Go For Residence Based Elections

Go For Residence Based Elections

Go For Residence Based Elections

The following article by KJ John is from Malaysiakini HERE.

Go For Residence Based Elections

My column this week will be based on my presentation to the parliamentary select committee on one idea for improved free and fair elections.

Below was the content of my presentation on behalf of the NGO, Oriental Hearts and Mind Study Institute (OHMSI).

Living a life integrated with integrity

The electoral reform opportunity can become a strategic agenda to assign, and give political rights to all Malaysians to live a life of destiny and dignity.

Destiny calls us to be accountable and responsible finally to God. Dignity is living that opportunity with responsibility and accountability driven by uprightness, honour and mutual respect within the nation state.

When Mikhail Gorbachev introduced his concept of perestroika to the Russians, he defined the concept as 'unity of word and deeds', in the book with the same title.

This was a different kind of reformation which he hoped for and sought for his nation crippled by dualistic ways of acting and living. Indeed (Malaysiankini columnist) Josh Hong called dualistic living, fake Malaysia!

Can the next six months therefore also afford Malaysians the opportunity to "redefine our concept of thought and life action?"

We can think of it as integriti hidup dan telusan jiwa! or living a life integrated with integrity; a life so open and transparent, that no one doubts another's serious intentions, as Malaysian citizens.

Transparent living

Many Malaysians have more than one residential or correspondence address. The common truth however is that no human can live and work in two different locations at one and the same time.

Therefore, one possible clear and important issue in the election registration and reform process could be the selection and use of one's residential address as the basis of one's electoral constituency.

One can work in KL and vote in Sabah or Kelantan, but this intent must become public, specific, made intentional and therefore made explicit to the registration department.

The MIC Putera Wing also made an equivalent proposal to change the age for updating registration cards from 18 years of age to 21, and therefore use the new date and address for automatic registration of all voters.

Twenty one is our age of political maturity, although one could argue for 18 as well.

Such a registration with the National Registration Department then becomes the new source and basis of registering one's residential address and therefore also one's nearest potential polling booth location.

That also makes one's chosen registration address wilfully the place of one's voting because this is where one chooses to exercise one's political choices and decisions.

In the longer term, unless this is changed wilfully again, it also becomes the basis for one's death and burial and final removal from the voter's list.

Improved model

In the improved model, the police will report on deaths and thereby removal from the polling list.

This selective voting and living address created by residency will negate the current non-transparent movement between one's lived life and voting booths that happens regularly today.

Therefore, in this model, one cannot simply choose to register permanency where one does not have a personal postal or residential address, and the same also becomes one's permanent address for all other formal purposes, like paying local bills or tax related payments.

This will address many problems related to integration with integrity within a given locality; for example, for residential privileges and local taxes.

Even one's car registration would therefore use this same address. The same address would apply for the paying tithes and all local taxes.

Theoretically therefore, if one has four wives and therefore four homes, one has to select the public and therefore published residential address for all other legal and formal purposes.

In biblical times, for this same reason Joseph and Mary had to return to their home town to be available for the Roman population census.

In Malaysia too, we undertake a census every 10 years. It is possible that the foundation and basis of our population census is today distorted because of this lack of consistency and authenticity in the definition of one's permanent residential address.

My appeal to the minister and all other members of the select committee was that they consider this proposal to make the change which will afford all Malaysians the opportunity to live lives of dignity and destiny and to honour God through their lives.

The change may be fundamental in many ways and may need some time for all the requisite changes. But we believe it will move us towards a more authentic and transparent lifestyle; one hopefully integrated with integrity!

Finally, this system will in the longer term even allow for a third tier of elections, to select local representatives at the municipal council to help resolve all localised issues and then to negotiate their appropriate resolutions.

May God Bless Malaysia!

[Kejam] Gadis Dikurung Untuk Paksa Gugurkan Kandungannya

Posted: 17 Nov 2011 08:45 AM PST

"Mangsa kemudian menjumpai alat jalur lebar milik teman lelakinya sebelum menghubungi ibunya melalui e-mel," katanya.

-hm

Ismail said he has not received anything from the MACC on the matter. — File pic
SHAH ALAM, Nov 17 — Tan Sri Ismail Omar today deflected questions on the National Feedlot Centre (NFC) "cattle condo" scandal, saying he has yet to receive any report from the Malaysian Anti-Corruption Commission (MACC).

"So far, I've not received anything yet," he said when pushed for an answer by a group of reporters who accosted him as he was leaving the Selangor police contingent's Deepavali celebration here this afternoon.
The Inspector-General of Police (IGP) initially appeared surprised when asked to comment and pointed out that the matter was a Malaysian Anti-Corruption Commission (MACC) case.

When informed that the MACC had passed the case to the police to handle, Ismail said he would have to check on the matter before issuing any statement. He left the function at the Selangor police headquarters here without further comment.

MACC said on Monday it would not probe the controversial RM10 million purchase of a condominium by the federally-funded NFC project, claiming it was a case for the police to handle as it involved an offence under the Penal Code.

In a statement, the agency said it had already referred the case to the police, adding that this was in line with advice from the Anti-Corruption Advisory Board to only investigate offences under the MACC Act.

PKR was first to claim of corruption in the purchase of the multi-million ringgit condominium belonging to the National Meat and Livestocks Corporation (NMLC), a company wholly-owned by Datuk Seri Shahrizat Jalil's family.

Its secretary-general, Saifuddin Nasution, said the luxury apartment at One Menerung, Bangsar, was recorded by NFC, a cattle-farming project managed by the minister's family, as part of a RM83 million "loan" to NMLC.

But Umno Youth chief Khairy Jamaluddin savaged the party for the allegations, claiming the condo was bought as an investment when the NMLC found itself with excess funds when the government ran out of funds to develop satellite cattle farms.

The Auditor-General's Report released last month had criticised the NFC, pointing out that it was now "in a mess". The report said production in 2010 was only 3,289 head of cattle or 41.1 per cent of the target set.
Agriculture Minister Datuk Seri Noh Omar, however, responded on October 31 that the project was a success and had met its targets.

As usual, nothing unsual about the slow-motion action or total inaction coming from the government agencies that seem to be always protecting the powers that be.

Benarkah Najib Pemimpin Sederhana?

Posted: 17 Nov 2011 05:45 AM PST

– Roketkini

Najib rasmi Seminar Pemahaman Wasatiyyah, 1Malaysia

Ahmad berkata, mereka termasuk presiden International Movement for a Just World, Dr Chandra Muzaffar, bekas ketua pengarah Institut Kefahaman Islam Malaysia, Datuk Dr Syed Ali Tawfik Al-Attas.

Wasatiyyah?

'Cattlegate': For BN, business as usual by Mariam Mokhtar

Posted: 17 Nov 2011 04:15 AM PST

The MP on the fiddle
The cow jumped over the moon
Khairy laughed to see such sport,
And Noh cow-ed like a buffoon

'Cattlegate' has exposed the Women Family and Community Development Minister, Shahrizat Abdul Jalil's ill-advised foray into the cattle business. Shahrizat and her family are alleged to have misappropriated the taxpayers' money; with RM250 million for the National Feedlot Corporation (NFC), an RM800,000 overseas junket and a further RM10 million to purchase a luxury condominium in Bangsar.

Shahrizat's husband operates the NFC and her three children, Izran, 27, Izmir, 31, and Izzana, 25 are chief executive and executive directors. Malaysians who believe that either she or Prime Minister Najib Abdul Razak, would accept responsibility and resign over this sordid affair, can moo till the cows come home. At least President Nixon was more honourable in Watergate.

Before leaving for Saudi Arabia, Najib refuted allegations that the NFC had misused public funds. On his return, the PM swopped his desert whites for more casual beach gear as he headed for Hawaii to attend the annual Asia Pacific Economic Cooperation (Apec) summit. The opposition accuses Najib of spending too much time abroad and neglecting business at home. With such criticism, is it any wonder that he prefers to be overseas? His next stop is Bali for the East Asia Conference.

The onerous task of calming public outrage was handed to Najib's deputy, Muhyiddin Yassin . Perhaps Najib thought that this would distract Muhyiddin from plotting to oust him in GE-13 Muhyiddin was the Agriculture Minister when the NFC project was first approved and he found "nothing unusual" about the controversial project. He is right. He confirmed our long-held suspicions that BN politicians think there is "nothing unusual" when they and their cronies misuse public funds for their own ends.

'NFC a success'. But BN ministers also excel in passing the buck. Muhyiddin deflected further criticism by redirecting questions to the current Agriculture and Agro-based Industries Minister, Noh Omar. The hapless agriculture minister, cowed by the burden of having to massage the truth, declared in Parliament that the NFC project was a success and had achieved its target of producing 8,000 head of cattle by 2010. Perhaps he was suffering from foot and mouth disease. If Ministers actually read any of the reports in their in-tray or paid attention in Parliament, they might be more knowledgeable.

The Auditor-General's Report, released the previous week, criticised the NFC project for being "in a mess" and for failing in its objective. Land grabs are Umno/BN's speciality. So, if the Menteri Besar of Negri Sembilan had been forced to recover 3,000 acres of the 5,000 acres allocated for the NFC, then this project must have been a total disaster. The 'udder' failure of Najib's administration to instill public confidence is possibly because it has not 'herd' about responsibility or accountability.

With our long list of political scandals, the MACC should have had ample experience ruminating over the ease with which BN politicians treat the treasury as their personal cash cow. Not so. MACC is still chewing the cud. Perhaps, MACC staff are like tired cows who are all milked out. Mysterious cases of people flying out of buildings have gone over their heads, just like the nursery rhyme in which the cow jumped over the moon. Shahrizat's NFC debacle is not the first, nor last, misuse of the public purse. The taxpayer is owed billions but Shahrizat's case is probably the tip of the iceberg and her amounts, mere cattle-fodder.

Most of us would balk at stealing, but BN ministers and their cronies act like the other farm animal, with its nose constantly in the trough. Stampede of allegations. With the stampede of allegations coming from the opposition, Shahrizat tried to distract the public by turning on Ampang MP Zuraida Kamaruddin: "I see it as a political agenda, an attempt by the Opposition to weaken the spirit of Wanita Umno. We are not that easy to be destroyed (sic) nor are we that soft".

For BN, when all else fails, use sex or sexist remarks. BN is like a family-run business and outsiders are not allowed. Shahrizat may recall that she lost her seat in the 2008 elections when she was trounced by political newcomer, the 27-year-old Nurul Izzah Anwar (right). The PM at the time, Badawi, appointed Shahrizat as special adviser. Najib later reinstated her as minister, using a loophole, by making her a senator the day before. In other words, Shahrizat's ministerialship was via the back door.

There seems to be a lot of "back-door-action" in Umno. Last week, Idris Jala, yet another unelected minister, announced that Malaysia would achieve high-income status by 2020. He said: "Malaysia is doing everything it can to transform itself into a high-income nation. With the programmes and policy measures (Economic Transformation Programme (ETP), I am sure we will not go bankrupt." Only last year, Jala warned us that we would go bankrupt if we did not curb our spending.

He may be beefing up our confidence but why make himself a laughing stock? Is he suffering from mad-cow disease? Malaysia would not go through a recession because of the financial turmoil in Europe, he said: ".....our government will not allow that to happen........We should borrow money provided the money is spent as investment rather than as operating expenditure". Shahrizat took his advice. She bought a RM10 million condominium for her family because Jala had said: ".... make sure our borrowing is in proportion to investment".

Herd mentality. The herd mentality is remarkable in the BN Cabinet. They have been relatively and collectively silent about this fiasco. Only Umno Youth chief Khairy Jamaluddin has been strangely vocal, acting as Shahrizat's unofficial spokesman. But he appeared to be like a bull in a china shop. He charged that the NFC's account was strictly monitored by a technical committee and instead of the money "lying idle", had the right to "invest" the funds in a condominium. He blamed the government for various delays, for failing to build a slaughterhouse and for allocating insufficient funds to operate the satellite farms.

He said, "When these delays happened, the NFC management was faced with an important decision. "Were they to let the funds given to the National Livestock and Meat Corporation (NLMC is NFC's subsidiary) just sit in a current account which does not give big dividends while waiting for the satellite farms and the abattoirs? "Or should they invest the money to get returns while waiting for the delay to be resolved?" Khairy's explanation is as illogical as Noh's statement which said that the government was powerless to act: "If the money has been paid to NFC........ the government cannot control what NFC does with it, including purchasing the said condominium, because it is then considered the company's money."

It is ironic that Khairy (right) refuted Pakatan's allegations in his blog entry titled, "PKR's load of bull". Khairy subconsciously failed to note the simile in his statements. A few days ago, former PM Mahathir Mohamad said that people should adopt the Japanese work ethos, and feel ashamed if they were unable to carry out their job properly.

He said: "This sense of shame is so strong that they (Japanese) cannot accept failure and they are ashamed of it". BN and their cronies do not know the meaning of shame. If they did, they would do the honourable thing, just like the Japanese. Then, Putrajaya would be awash with blood and guts, just like an abattoir.

Khairy acts like he has a vested interest in Shahrizat's NFC project or at least her condominium. Shahrizat is nonplussed and protective of her family members, whom she felt had been wrongly accused. She didn't mince her words when she said, "I don't think they deserve it. They work very hard". The rakyat are bewildered. The people at the centre of these allegations, namely Shahrizat's spouse and offspring, have been strangely silent about the whole fiasco. Cow-ed into silence perhaps? Malaysiakini.

MARIAM MOKHTAR is a non-conformist traditionalist from Perak, a bucket chemist and an armchair eco-warrior. In 'real-speak', this translates into that she comes from Ipoh, values change but respects culture, is a petroleum chemist and also an environmental pollution-control scientist.

Investitionen in Alltagsgegenstände

'Umno wants Koh Tsu Koon out!'

Posted: 17 Nov 2011 02:25 AM PST

Gerakan president Koh Tsu Koon has decided not to contest in the next general election. That was his final decision and everybody must respect it. Nobody pressured him to stay out of the poll, Deputy PM Muhyiddin Yassin said.

However, Penang Chief Minister and Koh's successor Lim Guan Eng was quick to politically lucre from the decision by accusing Umno of having a major role in forcing Koh out of the picture.

What a silly and stupid idea it was!

However, LGE intention and motive is very clear. By showing sympathy for Koh, he expects the Chinese in Gerakan will rally behind DAP in the next national poll. He is also keeping his fingers crossed for Gerakan to demise and Koh and members would hop over to DAP.

"It is an orchestrated campaign to remove him and they (Barisan Nasional and Umno) have succeeded. What Umno wants Umno gets," he told reporters in the Parliament lobby today.

Lim said Koh was forced to leave as it was obvious that the latter still had intentions to contest in the coming elections as Koh retained his other positions as a federal minister and party president.

What a crap!

Actually LGE tries to be chummy with Penangites, especially the Chinese. By accusing Umno of 'chasing out' Koh, the Malays too would be divided, just like what happened during the 2008 general election.

His sympathy for Koh did not mean anything. After taking over from Koh, he battered his predecessor by saying that it was the end for Koh and Gerakan. Maybe LGE should refresh his mind.

So, what is the sympathy for?

Dr Koh announced earlier today that he will not contest in the next general election, saying the announcement is the first step towards driving transformation and renewal in the party.

He said, however, that he will retain the posts of party president, Penang BN chairman and Minister in the Prime Minister's Department, adding that he will decide whether to give up the party presidency after the next general election.

As for the ministerial post, he said the decision to retain him rested with Prime Minister Datuk Seri Najib Tun Razak.

Siapakah Juara Melayu?

1. PAS

- Adakah PAS menjuarai Melayu?

Pandangan Terhadap Dasar Kerajaan Negeri & Lim Guan Eng

1. Dasar Kerajaan Negeri Pakatan Rakyat (PR-DAP)

Man no insurance, no job died from a tooth infection

A 24-year-old Cincinnati father died from a tooth infection this week because he couldn't afford his medication, offering a sobering reminder of the importance of oral health and the number of people without access to dental or health care.

According to NBC affiliate WLWT, Kyle Willis' wisdom tooth started hurting two weeks ago. When dentists told him it needed to be pulled, he decided to forgo the procedure, because he was unemployed and had no health insurance.

When his face started swelling and his head began to ache, Willis went to the emergency room, where he received prescriptions for antibiotics and pain medications. Willis couldn't afford both, so he chose the pain medications.

The tooth infection spread, causing his brain to swell. He died Tuesday.

Calls to Willis' family were not immediately returned. University Hospital in Cincinnati, where Willis was admitted, did not comment, citing federal privacy laws.

"People don't realize that dental disease can cause serious illness," said Dr. Irvin Silverstein, a dentist at the University of California at San Diego. "The problems are not just cosmetic. Many people die from dental disease."

Willis' story is not unique. In 2007, 12-year-old Deamonte Driver also died when a tooth infection spread to his brain. The Maryland boy underwent two operations and six weeks of hospital care, totaling $250,000. Doctors said a routine $80 tooth extraction could have saved his life. His family was uninsured and had recently lost its Medicaid benefits, keeping Deamonte from having dental surgery.

"When people are unemployed or don't have insurance, where do they go? What do they do?" Silverstein said. "People end up dying, and these are the most treatable, preventable diseases in the world."

Getting access to dental care is particularly tough for low-income adults and children, and it's getting tougher as the economy worsens. In April, the Kaiser Family Foundation reported that 33 percent of people surveyed skipped dental care or dental checkups because they couldn't afford them. A 2003 report by the U.S. Surgeon General found that 108 million Americans had no dental insurance, nearly 2.5 times the number who had no health insurance.

Trips to the dentist aren't the only expenses hard-up Americans are skipping. An August report by the Commonwealth Fund found that 72 percent of people who lost their health insurance when they lost their jobs said they skipped needed health care or did not fill prescriptions because of cost.

"People want to believe there's a safety net that catches all of these people, and there isn't," said Dr. Glenn Stream, president-elect of the American Academy of Family Physicians. He noted that it is often young men who are the most likely to lack health coverage.

Dr. Jim Jirjis, director of general internal medicine at Vanderbilt University, said people, like Willis, without access to care often die of conditions that were much more common decades ago.

"He [Willis] might as well have been living in 1927," Jirjis said. "All of the advances we've made in medicine today and are proud of, for people who don't have coverage, you might as well never have developed those."

There are a number of free dental clinics in operation around the country, where dentists volunteer to provide care to those without health insurance. But even if Willis had access to a free dental clinic, Stream said he still may not have been able to get the care he needed for his infection. "The wait is often months at these clinics, and this young man died within two weeks of his problem," Stream said.

Silverstein operates three free dental clinics in the San Diego area. "We're overwhelmed right now," he said. "We can't take any new patients."

Thank God that here in Malaysia, we still can generally get decent dental health care.

Well, I think our dental health care here is much more accessible and affordable here than in America simply because so far there has been no report of anyone dying from a tooth infection unless

I just had my tooth 45 removed for RM120 yesterday . Cheap.

Najib Bohong, ISA Masih Terus Digunakan. 10 Aktivis PAS Sabah Ditahan Bawah ISA

Posted: 17 Nov 2011 01:09 AM PST

PM perlu malu ISA diguna lagi'

Senaraikan nama, status

Anwar dipanggil memberi keterangan mengikut Seksyen 182 Kanun Keseksaan kerana membuat laporan palsu.

Rogol Gadis Bawah Umur Dalam Kontena

Posted: 16 Nov 2011 11:30 PM PST

-SH

Will Koh's fellow 'backdoor' senators OPT OUT too?

Posted: 16 Nov 2011 08:04 PM PST

I guess Koh made a bold decision, no? ;)

After all, he had gone through much humiliation from being an electoral loser after 18 years as CM of Penang to being an appointed Senator albeit a 'backdoor' one. Read 'LOSERS ARE GAINERS IN NEW CABINET'.

The rest of his fellow thick-skinned Senators, namely Shahrizat Abdul Jalil, Awang Adek Hussin and Chew Mei Fun, should also do the honourable thing - humbly bow out before bringing further damage to BN's already corrupted image.

Well, just see how happy the four faces were when they were brought back into the Cabinet via backdoor!
