[IKTIBAR] Pemuda Yang Tak Jadi Diambil Nyawanya Oleh Malaikat...

Posted: 11 Jul 2012 11:01 AM PDT

Maka, tengoklah kanan - kiri anda, lihat - lihatlah sekeliling anda.

No point for WCW meeting LGE!

Personally, I don't think there is a need for the Star group editor-in-chief Wong Chun Wai (pic) to accept Lim Guan Eng's 'special invitation' to Penang and listen to his explanation on what the newspaper has been campaigning for 30 years - 'the crying hills'.

First, Wong is not a politician to discuss the issue with the chief minister. The matter should be deliberated at the State Assembly and other channels, including with the contractors and developers.

And secondly, I believe Wong has his own standpoint - sharing it with the rest of the media members in Penang, especially pro-government newspapers Utusan Malaysia and New Straits Times which Lim bans.

Why can't Lim invite the editors from all newspapers and TV stations, instead of picking Wong alone?

Lim could at least try to woo back the media by lifting the ban, and I don't think a senior journalist like Wong likes the idea of the Penang State Government imposing such a restriction on pro-Barisan Nasional publications.

What's on Lim's mind?

Just because the Star is so loud on its reports on hill slope development in Penang - and Wong for a fact is also a Penangite - Lim feels he could seek some justifications in Wong by telling him what actually took place in the State!

Or does Lim think he can change the Star - the leading English daily - aptitude by giving him and Pakatan Rakyat some good and positive coverage?

Lim has yet to justify why he banned the two newspapers from coming close to his office and function. While shouting about the Press freedom, the chief minister doesn't walk the talk and is now seen as a monster to the media.

If a politician cannot take criticism, better don't criticise and ridicule others.

As for the 'crying hills', I think Lim should issue a press statement to the media rather than calling up Wong or the reporters 'he likes' for a press conference. No point dodging around and telling people that you are doing the right thing...

The New National Harmony Act

Posted: 11 Jul 2012 07:56 AM PDT

At the Attorney General's Chambers dinner on Wednesday evening, PM Najib announced that the 1948 Sedition Act which was often used to allegedly silence and intimidate opposition, is to be replaced with a new National Harmony Act. In his speech, the PM said the new act will safeguard the right to freedom of speech while protecting national unity by preventing the incitement of religious or ethnic hatred.

In a nutshell, the PM said:

  • The Attorney General Abdul Gani Patail has been instructed to hold a full public consultation before the new legislation is drafted to ensure that the views of all Malaysians are represented.
  • The Sedition Act represents a bygone era in our country and with today's announcement we mark another step forward in Malaysia's development.
  • The new National Harmony Act will balance the right of freedom of expression as enshrined in the Constitution, while at the same time ensuring that all races and religions are protected.
  • Since our country's strength lies in its diversity, the PM believes the new Act underlines his commitment to nurture the spirit of harmony and mutual respect that has been the foundation of our stability and success.

You can read more about this in the following websites:
Background of the Sedition Act

The Sedition Act in Malaysia is a law prohibiting discourse deemed as seditious. The act was originally enacted by the colonial authorities of British Malaya in 1948. The act criminalises speech with "seditious tendency", including that which would "bring into hatred or contempt or to excite disaffection against" the government or engender "feelings of ill-will and hostility between different races". The latter provision includes the questioning of certain portions of the Constitution of Malaysia, namely those pertaining to the Malaysian social contract, such as Article 153, which deals with special rights for the bumiputra (Malays and other indigenous peoples, who comprise over half the Malaysian population).

History of the Act

The law was introduced by the British in 1948, the same year that the autonomous Federation of Malaya came into being, with the intent of curbing opposition to colonial rule.[1] The law remained on the statute books through independence in 1957, and the merger with Sabah, Sarawak and Singapore that formed Malaysia.

The Federal Constitution of Malaya and later Malaysia permitted Parliament to impose restrictions on the freedom of speech granted by the Constitution. After the May 13 Incident, when racial riots in the capital of Kuala Lumpur led to at least 200 deaths, the government amended the Constitution to expand the scope of limitations on freedom of speech. The Constitution (Amendment) Act 1971 named Articles 152, 153, and 181, and also Part III of the Constitution as specially protected, permitting Parliament to pass legislation that would limit dissent with regard to these provisions pertaining to the social contract. (The social contract is essentially a quid pro quo agreement between the Malay and non-Malay citizens of Peninsular Malaysia; in return for granting the non-Malays citizenship at independence, symbols of Malay authority such as the Malay monarchy became national symbols, and the Malays were granted special economic privileges.) With this new power, Parliament then amended the Sedition Act accordingly. The new restrictions also applied to Members of Parliament, overruling Parliamentary immunity; at the same time, Article 159, which governs Constitutional amendments, was amended to entrench the "sensitive" Constitutional provisions; in addition to the consent of Parliament, any changes to the "sensitive" portions of the Constitution would now have to pass the Conference of Rulers, a body comprising the monarchs of the Malay states.[2]

These later amendments were harshly criticised by the opposition parties in Parliament, who had campaigned for greater political equality for non-Malays in the 1969 general election. Despite their opposition, the ruling Alliance (later Barisan Nasional) coalition government passed the amendments, having maintained the necessary two-thirds Parliamentary majority.[2] In Britain, the laws were condemned, with The Times of London stating they would "preserve as immutable the feudal system dominating Malay society" by "giving this archaic body of petty constitutional monarchs incredible blocking power"; the move was cast as hypocritical, given that Deputy Prime Minister Tun Abdul Razak had spoken of "the full realization that important matters must no longer be swept under the carpet..."[3]

Provisions

The Sedition Act would be unconstitutional, as the Constitution guarantees freedom of speech, without Article 10(2) of the Constitution, which permits Parliament to enact "such restrictions as it deems necessary or expedient in the interest of the security of the Federation or any part thereof, friendly relations with other countries, public order or morality and restrictions designed to protect the privileges of Parliament or of any Legislative Assembly or to provide against contempt of court, defamation, or incitement to any offence". Article 10(4) also states that "Parliament may pass law prohibiting the questioning of any matter, right, status, position, privilege, sovereignty or prerogative established or protected by the provisions of Part III, article 152, 153 or 181 otherwise than in relation to the implementation thereof as may be specified in such law".
These portions of the Constitution have been criticised by human rights advocates, who charge that "under the Malaysian Constitution, the test is not whether or not the restriction is necessarily but the much lower standard of whether or not Parliament deems the restrictions necessary or even expedient. There is no objective requirement that the restriction actually is necessary or expedient and the latter standard is much lower than that of necessity."[1]
Section 4 of the Sedition Act specifies that anyone who "does or attempts to do, or makes any preparation to do, or conspires with any person to do" an act with seditious tendency, such as uttering seditious words, or printing, publishing or importing seditious literature, is guilty of sedition. It is also a crime to possess a seditious publication without a "lawful excuse". The act defines sedition itself as anything which "when applied or used in respect of any act, speech, words, publication or other thing qualifies the act, speech, words, publication or other thing as having a seditious tendency".
Under section 3(1), those acts defined as having a seditious tendency are acts with a tendency:
" (a) to bring into hatred or contempt or to excite disaffection against any Ruler or against any Government;
(b) to excite the subjects of the Ruler or the inhabitants of any territory governed by any government to attempt to procure in the territory of the Ruler or governed by the Government, the alteration, otherwise than by lawful means, of any matter as by law established;
(c) to bring into hatred or contempt or to excite disaffection against the administration of justice in Malaysia or in any State;
(d) to raise discontent or disaffection amongst the subjects of the Yang di-Pertuan Agong or of the Ruler of any State or amongst the inhabitants of Malaysia or of any State;
(e) to promote feelings of ill-will and hostility between different races or classes of the population of Malaysia; or
(f) to question any matter, right, status, position, privilege, sovereignty or prerogative established or protected by the provisions of part III of the Federal constitution or Article 152, 153 or 181 of the Federal Constitution.
"
Section 3(2) provides certain exceptions, providing examples of speech which cannot be deemed seditious. It is not seditious to "show that any Ruler has been misled or mistaken in any of his measures", nor is it seditious "to point out errors or defects in the Government or Constitution as by law established". It is also not seditious "to attempt to procure by lawful means the alteration of any matter in the territory of such Government as by law established" or "to point out, with a view to their removal, any matters producing or having a tendency to produce feelings of ill-will and enmity between different races or classes of the population of the Federation". However, the act explicitly states that any matter covered by subsection (1)(f), namely those matters pertaining to the Malaysian social contract, cannot have these exceptions applied to it.
Section 3(3) goes on to state that "the intention of the person charged at the time he did or attempted (a seditious act) ... shall be deemed to be irrelevant if in fact the act had, or would, if done, have had, or the words, publication or thing had a seditious tendency". This latter provision has been criticised for overruling mens rea, a legal principle stating that a person cannot be guilty of a crime if he did not have the intent to commit a crime.[1]

A person found guilty of sedition may be sentenced to three years in jail, a RM5,000 fine, or both.

Implementation

In 2003, then Deputy Prime Minister Abdullah Ahmad Badawi threatened to charge opponents of a change in educational policy with sedition.

In recent times, the law has invoked to quell political opposition to the government. Famously in 2000, Marina Yusoff, a former vice president of the National Justice Party (Parti Keadilan Nasional) was charged with sedition for alleging that the United Malays National Organisation (UMNO), the leading party in the ruling Barisan Nasional coalition, had provoked the massacres of Chinese in the May 13 Incident. The editor of an opposition organ was charged with sedition for alleging a government conspiracy against Anwar Ibrahim, a former Deputy Prime Minister, had led to his political downfall; Anwar's lead counsel, Karpal Singh, who was also deputy chairman of the opposition Democratic Action Party (DAP), had also been charged with sedition after claiming Anwar had been poisoned by "people in high places". Lim Guan Eng, a former Member of Parliament from the DAP, had likewise been found guilty of sedition in 1998 for accusing the Attorney General of failing to properly handle a case where the Chief Minister of Malacca had been charged with statutory rape of a schoolgirl.[1]

In 2003, the act was also invoked by then Deputy Prime Minister Abdullah Ahmad Badawi (who succeeded Mahathir bin Mohamad as Prime Minister of Malaysia later that year); Abdullah stated that the government would charge those who opposed the change in educational policy emphasising the teaching of science and mathematics in English with sedition. That same year, the online publication Malaysiakini was temporarily shut down under the Sedition Act after it published a letter criticising Malay special rights and compared the Youth wing of a government party to the Ku Klux Klan.[1] Previously in 1978, the Sedition Act had been invoked in another case of educational policy, when Mark Koding argued in Parliament that the government ought to close down Chinese and Tamil vernacular schools.[4]

Human rights advocates have alleged that the Sedition Act has an "excessively vague" definition of sedition. These critics charge that this vagueness constitutes "an invitation to abuse and authorities may seek to apply them in situations which bear no relation to the original purpose of the law". Although they concede that the act provides exceptions that would "clarify and narrow the scope of the offence", they allege that "Any rule which needs an exception in favour of pointing out that the rulers are misled is quite obviously unacceptably vague." It is also claimed that the Malaysian judiciary has "given an extremely wide interpretation to the crime of sedition", with the result of a chilling effect on open dissent to government policies.[1]
In 2006, the DAP, which had been a vocal opponent of the Sedition Act and the Internal Security Act (ISA), filed a police report against UMNO, whose annual general assembly had been noted for its heated rhetoric, with delegates making statements such as "Umno is willing to risk lives and bathe in blood to defend the race and religion. Don't play with fire. If they (non-Malays) messed with our rights, we will mess with theirs."[5] In response, Information Minister Zainuddin Maidin said that this indicated that the Sedition Act continued to remain relevant to Malaysian society. He also denied that the government intentionally used the act to silence dissent or to advance particular political interests.[6]

Voting From Abroad

Posted: 11 Jul 2012 07:13 AM PDT

After reading the news HERE about how Malaysians overseas can vote, I surfed the  net to compare practices in other countries.

Excerpt from that report:

"The only condition is (that citizens) must come back to Malaysia at least once in five years before Parliament is dissolved," he said.

"This is to make sure that they know our political situation well before voting."

He justified the condition by citing the examples of foreign countries like Singapore and Australia, which also required overseas voters to come back to their homeland within a certain period.

He also reminded Malaysians residing overseas to register as an overseas citizen with the Malaysian embassies before registering as a postal voter with the EC.

Aziz said the EC would table the amendments at the next Parliament sitting in September, if this was required.

Here's a list of links to sites I visited:

1. Voting From Abroad - UK

2. Going Overseas - Australia Electoral Commission

3. To Vote Absentee, Start By Telling Us Who You Are - US Federal Assistance Voting Program

4. Absentee Voting Information for U.S. Citizens Abroad

5. Voting Overseas - Elections Department Singapore

I hope our Elections Commission can disseminate information as quickly as possible so that Malaysians living overseas who meet the requirements can vote in the next GE.

Polis Urus Jenazah Blogger

Polis Kenal Pasti Individu Hantar "Imam Mahadi" Ke Bangunan JPM

"Imam Mahadi" Yang Mengamuk Bukan Ahli PAS

Posted: 11 Jul 2012 05:33 AM PDT

Khalil 'Imam Mahadi' bukan ahli PAS

Khalwat: Bekas Pelajar IPTA Didenda RM1,800

Posted: 11 Jul 2012 04:31 AM PDT

Dungun - Kemeriahan sambutan tahun baru buat tiga remaja bertukar detik hitam apabila mereka dicekup pihak berkuasa kerana disyaki berkhalwat bersama pasangan bukan muhrim dalam sebuah rumah.

Chua, so called accountant, digging hole for himself

Chua digging a hole for himself

MCA's Young Professionals Bureau head should stop the attempts to dig a deeper hole for himself while attempting to cover up his RM1 billion mega-blunder.

Chua Tee Yong must tell us where is Selangor's RM1 billion land scandal or has it become his RM1 billion mega-blunder?
Chua on July 3 made headlines in all media by accusing the Selangor state government of committing a RM1 billion land scandal, bailing out financially stricken property developer Talam Corporation.
Since then we have showed clearly that there was not only no bailout, Talam was forced to repay its debts to the state government amounting to RM392 million which were accrued during the Barisan Nasional regime.
We proved that Chua not only could not tell the difference between debit and credit columns of a balance sheet, he had the uncanny subtraction ability of "two minus one equals three" (2 – 1 = 3) which resulted in the impossible figure of the RM1 billion mega-blunder.
However, since then, Chua failed to respond or clarify on his mega-billion ringgit blunder.
He only said during his press conference on July 5 that he would reply "once he has gathered further information".
As of today (July 11), Chua has still not responded to or corrected his mega-blunder and this only proves that there was never a RM1 billion scandal and the Selangor state government never bailed out Talam as accused by Chua and MCA.
Never before in the history of Malaysia has a deputy minister "exposed" a RM1 billion "scandal" which subsequently became a RM1 billion mega-blunder, and Chua would suffer the ignominy of becoming the very first in the country.
Chua can't read and count
The latest RM57 million "overpayment" alleged by Chua proved not only the fact that he doesn't do his homework, but that he also cannot read and count
MCA accused the Selangor government of "overpaying" RM57.3 million to Talam Corporation Bhd for 53.74 hectares of land in Danau Putra, Selangor.
Chua had claimed that the land was over-valued, because it was 80% submerged under water.
He asked: "Why is the Selangor government buying land which is 80% submerged underwater and requires more than RM50 million to fill up before they can commence development?"
Referring to the exact same document which Chua was using to demonstrate his knowledge during the press conference, the land valuation report by Chartwell ITAC International indeed highlighted the fact that "the cost of filling is estimated of about RM51,500,000".
However, Chua seems to have failed to read in the same paragraph of the report that Chartwell has already "made further adjustment to our valuation by excluding the estimated cost of earth filling of the area under water".
After deducting the above, Chartwell arrived at a professional valuation of RM93.5 million for the land which is even higher than the valuation of RM87.7 million given by state government.
Hence, Chua's accusation that the state has failed to take into account of the submerged land and overpaid as a result, was another simple case of double-counting.
Chua was basically trying to deduct the cost of filling the land again, even after it has been taken into consideration by the professional valuer.

Chua failed to do his homework again

Chua had asked: "How come [one of the four parels of] land was auctioned off? And why was the aforesaid plot priced at 2.86 times the auction amount and, assuming the price was RM5.20 psf, why did the Selangor government overpay by RM57 million?"
He further added that due to some legal complications, the land was auctioned off on Sept 7 that year. However, Chua admitted that he did not know state the nature of the legal action that led to the property being auctioned.
Chua failed to secure information with regard to the legal "complication" above which might have protected him against making another wild unsubstantiated allegation against the Selangor state government.
A look at the publicly available January 2012 Talam Corporation Bhd Annual Report will immediately disclose the history of the legal complication.
Bangkok Bank Bhd (BBB) had erroneously auctioned the above said property on Sept 7, 2010 despite being aware that the land is part and parcel of properties being disposed to Menteri Besar (Incorporated) (MBI) under a settlement agreement entered into on March 12, 2010.
Talam has taken legal action against the bank to recover the losses from the land, where the bank auction purchaser bought for RM15 million, well below the transacted value with MBI of RM48.7 million.
However, what proves to be a stroke of business savvy and negotiating genius of the Khalid Ibrahim-led MBI was the fact that regardless of the outcome of the legal dispute, the interest of the state in collecting the outstanding debt is not at all compromised.
Talam has disclosed in the annual report that "the disposal of this property would not have any significant impact on the MBI settlement agreement". The company stated that "if necessary, the company will identify a piece of land to replace the abovementioned to MBI".
This proves that the state government would not lose a single sen over the above transaction unlike what was alleged by Chua. It would perhaps have been more productive if he starts shifting his focus to how Talam was able to amass such a huge RM392 million debt with the state government, and perhaps he might be able to find some mud against BN then.
We have shown clearly with facts, figures and documents to prove that all the alleged scandals raised during Chua's press conferences were completely without basis.
Chua has proven to be an incompetent leader of the MCA Young Professionals Bureau, making mistakes after mistakes during press conferences.
Chua should perhaps stop the attempts to dig a deeper hole for himself while attempting to cover up his RM1 billion mega-blunder.

Kerajaan Umno-BN Yang Keluarkan Lesen Rumah Urut

Posted: 11 Jul 2012 02:25 AM PDT

Pecahan mengikut PBT ialah ; Majlis Bandaraya Shah Alam, rumah urut (32), pusat hiburan (39) ; Majlis Bandaraya Petaling Jaya, rumah urut (77), pusat hiburan (218); Majlis Perbandaran Klang, rumah urut (83), pusat hiburan (89) ; Majlis Perbandaran Ampang, rumah urut ( 54), pusat hiburan (96 ).

Manakala Majlis Bandaraya Subang Jaya, rumah urut (69), pusat hiburan (154) ;Majlis Perbandaran Selayang, rumah urut (80), pusat hiburan (61) ; Majlis Perbandaran Kajang, rumah urut (118), pusat hiburan (35) ; Majlis Daerah Kuala Langat, rumah urut (13), pusat hiburan (23); Majlis Daerah Kuala Selangor, rumah urut ( 8), pusat hiburan (13).

SAMM Seru Anak Muda Bersama Dalam Himpunan Oren

Posted: 10 Jul 2012 11:36 PM PDT

Helah Isteri Buat Laporan Dirogol, Tutup Aib

Posted: 11 Jul 2012 12:31 AM PDT

Muar - Seorang isteri tergamak membuat laporan polis palsu mendakwa dirogol, gara-gara mahu menutup aib sendiri kerana menjalinkan hubungan sulit bersama teman lelaki.

-SH

Breaking News: M'sian Overseas Can Vote By Post! *updated*

Posted: 10 Jul 2012 09:17 PM PDT

A Malaysiakini report by Lee Way Loon posted at 11.40a.m. HERE said:

The Election Commission (EC) today announced that Malaysian citizens living overseas can vote by post come the next general election.

At a media briefing this morning, EC chief Abdul Aziz Mohd Yusof (centre) said the commission is in the midst of preparing the legislative changes to allow overseas Malaysian to vote.

"The only condition is (that citizens) must come back to Malaysia at least once in five years before Parliament is dissolved," he said.

"This is to make sure that they know our political situation well before voting."

Aziz said the EC will table the amendments at the next Parliament sitting in September if this is required.

"The system can be implemented by September if we have to amend the law, but it could be earlier than that (if legal amendments are not needed)."

'A deadline is a deadline, but...'

Though the election date is not known yet, Aziz said he is confident that the system can be ready before the national polls.

Asked why the EC cannot meet the three-month deadline set by the parliamentary select committee (PSC) on electoral reform, he said it was because the EC has too many things to implement.

"A deadline is a deadline, it doesn't mean we have to finish all," he said.

In April, the PSC had recommended that the EC introduce a system whereby all Malaysian citizens living overseas could vote by post.

The EC was given a deadline of three months to consult with the relevant government agencies in order to enable the necessary regulations.

In the media briefing today, the EC also introduced a new position arrangement in the polling stream, where the polling agents will switch position with the polling booth (petak undi).

Under the new arrangement, the polling agents will sit facing the entrance to make it easier to monitor the voting process.

The Dark Figure Of Crime

Posted: 10 Jul 2012 08:32 PM PDT

Last month, The Malaysian Insider carried a report here about how "PEMANDU has called on the media to play its role in fighting crime and help arrest the "doom and gloom" by reporting on solved cases and not sensationalising crime by repeatedly reporting the same news angle.

Putrajaya's efficiency unit, tasked with helping the police reduce crime under its Government Transformation Programme (GTP), has staunchly defended statistics showing street crime has fallen by 40 per cent in the past two years despite a recent spate of high-profile kidnappings and assaults."

In an editorial HERE, The Malaysian Insider said:

Numbers don't tell the stories that people pass on to each other, the violence and the fear among those who have been robbed in broad daylight or in the wee hours of the morning in what are supposedly safe areas.

In addition, there are several hundred thousand foreign security guards who protect Malaysian neighbourhoods, some which are now gated but still report incidents of crime.

It is an open secret that a fair number of Malaysians have lost trust in the police force and therefore don't report crimes when they happen. Or often enough, are discouraged from reporting petty crime.

So instead of lecturing the media on what to do and what not to, Jala and his colleagues in PEMANDU should step off their pedestal and acknowledge that window dressing and cosmetic change have their limits.

Malaysians don't feel safe, and it doesn't matter if the mass media reports it or not. There is enough social media to put flesh to the bare bones that statistics do to explain the crime rate in the country.

So, are statistics ever reliable where crime is concerned? No.

We have to bear in mind the existence of the dark figure.

The Dark Figure of (or for) crime is a term employed by criminologists and sociologists to describe the amount of unreported or undiscovered crime, which calls into question the reliability of official crime statistics.

Instead of looking at statistics of reported crimes, our authorities should carry out victim studies, such as the research associated with the British Crime Survey (BCS) to provide an insight into the amount of unreported crime in order to provide a better perspective of crime in our country.

According to this site:

Not all the crimes that take place are reported to, or recorded by, the police. Given this, sociologists refer to the gap between the official level of crime and the amount of crime in the community as the dark figure of crime. For a crime to be recorded, at least three things must happen:
  • Somebody must be aware that a crime has taken place.
  • That crime must be reported.
  • The police or other agency must accept that a law has been broken.
It is now widely accepted by social researchers that official crime statistics have significant limitations. These include:

1. Some crimes are not reported to the police because:
  • The general public regards them as too trivial.
  • The victim finds the matter embarrassing.
  • Individuals are unaware that they are victims (e.g., fraud or confidence tricks).
  • Lack of confidence or trust in the police
  • A fear of reprisals or victimisation
  • The victim may take law into own hands—a form of rough justice.
  • Children may not understand issues.
  • Victim may not want to harm the offender (e.g., domestic violence and abuse).

2. Some crimes are much more likely to be reported and recorded than others:
  • Where insurance claims for cars or household goods are involved
  • Serious crimes are more likely to be reported than trivial offences.
  • Media campaigns or the reporting of high-profile cases can lead to "moral panics" and sensitize the general public to the existence of crime and thus reporting behaviour. This is known as "deviance amplification".
3. Police discretion can influence reporting and recording:
  • Different police forces employ different categories and paperwork.
  • There are campaigns that lead to crackdowns on certain crimes or offences, such as drunk driving at Christmas.
  • Some forces will pay less attention to certain types of offence, such as the decision by the Met to liberalize the policing of soft drugs in Brixton in 2002.
  • A shift from informal or community policing to stricter, military-style policing and zero tolerance campaigns, or vice versa, will influence crime rates.

4. Changes in legislation, technologies and police manpower can influence the crime figures:
  • Some existing offences may be decriminalised or downgraded (e.g., homosexuality, abortion, some drug offences).
  • New offences may be created (e.g., cyber crime, not wearing seat belts, driving whilst using a mobile phone).
  • The wider availability of telephones, alarm technologies, private security staff and closed-circuit cameras can make it easier to report offences and incidents.
  • The number of police officers per capita has doubled in the UK since 1861. Furthermore, the police now employ civilians to deal with routine back-office tasks that have freed up uniformed officers and other professionals for other tasks.
5. Social and economic changes can influence the volume of official crime recorded:
  • There are now more high-value consumer goods, such as domestic electronics or cars, to steal than in the past.
  • Wider coverage for insurance has increased the incentives to report crimes.
  • Changes in the age distribution of the population can influence the crime rate. Fewer young people can lead to a reduction in deviance and delinquency.
  • The decline in close-knit communities and greater population mobility can reduce informal social control and influence the crime rate.
  • Changing norms and values can influence the crime rate. For example, members of the public are now less tolerant of child abuse or domestic violence than in the past.
Sociologists and criminologists recognize these limitations of official crime statistics and have endeavoured to find alternative measures of criminality. These can broadly be divided into victimization and self report studies. For example, some crimes, such as tax evasion, do not have an obvious victim, and it is these that are least likely to be reported. However, attempts have been made to estimate the amount of crime which victims are aware of but which is not reported to the police or not recorded as a crime by them. (Source: HERE)

But why are crime rates spiralling? Absolute Truth Network offers very good reasons HERE.

According to another report:

The mother of a Penang federal lawmaker was robbed at knifepoint in a pre-dawn home invasion in George Town this morning, The Star reported on its website today.

According to the newspaper, Fatimah Ahmad — the mother of Balik Pulau MP Yusmadi Yusoff — was awoken by an armed burglar demanding cash and valuables from her.

Today's robbery joins a recent high-profile crime cases that has struck fear into the hearts of Malaysians, including a break-in at the home of former Malacca Chief Minister Tan Sri Abdul Rahim Thamby Chik in Kuala Lumpur; an ATM robbery in Carrefour, Wangsa Maju that saw about RM1.2 million in cash carted away; and the recent carjacking and kidnapping of a Singaporean family in Johor.

These were preceded by the kidnapping of a 12-year-old Dutch schoolboy in Mont Kiara, and a vicious robbery-and-assault on a schoolteacher that required the victim to be put into an induced coma due to the severity of her wounds.

Yesterday, three men attempted to break into the home of Research for Social Advancement (Refsa) researcher Ong Kian Ming in broad daylight. They left after threatening the scholar, who was home at the time.

The authorities have sought to play down citizens' concerns over crime, saying crime rate statistics do not support the perception.

The government's Performance Management and Delivery Unit (Pemandu) also came out to blame the media for "sensationalising" crime. MORE HERE.

The authorities must take action to arrest this disturbing trend because our safety and even investor confidence is at stake!!!

So do we matter???

Finaz Yunus Akhirnya Mohon Maaf Kepada Abby Abadi

Posted: 10 Jul 2012 10:01 PM PDT

Permohonan maaf finaz kat bawah neh ;

Harap2 betul lah. Kalau tak betul mohon betulkan ye.

Lihat bawah neh ;
