to resolve the Palestinian-Israeli conflict while at the same time bowing to Washington's pressure with the Iranian sanctions in the name of "improved bilateral ties", which Anwar alleged was done merely to boost the PM's image.

"When US President Barack Obama calls failed to resolve the Israeli-Palestinian conflict, I had criticised him. When Obama called for sanctions against Iran, I said fine, but what of Israel?" Anwar asked last night when bringing up the issue on the Hulu Selangor campaign trail.

Malays form slightly more than half of the 64,500 registered voters eligible to cast ballots in the April 25 by-election, and are generally against US pressure for an embargo on Iran and view the sanction call as a product of lobbying by the Israelis.

"But what did Najib do? He supported the US call for sanctions against Iran," pounded Anwar to a roar of applause from the crowd of 200 Felda settlers in Hulu Selangor.

The PR and PKR de facto leader has already linked Najib's public relations consultant APCO Worldwide to Israel and news of Petronas stopping fuel supplies to Iran adds another issue in PR's Hulu Selangor election campaign against the ruling Barisan Nasional (BN).

But the prime minister said Petronas was involved in a spot sale to Iran in mid-March under a third-party deal but since then there had been no requests.

"It is not correct, it was not a decision taken by Petronas per se. It involved a spot sale and there was no requirement anymore, so they don't do it (anymore)," he told Malaysian reporters yesterday.

"It is a third-party deal that was done in mid-March, not now. I was a bit surprised, a lot of noise has been made out of this thing," said Najib, who is on the final day of his week-long visit to Washington and New York.

Najib said the transaction was purely commercial and if there were further requests for spot sales, it would be up to the parties involved.

News reports had linked the halt in sales to the international pressure on Iran over its nuclear programme and to the run-up to the Nuclear Security Summit held in Washington last week during which Najib had a bilateral meeting with Obama for the first time.

French courts asked to probe submarine deal - Altantuya to haunt Najib??

Parisian prosecutors are investigating allegations involving French political figures and the sales of submarines to a number of governments, including Malaysia.

A potentially explosive scandal in Malaysia over the billion-dollar purchase of French submarines, a deal engineered by then-defence minister Najib Razak, has broken out of the domestic arena with the filing of a request to investigate bribery and kickbacks from the deal in a Paris court.

Although the case has been contained for eight years in the cozy confines of Malaysia's courts and parliament, which are dominated by the ruling BN, French lawyers William Bourdon, Renaud Semerdjian and Joseph Breham put an end to that when they filed it with Parisian prosecutors on behalf of the Malaysian human rights organisation Suaram, which supports good-government causes.

Allocation to 7 Tamil Schools in Penang Island

I have attended the cheque presentation ceremony to 7 Tamil Schools in the Island held at River Road (Tamil) school. I made a suggestion that we rotate the ceremony every year so that the assemblymen can have a first hand information on the infrastructure of the Tamil Schools in Penang.

So far, I only visited Azad (T) at Bagan Jermal, Rajaji (T) at Air Itam and River Road (T) at Sungai Pinang.


Pakatan Tonjol Kesatuan, 10,000 Iringi Zaid Ibrahim

Lebih 10,000 penyokong dan pemimpin Pakatan Rakyat keluar untuk menzahirkan sokongan kepada bekas menteri undang-undang Datuk Zaid Ibrahim pada hari penamaan calon untuk pilihanraya kecil Hulu Selangor.

Dalam usaha terdesak untuk meraih sokongan Melayu, calon MIC P. Kamalanathan memakai songkok apabila beliau diiringi oleh penyokong BN berarak ke pusat penamaan calon.

Keputusan itu dilihat sebagai taktik murahan oleh kalangan pengundi Melayu dan mencetuskan rasa tidak senang hati di kalangan pengundi India.

Kamalanathan adalah sebagai calon pilihan Umno. Presiden Umno Najib Razak memilih beliau setelah menolak calon pilihan MIC Datuk G. Palanivel yang pernah menjadi ahli Parlimen kawasan itu selama empat penggal.

Dalam pada itu, kekecohan berlaku apabila polis menggunakan kekerasan ke atas penyokong Pakatan termasuk Ahli Majlis Pimpinan Pusat Badrul Hisham Shahrin.

Presiden MIC Datuk Seri Samy Vellu pula luka di kaki apabila cedera dalam asakan penyokong Barisan Nasional.

Dua calon bebas, iaitu V.S Chandran dan bekas Ketua Pemuda Umno Selangor Johan Md Diah turut menfailkan borang pencalonan untuk menjadikan persaingan empat penjuru bagi merebut kerusi Parlimen Hulu Selangor.

Hari mengundi ditetapkan pada 25 April.

Keadaan tegang menyelubungi seluruh proses penamaan calon itu apabila penyokong kedua-dua pihak melontarkan slogan-slogan dan saling cabar-mencabar.

Beberapa tangkapan dikatakan telah berlaku namun butiran penuh masih belum di perolehi.

17,000 Penerbangan Kandas Akibat letupan Gunung Berapi Di Iceland

Kira-kira 17,000 penerbangan di sekitar Eropah dan hampir seluruh dunia dibatalkan atau ditangguhkan buat hari kedua semalam, berikutan debu gunung berapi Iceland yang semakin tebal memenuhi ruang udara negara itu serta sebelah barat Eropah hingga Rusia.

Pada hari biasa kira-kira 29,500 pesawat berada di udara, kata agensi lalu lintas udara Eropah, Eurocontrol yang menjangka 12,000 pesawat melakukan penerbangan semalam.

Kebanyakan negara Eropah yang menutup ruang udara mereka dan operasi pesawat dijangka pulih hari ini

"Awan debu dari gunung berapi itu berterusan bergerak ke timur dan tenggara," kata jurucakap Eurocontrol, Kyla Evans.

Serpihan ais sebesar rumah jatuh dari sebuah gunung berapi di bawah glasier Eyjafjallajokull, Khamis lalu, berikutan gas panas mencairkan ais.Gunung berapi itu meletus Rabu lalu buat kali kedua dalam masa kurang sebulan.

Kira-kira 40 penduduk berhampiran gunung berapi di selatan gunung berapi di selatan Iceland dipindahkan disebabkan banjir kilat, bilangan yang kecil daripada laporan awal pihak berkuasa kecemasan.

Banjir dari air yang mencair dijangka berterusan selagi gunung berapi itu meletus, kata Rognvaldur Olafsson dari Jabatan Perlindungan Awam.

Awan debu setinggi 6,000 hingga 11,000 meter itu menimbulkan kebimbangan partikel kecil debu mungkin menjejaskan enjin pesawat, menyebabkan pihak berkuasa menutup ruang udara di seluruh British, Ireland, Perancis, Denmark, Norway, Sweden, Finland dan Belgium.

Tidak lebih dari 120 penerbangan di zon Atlantik tiba di lapangan terbang Eropah pagi semalam berbanding 300 pada hari biasa, kata Evans dari Eurocontrol.

Terkini Hulu Selangor: Pertandingan 4 Penjuru

Pilihanraya Kecil Hulu Selangor 25 April ini akan menyaksikan pertandingan empat penjuru termasuk dua sebagai calon Bebas.

BN diwakili oleh Ketua Penerangan MIC P. Kamalanathan manakala Pakatan Rakyat pula Datuk Zaid Ibrahim.

Dua calon Bebas yang mengemukakan ialah Johan Mat Diah dan VS Chandran — kedua-duanya masing-masing ahli Umno dan MIC.

Sesi penamaan calon ditutup pukul 10 pagi dan tempoh bantahan selama sejam akan berakhir 11 pagi.

Semalam SPR memaklumkan sebanyak 37 borang penamaan calon dikeluarkan.

Dalam pada itu, seorang guru J. Anuradha mendakwa dia gagal jadi calon Bebas sebab telah dihalang dari mengemukakan borang penamaan calon.

Johan, 31, seorang peniaga yang menjalankan perniagaan produk kesihatan dan kecantikan bersama isterinya merupakan Ketua Pemuda UMNO cawangan Puncak Perdana U10 dan Exco Pergerakan Pemuda UMNO Bahagian Shah Alam.

Selain itu, beliau turut memegang jawatan sebagai Timbalan Pengerusi Biro Kerjaya dan Sumber Manusia Pemuda UMNO Shah Alam, Pengarah Pemuda PDM Monterez, Dewan Undangan Negeri Kota Anggerik dan Pengerusi Zon A7 Pemuda UMNO Shah Alam.

Johan juga aktif dalam badan bukan kerajaan (NGO) sebagai Pengerusi Penaja Persatuan Belia U10.

Dalam pada itu, beliau menjelaskan bahawa slogan 'Johan Rakyat, Kualiti Diutamakan' berupaya menarik sokongan daripada pengundi di kawasan tersebut.

Beliau dilaporkan telah dipecat serta-merta dari UMNO kerana menyerahkan borang pencalonannya untuk bertanding di dalam PRK ini.

Sementara V. S. Chandran, 56, mantan Timbalan Pengerusi MIC Bahagian Hulu Selangor, yang sedang digantung setahun oleh parti berkata berliau bertanding kerana beliu adalah anak tempatam.

"Saya telah tinggal di sini selama 54 tahun lepas. Saya amat arif dengan kawasan ini, penduduknya dan masalah di sini," kata ahli perniagaan itu yang digantung keahliannya tahun lalu selepas beliau mendedahkan masalah yang dihadapi bahagian itu kepada media.

Chandran ialah timbalan pengerusi bahagian itu dari 2003 hingga 2009.


Malaysia's Submarine Scandal Surfaces in France

Murky arms deal linked to international pattern of kickbacks


A potentially explosive scandal in Malaysia over the billion-dollar purchase of French submarines, a deal engineered by then-Defense Minister Najib Tun Razak, has broken out of the domestic arena with the filing of a request to investigate bribery and kickbacks from the deal in a Paris court.

Although the case has been contained for eight years in the cozy confines of Malaysia's courts and parliament, which are dominated by the ruling National Coalition, French lawyers William Bourdon, Renaud Semerdjian and Joseph Breham put an end to that when they filed it with Parisian prosecutors on behalf of the Malaysian human rights organization Suaram, which supports good-government causes.

Judges in the Paris Prosecution Office have been probing a wide range of corruption charges involving similar submarine sales and the possibility of bribery and kickbacks to top officials in France, Pakistan and other countries. The Malaysian piece of the puzzle was added in two filings, on Dec. 4, 2009 and Feb. 23 this year.

For two years, Parisian prosecutors, led by investigating judges Francoise Besset and Jean-Christophe Hullin, have been gingerly investigating allegations involving senior French political figures and the sales of submarines and other weaponry to governments all over the world. French news reports have said the prosecutors have backed away from some of the most serious charges out of concern for the political fallout.

The allegations relate to one of France's biggest defense conglomerates, the state-owned shipbuilder DCN, which merged with the French electronics company Thales in 2005 to become a dominant force in the European defense industry. DCN's subsidiary Armaris is the manufacturer of Scorpene-class diesel submarines sold to India, Pakistan and Malaysia among other countries. All of the contracts, according to the lawyers acting for Suaram, a Malaysian human rights NGO, are said to be suspect.

With Najib having moved on from the defense portfolio he held when the deal was put together in 2002 to become prime minister and head of the country's largest political party, the mess has the potential to become a major liability for the government and the United Malays National Organisation. Given the power of UMNO, it is unlikely the scandal would ever get any airing in a Malaysian court, which is presumably why Suaram reached out to French prosecutors.

"The filings are very recent and have so far prompted a preliminary police inquiry on the financial aspects of the deal," said a Paris-based source familiar with France's defense establishment. "There isn't a formal investigation yet. The investigation will most likely use documents seized at DCN in the course of another investigation, focusing on bribes paid by DCN in Pakistan."

The source said police have confined their inquiry to bribery allegations so far and have not looked into the 2006 murder of a Mongolian woman in Malaysia who was a translator on the deal for Najib and his friend, Abdul Razak Baginda, during a visit to Paris.

There have been numerous deaths involving DCN defense sales in Taiwan and Pakistan. Prosecutors are suspicious that 11 French submarine engineers who were murdered in a 2002 bomb blast in Karachi – first thought to have been the work of Al Qaeda – were actually killed in retaliation for the fact that the French had reneged on millions of dollars in kickbacks to Pakistani military officers.

The Malaysian allegations revolve around the payment of €114 million to a Malaysia-based company called Perimekar, for support services surrounding the sale of the submarines. Perimekar was wholly owned by another company, KS Ombak Laut Sdn Bhd, which in turn was controlled by Najib's best friend, Razak Baginda, whose wife Mazalinda, a lawyer and former magistrate, was the principal shareholder, according to the French lawyers.

"Over the past years, serious cases have been investigated in France by judges involving DCN," lawyer Renaud Semerdjian told Asia Sentinel in a telephone interview. "This is not the first case of this kind that is being investigated. There are others in Pakistan and there are some issues about India. To a certain extent, every time weapons of any kind have been provided, suspicion of violation of the law may be very high."

As defense minister from 2000 to 2008, Najib commissioned a huge military buildup to upgrade Malaysia's armed forces, including two submarines from Armaris and the lease of a third, a retired French Navy Agosta-class boat. There were also Sukhoi supersonic fighter jets from Russia and millions of dollars spent on coastal patrol boats. All have come under suspicion by opposition leaders in Malaysia's parliament but UMNO has stifled any investigation. Asked personally about the cases, Najib has responded angrily and refused to reply.

Despite efforts to bury it, the case achieved considerably notoriety after the murder of Altantuya Shaariibuu, a 28-year-old Mongolian translator and Razak Baginda's jilted lover, who participated in negotiations over the purchase of the submarines. By her own admission in a letter found after her death, she was attempting to blackmail Razak Baginda for US$500,000.

She was shot in October 2006 and her body was blown up with military explosives by two bodyguards attached to Najib's office after Razak Baginda went to Najib's chief of staff, Musa Safri, for help in keeping her away from him. Not long after being acquitted in November 2008 under questionable circumstances of participating in her murder, Razak Baginda left the country for England. The bodyguards were convicted but no motive was ever established for their actions despite a confession by one which was not allowed in court, but which said they would be paid a large sum of money to get rid of her.

The submarine deal was never brought up in court during a months-long murder trial that was marked by prosecutors, defense attorneys and the judge working studiously to keep Najib's name out of the proceedings. A private detective hired by Razak Baginda to protect him from the furious Altantuya filed a statutory declaration after the trial indicating that Najib had actually been the victim's lover and had passed her on to Razak Baginda.

The detective, P. Balasubramaniam, said later that he was unceremoniously run out of Kuala Lumpur. He eventually emerged from hiding in India to say he had been offered RM5 million (US$1.57 million) by a businessman close to Najib's wife to shut up and get out of town. He also said he had met Nazim Razak, Najib's younger brother, and was told to recant his testimony.

In the current complaint in Paris, the issue revolves around what, if anything, Razak Baginda's Perimekar company did to deserve €114 million. Zainal Abidin, the deputy defense minister at the time of the sale, told parliament that Perimekar had received the amount – 11 percent of the sale price of the submarines – for "coordination and support services." The Paris filing alleges that there were neither support nor services.

Perimekar was registered in 2001, a few months before the signing of the contracts for the sale, the Paris complaint states. The company, it said flatly, "did not have the financial resources to complete the contract." A review of the accounts in 2001 and 2002, the complaint said, "makes it an obvious fact that this corporation had absolutely no capacity, or legal means or financial ability and/or expertise to support such a contract."

"None of the directors and shareholders of Perimekar have the slightest experience in the construction, maintenance or submarine logistics," the complaint adds. "Under the terms of the contract, €114 million were related to the different stages of construction of the submarines." The apparent consideration, supposedly on the part of Perimekar, "would be per diem and Malaysian crews and accommodation costs during their training. There is therefore no link between billing steps and stages of completion of the consideration."

As Asia Sentinel reported on April 1, services for the subs are being performed by a well-connected firm called Boustead DCNS, a joint venture between BHIC Defence Technologies Sdn Bhd, a subsidiary of publicly-listed Boustead Heavy Industries Corp Bhd, and DCNS SA, a subsidiary of DCN. Boustead's Heavy Industries Division now includes Perimekar as an "associate of the Group. PSB is involved in the marketing, upgrading, maintenance and related services for the Malaysian maritime defence industry," according to Boustead's annual report.

Originally Boustead told the Malaysian Stock Exchange that the service contract was for RM600 million (US$184.1 million) for six years, or US$30.68 million annually. However, the contract later ballooned to RM270 million per year. Boustead Holdings is partly owned by the government and has close connections with UMNO.

"There are good grounds to believe that [Perimekar] was created with a single objective: arrange payment of the commission and allocate the amount between different beneficiaries including Malaysian public officials and or Malaysian or foreign intermediaries," the complaint states. - source
