Bajet Terakhir UMNO BN: Bajet Panik Untuk Hadapi PRU13

Datuk Seri Najib Razak menawarkan "gula-gula" dalam Bajet 2013 hari ini, menggunakan RM3 bilion wang pembayar cukai untuk pemberian wang tunai kepada keluarga berpendapatan kurang daripada RM3, 000 dan bonus 1.5 bulan untuk 1.4 juta penjawat awam dalam apa yang dilihat sebagai bajet pilihan raya sebelum pilihan raya akan datang, perlu diadakan menjelang pertengahan 2013.

Perdana menteri yang juga menteri kewangan juga memberikan RM250 bagi yang belum berkahwin dan berumur 21 tahun ke atas dan berpendapatan kurang daripada RM2,000, yang membentuk seramai 3 juta pengundi baru dalam pilihan raya umum (PRU) akan datang.

Pelajar-pelajar sekolah juga akan mendapat RM100 setiap seorang dari Putrajaya tahun depan manakala RM1.2 bilion telah diperuntukkan untuk golongan tua, kanak-kanak, pekerja kurang upaya dan mereka yang mempunyai penyakit kronik di bawah Program Kebajikan 1Malaysia.

Najib juga mengurangkan satu peratus cukai pendapatan bagi yang berpendapatan RM50,000 pendapatan bercukai setahun, menyediakan bantuan kecil kepada 1.2 juta pembayar cukai dalam negara yang mempunyai rakyat seramai 28 juta.

Tetapi Barisan Nasional (BN) memotong subsidi gula sebanyak 20 sen/kg, meninggalkan subsidi sekarang pada 34 sen/kg, menurunkan bil subsidi gula kepada RM278 juta pada harga semasa.

Kerajaan juga akan membelanjakan RM1.9 bilion untuk membina 123,000 unit perumahan untuk mereka yang berpendapatan antara RM3,000 dan RM5,000.

Antara beberapa tajuk lain rancangan perbelanjaan kerajaan seperti:—

- RM500 juta akan diperuntukkan untuk projek Kehidupan Sungai bagi membaikpulih Sungai Klang

- RM 9 billion untuk Mass Rapid Transit (MRT)

- RM 200 juta untuk Dana Industri Halal

- RM 1 billion untuk perusahaan kecil dan sederhana (SMEs) Bumiputera

- Pencen minimum ditingkatkan dari RM720 ke RM820 bagi yang berkhidmat sekurang-kurangnya 25 tahun

- RM38.7 billion untuk meningkatkan kualiti pendidikan negara dengan tambahan RM 500 juta untuk melatih guru bagi subjek penting seperti Bahasa Inggeris, Bahasa Malaysia, Sains dan Matematik

- Geran dan insentif untuk memulakan tadika dan pusat jagaan kanak-kanak dengan RM1.2 billion peruntukan bagi pembangunan pendidikan pra sekolah

- RM1billion untuk membaik pulih sekolah
RM400 juta untuk sekolah kebangsaan dan RM100 juta untuk sekolah Cina, Tamil, agama, berasrama penuh dan MRSM

- "Skim Rumah Pertama Saya" had pendapatan bagi pinjaman individu meningkat dari RM3, 000 hingga RM5, 000 sebulan, dan sehingga RM10, 000 bagi pinjaman bersama pasangan berkahwin.

- Had bagi pengecualian duti setem bagi rumah dinaikkan daripada RM350, 000 hingga RM400, 000. Pengecualian ini juga diperluaskan sehingga Disember 2014

- Cukai keuntungan hartanah meningkat daripada 10 peratus kepada 15 peratus untuk hartanah yang dijual dalam tempoh dua tahun dari tarikh pembelian, dan daripada 5 peratus hingga 10 peratus bagi hartanah yang dijual antara dua dan lima tahun.

- Nilai Baucer Buku 1 Malaysia untuk pelajar meningkat daripada RM200 kepada RM250.

- Pelepasan cukai untuk pendidikan tinggi meningkat daripada RM4, 000 kepada RM6, 000.

- Pelepasan cukai dua kali ganda bagi Skim Simpanan Pendidikan Negara, daripada RM3, 000 kepada RM6, 000.

- Dua puluh peratus diskaun ke atas pembayaran penuh pinjaman Perbadanan Tabung Pendidikan Tinggi Nasional (PTPTN) antara 1 Oktober 2012 dan 30 September, 2013.

- Sepuluh peratus diskaun ke atas ansuran pembayaran balik tetap pinjaman PTPTN.

-FELDA akan membina 20,000 unit perumahan bernilai RM1.5 bilion di 5,000 ekar tanah FELDA.
Pembangkang sambut sinis Bajet

Pembangkang hari ini menyambut sinis pembentangan Bajet 2013 yang dibentangkan oleh Menteri Kewangan Datuk Seri Najib Razak hari ini.

Berikut petikan beberapa pemimpin utama pembangkang berhubung pembentangan sebentar tadi:

Datuk Seri Anwar Ibrahim, ketua pembangkang

Belanjawan biasanya memberikan unjuran berdasarkan senario antarabangsa dan keupayaan domestik.

Kedua-dua ini nampak tak disentuh sangat tapi nampak beberapa gimik politik yang agak keterlaluan.

Tentunya ada beberapa isu kita boleh jawab umpamanya disentuh tentang perumahan yang besar tetapi tidak pernah dicapai seperti kita harapkan."

Lim Guan Eng, ketua menteri Pulau Pinang Jelas bajet ini bajet pilihan raya kerana ia tidak mengambil kira keadaan fiskal atau keadaan kewangan negara.

Kalau kita lihat belanja tahun lepas ia telah lebih belanja RM20 bilion, Kalau kita lihat. Hutang naik 456 bilion tahun lepas kepada 502 bilion untuk akhir tahun ini.

Jadi jelas ia bajet pilihan raya untuk beli undi tapi kita harap bukan sekadar beli undi tapi menjadikan kroni-kroni kaya sahaja.

Kita lihat di sini yang dapat manfaat kroni-kroni dengan projek yang dijanjikan.

Kita lihat kalau tahun depan Pakatan menang ini mungkin akan buat kita lebih susah lagi.

Ini bajet panik kerajaan kerana ia berasaskan pemberian yang diumumkan dan di akhirnya memang menyeru harapan rakyat supaya bagi peluang kepada Umno-BN sekali lagi.

Kerajaan panik dengan gelombang kebangkitan rakyat. Bajet yang tidak mengetengahkan reformasi kepada struktur ekonomi.

Ada lagi unsur ketirisan dan nak kayakan kroni bukan untuk rakyat.

Dengan hutang negara telah mencecah RM476billion hutang negara, kerajaan masih tidak mengemukakan langkah untuk membawa pulang semula RM1.08 trilion ke dalam negara.

Tujuannya untuk mendapatkan sokongan kelompok ini dalam pilihan raya.

Jelas bahawa bajet PM seolah-olah tidak mengambil latar belakang fizikal dan hanya disusun untuk mendapatkan undi.

Ini kita sudah jangkakan.

Perbelanjaan sepatutnya bertanggungjawab dan ini berlaku sebaliknya.

Segala pemberian one-off bermakna Najib hanya mahukan undi untuk pilihan raya umum.

Ringkasnya, walaupun bajet PM dan belanjawan Pakatan bersifat popular dan populis - opular untuk memenuhi kesejahteraan rakyat - populis hanya memberikan beban pada rakyat.

[MENARIK] Analisis Kemenangan Pro-M UKM 2012

Pro-mahasiswa menguasai sekali lagi Persatuan Mahasiswa Universiti Kebangsaan Malaysia (PMUKM) untuk sesi 2012-2013.

Seakan mengia gelaran kumpulan mereka 'Gabungan Mahasiswa UKM' , kumpulan yang mengaku memperjuangkan suara mahasiswa yang tulen mendapat sokongan 2/3 kerusi dalam pilihanraya kampus (PRK) atau nama rasminya Pemilihan Majlis Perwakilan Pelajar 2012-2013.

Setelah sepenggal PRK ditangguhkan, kali ini kedua-dua pihak; Aspirasi dan GMUKM tampil membawa muka-muka baru yang diangkat sebagai calon-calon 'winable' mereka.

Ironinya dalam PRK kali ini kumpulan Aspirasi selaku 'jaguh kolej' mungkin 'terlupa' untuk menyediakan 7 orang calon untuk mencukupkan bilangan calon-calon mereka sekaligus memberikan kemenangan percuma tanpa bertanding kepada kumpulan GMUKM yang bersiap sedia memenangi kerusi sekali lagi pada tahun ini.

Calon-calon yang 'terlupa disiapkan' termasuk di kerusi-kerusi;

Ini menyebabkan kumpulan GMUKM semakin yakin dengan persiapan longgar 'kumpulan anak emas pengetua kolej' yang sekadar berharap 'ada sinar di hujung jalan'.

Salah seorang calon Umum 3/4 Mohamad Afiq Ammar Tulus dalam responnya di Malaysiakini, "Secara jujurnya, sedikit sedih bila lima kerusi dah hilang awal. Tapi saya percaya calon lain mampu beri kemenangan yang berpihak pada kami.

" Secara analitiknya sememangnya kemenangan GMUKM sudah dapat dijangka oleh penulis sendiri seusai tamat tempoh bantahan pada hari Penamaan Calon 21 September lalu. Mungkin juga Mohamad Afiq Ammar sendiri dalam nada menginspirasi calon-calon mereka walhal diri sendiri sudah menjangkakan kekalahan teruk pada PRK kali ini.

CCC, PAH minoriti, tidak menyumbang

Kumpulan mahasiswa Cina dan India pula semakin merosot pengaruhnya di bawah naungan kumpulan Aspirasi yang didominasi kumpulan TSB yang ultra-Melayu . Buktinya Chinese Community Council (CCC) dan Pertubuhan Agama Hindu (PAH) UKM gagal mendapat sokongan di kalangan mahasiswa dengan hanya seorang calon siswi Aspirasi berbangsa Cina yang memenangi kerusi.

Itu pun di kerusi fakulti tahun 3/4.

Ini juga menyaksikan seramai empat orang siswa wakil CCC dan seorang dari PAH ditolak oleh majoriti mahasiswa UKM.

Bagi penulis sekali imbas, ia nampak lebih kepada sentimen perkauman yang masih gagal dikawal oleh kempen-kempen sepanjang PRK.

Calon-calon CCC dan PAH kelihatan pada kebanyakan masa berkempen dalam kelompok mereka sendiri termasuk di kelas-kelas dan kawasan umum. Malah, sebuah risalah tertulis " KAMI MINORITI tetapi kami mewakili MAJORITI mahasiswa " seakan-akan mengiakan telahan awal CCC dan PAH tidak mendapat bantuan sokongan penyokong Aspirasi dan bakal ditolak dengan teruk dalam sesi pemilihan kali ini.

Kepada kepimpinan Aspirasi sewajarnya melihat perkara ini amat perlu dibincangkan secara serius jika tidak mahu CCC dan PAH 'melompat parti' dalam pemilihan MPP akan datang. Kepada kepimpinan GMUKM pula harus mengambil kesempatan kemenangan yang dianugerahkan ini untuk lebih toleransi dan berbaik-baik dengan kepimpinan PAH dan CCC demi 'politik nilai' yang dilaung-laung sebelum ini.

CyberTrooper UMNO tidak membantu PRK

Kelibat jentera media maya yang diketuai Tun Faisal bin Ismail yang merupakan Ketua Unit Biro Media Baru UMNO yang mengasaskan MyMahasiswa dan PemikirPolitik.blogspot juga gagal menarik perhatian mahasiswa. Biarpun terdapat beberapa polemik yang ditimbulkan menjelang hari pembuangan undi di UKM, kerja keras daripada jentera cybertrooper yang memfokuskan UKM dan UM masih gagal memberi kesan.

Polemik-polemik yang ditimbulkan pula didapati sukar difahami khususnya bagi mahasiswa tahun satu yang baru beberapa hari menjengah kampus besar kedua-dua Universiti, mengakibatkan undi tetap dibuang ke kotak calon pro-mahasiswa.

Penulis juga melihat Ops 20/20 yang digagaskan tetapi kemudiannya bocor tak bertampal akhirnya terpaksa dilupakan dan dibakulsampah oleh pengasasnya yang juga bekas aktivis TSB UKM.

Mungkin ada eloknya pemimpin bergelar Datuk itu kini kembali mengatur dengan 'orang-orang baru' ; bukan 'jentera pencen' yang berpenghuni di JPPel itu.

GMUKM perlu bermuhasabah

Penulis menginsafi firman Allah di dalam surah Al-Nasr (Pertolongan); Apabila datang pertolongan Allah dan kemenangan (semasa engkau wahai Muhammad berjaya menguasai negeri Makkah). Dan engkau melihat manusia masuk dalam ugama Allah beramai-ramai.

Maka ucapkanlah tasbih dengan memuji Tuhanmu dan mintalah ampun kepada-Nya, sesungguhnya Dia amat menerima taubat.

Kepimpinan GMUKM yang rata-rata berimejkan pendokong Islam; ustaz dan ustazah (boleh dikatakan kesemuanya menganggotai ISIUKM- sebuah badan dakwah di UKM) sudah semestinya amat rapat dengan ayat di atas, sewajarnya turut bersama-sama menginsafi bahawa kemenangan yang dikurniakan bukan milik mutlak mereka. Di penghujung ayat Al-Nasr di atas turut mengingatkan bahawa 'ucapkanlah tasbih dan mintalah ampun' buat peringatan semua calon yang memenangi PRK baru-baru ini.

Kepimpinan GMUKM juga kini wajar berani membawakan suara-suara mahasiswa setelah sepenggal 'bereksperimen' di bawah kepimpinan LT M Ahmad Muzzammil Muhd Hairi dalam kabinet PMUKM sesi 2010-2011. Biarkan nista daripada pihak pentadbiran Universiti ataupun tindak-tanduk kurang senang masyarakat politik di luar sana yang cemburu akan kemenangan kalian kali ini. Datuk-datuk atau datin-datin itu sudah bisa bergaji puluhan ribu sebulan, tidak akan mengerti apa erti 'perjuangan mahasiswa'.

Seharusnya kalian GMUKM yang memimpin PMUKM sekali lagi penggal ini membuktikan benar kata Pak Ungku Aziz; "Belajar sambil mencabar, pelajaran tidak terjuntai seperti pisang, bangsamu tidak kan maju tanpa pemimpin berpengalaman dan terpelajar" Sokongan mahasiswa yang dijelmakan oleh pengundi-pengundi yang juga rakan-rakan mahasiswa kalian wajar diinterpretasi sebagai amanat yang wajib ditunaikan sedaya mungkin.

Jumlah pungutan yang agak besar di kolej-kolej kediaman bersaiz sederhana seperti di Kolej Aminudin Baki (KAB), Kolej Antarabangsa Ibu Zain (KAIZ) dan Kolej Tun Hussein Onn (KTHO) khususnya bagi kerusi-kerusi Umum wajar dilihat jentera sebagai satu sokongan padu mahasiswa kepada GMUKM.

Kepergian kempen-kempen GMUKM di kolej berkapasiti besar iaitu Kolej Pendeta Za'ba(KPZ) dan Kolej Keris Mas (KKM) sebelum ini wajar dinilai semula walaupun kedua-dua kolej juga turut menyumbang undi yang besar kepada kemenangan calon-calon GMUKM.

Di samping itu Kolej Tun Syed Nasir (KTSN) dan Kolej Tun Dr Ismail (KTDI) juga sewajarnya mendapat perhatian yang agak penting oleh kepimpinan GMUKM dan PMUKM selepas ini, apabila terdapat kemerosotan dari segi peratus mengundi calon-calon GMUKM dan peratus keluar mengundi sendiri di kedua-dua kolej besar tersebut.

Aspirasi, GMUKM perlu bersatu

Biarpun agak kontroversi di akhir kalam ini, penulis selaku pemerhati bebas yang baru melangkah ke alam pelajar siswazah kini amat mengharapkan akan ada penyatuan di antara kumpulan Aspirasi dan GMUKM. Biarpun bukan secara ideologi perjuangan di dalam kampus, penulis melihatkan akan perlunya ahli-ahli dan kepimpinan kedua-dua kumpulan untuk bersama-sama mengatur aktiviti luar kampus seperti pertandingan futsal atau paintball di atas kapasiti kumpulan masing-masing.

Memetik kata-kata salah seorang pensyarah kelas penulis yang berjenaka mencadangkan agar kedua-dua jentera kumpulan mengadakan pertandingan memancing di Tasik Fakulti Kejuruteraan UKM, penulis melihat ada benarnya maksud kata-kata pensyarah tersebut yang mengimpikan anak muridnya menolak fahaman sempit dalam berpolitik untuk bersatu menggapai maksud sebenar 'politik nilai'.

Report: 16 year old Egyptian girl shot dead after resisting groping

It is a sordid tale: A 16-year-old girl is groped while walking along the street. She responds by spitting in her attacker's face, vowing to take back her rights. He, in turn, guns her down with an automatic weapon.

That is what is alleged to have happened to Eman Mostafa two weeks ago in a small village in Upper Egypt's Assiut Governorate. While details of the incident have only slowly trickled out, the monstrosity of the alleged crime suggests a frightening increase in gendered violence following a spate of well-publicized cases of harassment and assault in recent months.

The suspect, Ramadan Nasser Salem, is now in police custody after having fled for more than a week. In an interview on Al-Hayat TV channel Saturday, he denied the version of events offered by witnesses.

"I was riding my motorbike and I saw her," he said. "I said hello, and she thought I was harassing her and started cursing at me and spat in my face. I mistakenly fired my gun, and a passer-by told me the bullet hit a wall. We thought the girl was afraid and fell on the ground, but then people told us that the bullet hit her. I never meant to kill her."

Salem's denial notwithstanding, Dalia Abd El-Hameed, a researcher at the Egyptian Initiative for Personal Rights, warns that the reported circumstances surrounding Mostafa's death reflect a disturbing trend in sexual abuse against women.

"It's becoming more violent, and this Assiut incident is a very vivid example of this," she says. "He killed her. He killed her just because she defended herself. The mere fact was that she just didn't accept what's very accepted in society. When you don't accept the norm, society punishes you. And he punished her."

Obama's Biggest Opponent Is the Truth

When George Stephanopoulos asked Mitt Romney in a Sept. 14 "Good Morning America" interview what he's learned about President Obama as a debater, the former Massachusetts governor replied, "I think he's going to say a lot of things that aren't accurate." If Mr. Obama's debate performance mirrors his campaign, Mr. Romney's prediction will be dead on. To get a sense of how comprehensive the president's assault on the truth has been, consider some of his false claims in recent speeches and ads.

One Obama spot says, "To pay for huge, new tax breaks for millionaires like him, Romney would have to raise taxes on the middle class: $2,000 for a family with children. That claim has been thoroughly discredited, including by PolitiFact Virginia and editorials in this newspaper. Mr. Romney, unlike the president, is committed to cutting taxes for everyone, including the middle class. 

Another ad says, "As a corporate raider, [Mr. Romney] shipped jobs to China and Mexico." In response, the Washington Post editorialized, "On just about every level, this ad is misleading, unfair and untrue." As recently as Sept. 17, Mr. Obama claimed in Ohio that Mr. Romney's "experience has been owning companies that were called 'pioneers' in the business of outsourcing jobs to countries like China." But that claim, too, is a fabrication.

There is more. An Obama ad aimed at northern Virginia women intones, "Mitt Romney opposes requiring coverage for contraception." In fact, Mr. Romney opposes the president's unprecedented assault on religious liberties—in this case, the federal government forcing religious institutions (like church-sponsored hospitals, schools and charities) to provide insurance coverage for contraception in violation of their fundamental moral values and, incidentally, the First Amendment. Candidates always have disagreements, arguing over the meaning of events or evidence. But Mr. Obama has taken ordinary political differences beyond anything we've seen. Every day, it seems, he attempts to disqualify his opponent through deliberate and undeniable falsehoods.

This is only one side of a two-sided coin. The president can't tell the truth about his own record either. For example, Mr. Obama said at a Univision Town Hall on Sept. 20 that his biggest failure "is we haven't gotten comprehensive immigration reform done." The president then did what is second nature to him: He pinned the blame on Republicans. The problem with this excuse is that the Democrats controlled Congress by huge margins in the first two years of his presidency—and Mr. Obama never introduced an immigration bill or even provided the framework for one.

In the same interview, Mr. Obama claimed that his Justice Department's botched "Fast and Furious" gunrunning program was "begun under the previous administration." Voters expect politicians to stretch the truth. But when the offender is as persistent with mistruths, half-truths and no-truths as Mr. Obama is, voters expect the other candidate to blow the whistle. They want their leaders to show toughness and be competitive. Which brings us back to the coming Oct. 3 debate, to be followed by two others on Oct. 16 and 22. During these widely watched events, Mr. Romney must call out the president. That is not so easy: Mr. Romney can't call Mr. Obama a liar; that's too harsh a word that would backfire. Mr. Romney must instead set the record straight in a presidential tone—firm, respectful, but not deferential. And a dash of humor is worth its weight in gold. 

While Mr. Romney must point out the president's misrepresentations, he can't take on the role of fact-checker-in-chief. He should deal comprehensively with several of Mr. Obama's untruths and, having done so, dismiss the rest as more of the same. By carefully calling into question the president's veracity, Mr. Romney will have the opportunity to provide context: Mr. Obama doesn't shoot straight because he can't defend his record and has no agenda for the future except the status quo, stay the course. What exactly about the past four years do Americans like? And why would they want four more years like them? Mr. Obama knows how most Americans would answer these questions, which is why he is being so fast and loose with the truth. Mr. Romney's job is to shine a light on this for voters. WSJ.

A 'soothing' Budget

Congrats, Mr Prime Minister!

Obviously, it was not an election Budget. Compared with the package offered by Pakatan Rakyat, BN is continuing with its tradition to uplift the well-being of the rakyat, and NOT promising them a bridge where no river flows.

The RM251.6 billion proposed for 2013 was based on the nation's economic strength, the fundamentals and the world's economic mobility which is forecast to see some side effects of the Euro Zone's slowdown.

In general, the 1.5 month bonus to civil servants, a new BR1M scheme, personal tax insentive and a strong thrust given to the education sector are what the rakyat had anticipated and hoped for.

No 'sun and stars' are promised but it is undoubtedly an effort which reflects Barisan Nasional's honestly commitment to fullfil the country's and the rakyat's paramount need in ensuring progress, wealth, peace and stability.

With a focus to reduce our fiscal deficit, Budget 2013 themed 'Memakmur negara, mensejahtera rakyat: Janji ditepati' fits well into the 'soothing budget' bill.

A simple one, some may say but it covers the rakyat's aspiration - housing, additional tax deduction, rural transformation plan, education insentives, etc. In other words, nobody and no race will be left out.

Bumiputras businessmen continue to take the limelight. With RM9 billion worth of contract from the entire cost of the MRT will go to them, banks and financial institution will be there to give them a hand, if they comply.

So, its not an election budget like the one put up by the opposition.


We request the UNSC to call urgent meeting to send UN Peacekeeping Forces to Rakhine, Myanmar

WE repeatedly got the unconfirmed news that there are hostile attacks between Buddhists and Muslims in Rakhine state, both sides claiming that other side was responsible to start the aggression or assaults.

And there are reports of security forces enforcing the confinement of Muslim refugees in the camps. Because of that Muslim refugees could travel, not work, could not earn money, could not buy foods and even could not go out for proper medical treatment. Those Muslims who followed the security forces to the markets to buy goods were assaulted. And the report of assaulting the Myanmar Muslim assistant to the Foreign Aids NGO is disturbing.

Myanmar Government, Myanmar Military, Police, Lone Htein (Riot police) and Nasakha are not the reliable trust worthy unbiased neutral evenhanded law enforcers who reliably stand as a mediator between the two hostile groups.

So we hereby requested the UNGA or UNSC to urgently send the lightly armed Peace Keeping Force to protect both sides. The Security Council needs to convene an urgent meeting to give a mandate to send a number of peacekeeping Forces in order to protect the civilians (POC) from physical violence.

A number of steps have to happen before that decision is reached.

Initial consultation

As a conflict develops, worsens, or approaches resolution, the UN is frequently involved in a number of consultations to determine the best response by the international community. These consultations would likely involve:

  • All relevant United Nations actors
  • The potential host government and the parties on the ground
  • Member States, including States that might contribute troops and police to a peacekeeping operation
  • Regional and other intergovernmental organizations
  • Other relevant key external partners

During this initial phase the UN Secretary-General may request a strategic assessment to identify all possible options for UN engagement.

Technical field assessment

As soon as security conditions permit, the Secretariat usually deploys a technical assessment mission to the country or territory where the deployment of a UN Peacekeeping operation is envisaged. The assessment mission analyzes and assesses the overall security, political, military, humanitarian and human rights situation on the ground, and its implications for a possible operation. Based on the findings and recommendations of the assessment mission, the UN Secretary-General will issue a report to the Security Council. This report will present options for the establishment of a peacekeeping operation as appropriate including its size and resources. The report will also include financial implications and statement of preliminary estimated costs.

Security Council resolution

If the Security Council determines that deploying a UN Peacekeeping operation is the most appropriate step to take, it will formally authorize this by adopting a resolution. The resolution sets out the operation's mandate and size, and details the tasks it will be responsible for performing. The budget and resources are then subject to General Assembly approval.

Appointment of senior officials

The Secretary-General normally appoints a Head of Mission (usually a Special Representative) to direct the peacekeeping operation. The Head of Mission reports to the Under-Secretary-General for Peacekeeping Operations at the UN Headquarters.

The Secretary-General also appoints a peacekeeping operation's Force Commander and Police Commissioner, and senior civilian staff. The Department of Peacekeeping Operations (DPKO) and the Department of Field Support (DFS) are then responsible for staffing the civilian components of a peacekeeping operation.

Planning and deployment

In the meantime, the Head of Mission and DPKO-DFS lead the planning for the political, military, operational and support (i.e., logistics and administration) aspects of the peacekeeping operation. The planning phase usually involves the establishment of a Headquarters-based joint working group or integrated mission task force, with participation of all relevant UN departments, funds and programmes.

Deployment

Deployment of an operation proceeds then as quickly as possible, taking into account the security and political conditions on the ground.
It often starts with an advance team to establish mission headquarters and leads to a gradual build-up to encompass all components and regions, as required by the mandate.

Who provides peacekeepers?

The UN has no standing army or police force of its own, and Member States are asked to contribute military and police personnel required for each operation. Peacekeepers wear their countries' uniform and are identified as UN Peacekeepers only by a UN blue helmet or beret and a badge.

Civilian staff of peacekeeping operations are international civil servants, recruited and deployed by the UN Secretariat.

Reporting to the Security Council

The Secretary-General will then provide regular reports to the Security Council on the implementation of the mission mandate.

The Security Council reviews these reports and briefings, and renews and adjusts the mission mandate, as required, until the missions is completed or closed.

Kuala Lumpur: Mahkamah Tinggi Kuala Lumpur kelmarin memutuskan bahawa tindakan Jawatankuasa Tatatertib Universiti Malaysia Perlis (Unimap) yang menjatuhkan hukuman gantung pengajian 66 hari, denda RM100 dan amaran keras terhadap seorang mahasiswanya, Mohd Izuwan Zaini adalah tidak sah dan terbatal.

Selain itu, mahkamah juga memutuskan bahawa Kaedah-kaedah Universiti (Tatatertib Pelajar-pelajar) Unimap 2009 adalah ultra vires Akta Universiti dan Kolej Universiti 1971 (Auku).

Hakim Tuan Abang Iskandar Abang Hashim di Mahkamah Tinggi (Rayuan dan Kuasa-kuasa Khas) juga memutuskan kos diberikan kepada pelajar itu sebanyak RM5,000.00

Pemohon iaitu Mohd Izuwan Zaini telah menamakan Jawatankuasa Tatatertib Pelajar Unimap sebagai responden pertama dan Unimap sebagai responden kedua.

Pemohon telah memfailkan semakan kehakiman di Mahkamah Tinggi Kuala Lumpur pada 18 Mei 2012 di mana pemohon telah diwakili oleh peguam Mohd Fikah dan Nasar Khan dari Tetuan Haida Mohd Fikah & Partners manakala responden-responden diwakili oleh Peguam Khairul Azam Aziz.

Ketika mengulas lanjut perkara ini, Ahmad Zamri Bin Asa'ad Khuzaimi menegaskan bahawa Dewan Pemuda PAS Malaysia (DPPM) melalui Jabatan Undang-Undang Dan Hak Asasi Manusia (Juham) menyambut baik keputusan mahkamah ini dan berikrar akan terus komited untuk memperjuangkan nasib mahasiswa yang ditindas di kampus-kampus di seluruh negara.

Menurutnya lagi, keputusan ini juga memberikan impak yang sangat besar kepada seluruh mahasiswa oleh kerana mereka seringkali menjadi mangsa Jawatankuasa Tatatertib Universiti dalam banyak perkara terutama yang melibatkan politik.

Justeru beliau menyeru agar mahasiswa tidak bimbang untuk berpartisipasi selagi mana mematuhi batas-batas tertentu.

Terdahulu, pemohon telah dituduh dan disabitkan atas kesalahan menganjurkan satu perhimpunan melibatkan pelajar-pelajar dari pelbagai institusi awam dan swasta atas nama Gabungan Mahasiswa "Watch 13" pada 13 Februari 2012.

Ia bertujuan memberikan kesedaran kepada umum tentang kepentingan pilihanraya selain menyeru masyarakat untuk turun mengundi dalam pilihanraya umum ke 13.

Tindakan pemohon tersebut telah dianggap sebagai mendatangkan kesan buruk secara langsung kepada universiti atau yang memudaratkan kepentingan universiti oleh Jawatankuasa Tatatertib Universiti berkenaan.

Dengan keputusan ini bermakna tindakan Unimap tersebut adalah tidak sah, terbatal dan bercanggah dengan Akta Universiti dan Kolej Universiti itu sendiri.

Keputusan ini juga memberikan mesej yang jelas bahawa mahasiswa tidak patut dikongkong kebebasan mereka untuk menyuarakan pendapat dan untuk berpersatuan kerana hak-hak tersebut adalah dijamin sepenuhnya di bawah Perkara 10 Perlembagaan Persekutuan, yang merupakan undang-undang tertinggi negara.

Penipuan Pilihanraya Semakin Parah - SAMM Desak Bubarkan SPR Sebelum Bubar Parlimen


Solidariti Anak Muda Malaysia (SAMM) terus membongkar sebuah lagi penipuan dan persediaan untuk menipu secara besar-besaran oleh Suruhanjaya Pilihan Raya(SPR) dengan bantuan Jabatan Pendaftaran Negara (JPN). 

Unit Pengesan Penipuan SPR (UPPSPR) sebuah sayap SAMM yang ditubuhkan dalam Rapat SAMM Kebangsaan yang lalu telah berjaya mengesan satu perkembangan tidak sihat telah diusahakan oleh jabatan-jabatan kerajaan untuk menutup kerja kotor SPR yang bertujuan mengekalkan kuasa regim Barisan Nasional. 

Berikut adalah penemuan baru yang berkaitan, membuktikan SPR bukan sahaja tidak melaksanakan salah satu daripada lapan tuntutan BERSIH iaitu membersihkan senarai pengundi, malah SPR didapati berusaha lebih gigih untuk memastikan regim terus berkuasa apabila berganding bahu dengan JPN;
1. Nama pelik dalam carian senarai pengundi yang tertulis hanya sebuah abjad istimewa 'apostrophe' telah ditemui selain daripada ribuan nama pelik yang didedahkan sebelum ini, tidak lagi boleh diusul periksa dalam sistem carian kad pengenalan dalam laman web JPN. Lihat keratan di bawah untuk kes terbaru nama abjad istimewa 'apostrophe' yang dikesan dalam sistem carian SPR;

2. Cubaan UPPSPR untuk mendapatkan nama sebenar pemilik no kad pengenalan '781220135703' yang juga penama abjad istimewa 'apostrophe', dalam laman web yang disediakan JPN menemui jalan buntu apabila laman asal sistem pencarian telah diubah. Sistem carian kad pengenalan sebelum ini yang beralamat URL "http://www.jpn.gov.my/semakic/" - memaparkan nama dan status apabila dimasukkan nombor kad pengenalan tetapi URL laman tersebut gagal ditembus. Lihat contoh carian di bawah, ia adalah carian pada bulan Ogos 2011 ketika menemui nama pelik yang mempunyai 2 nombor kad pengenalan;

3. Namun demikian, UPPSPR mendapati JPN telah menukar sistem carian baru di alamat URL "http://semakan.jpn.gov.my/semak_kpt/" yang tidak memaparkan nama pemilik kad pengenalan setelah nombor KP dimasukkan. Perubahan yang dilakukan JPN seolah-olah dirancang untuk menggagalkan sebarang usaha untuk mengesan penipuan SPR. Ia jelas satu langkah ke belakang apabila saki baki ketelusan sebelum ini dinafikan sama sekali. Lihat laman yang diperbaharui dalam gambar di bawah;

4. Perkembangan ini sangat membimbangkan selain menggambarkan sebuah kerjasama hebat telah terjalin di antara SPR dan JPN untuk mengambus penipuan pilihanraya. 
Justeru itu, SAMM mendesak agar JPN tampil menjawab apakah alasan dan tujuan mengubah sistem carian daripada yang lebih telus terperinci seperti sebelum ini kepada sistem carian yang menyembunyikan nama pemegang kad pengenalan.

SAMM melihat penemuan terbaru nama abjad istimewa 'apostrophe' membuktikan SPR tidak pernah berusaha membersihkan senarai pengundi sepertimana yang dituntut sejak tahun 2006. Ribuan nama pelik yang tidak dijustifikasi malah disusahkan lagi pencariannya dalam sistem carian JPN, berpuluh ribu nombor KP yang ada dalam senarai pengundi SPR tetapi tiada dalam sistem pangkalan data JPN, beratus ribu pengundi berada dalam kategori satu alamat diduduki ratusan pengundi pelbagai bangsa, semua ini masih tidak dibersihkan lagi oleh SPR dan tiada usaha konstruktif ke arah pembersihan senarai pengundi.

Apalagi yang boleh diharapkan dari SPR yang semakin hari semakin mengarut? Desakkan terhadap timbalan dan pengerusi SPR yang dikenalpasti sebagai ahli Umno supaya segera meletakkan jawatan tidak diendahkan. Jawatan tertinggi SPR sepatutnya diserah kepada individu lebih layak yang tidak menyertai mana-mana parti politik.

SAMM juga melihat SPR sebagai badan yang tiada kredibiliti lagi selain tidak berintegriti dalam memastikan ketelusan menjalankan kerja-kerja pengurusan pilihanraya. Rakyat yang mengimpikan demokrasi sudah hilang kepercayaan terhadap SPR. 

Dengan ini, SAMM mendesak keras agar SPR dibubarkan terlebih dahulu sebelum parlimen dibubarkan. SAMM menyeru rakyat seluruh negara, NGO dan NGI bersama bergerak mendesak SPR dibubarkan. Tekanan hebat harus diberikan kepada SPR supaya menyerahkan tanggungjawab menjaga perihal pilihanraya kepada badan lain yang lebih profesional dan punya integriti dalam menjalankan tanggungjawab.

Ayuh semua, gerakan mendesak SPR dibubarkan sebelum parlimen Malaysia dibubar harus diperhebat demi menjamin demokrasi dan masa depan negara.

WASHINGTON—As Burmese President Thein Sein left his country on what is being billed as a "historic" visit to the United States, a top Obama administration official on Monday said the US needs to partner with India to unlock the vast potential emerging out of the region.

"The development of trade and transit links between Southeast and East Asia has been hindered for decades by poor regional infrastructure connectivity, the isolation of the Burmese government, and political mistrust between India and its neighbors," the Under-Secretary for Economic Growth, Energy and Environment, Robert Hormats, said in his address to the India Investment Forum in New York.

"However, Burma's recent political and economic reforms along with continuing efforts by India and Bangladesh to improve bilateral relations have generated new opportunities to promote US and Indian business interests and regional economic development. Given the vast potential, we should look to partner in this emerging region," Hormats said.

It is understood that India and the US have regularly been consulting each other on their respective Burma policies.

Meanwhile, Burma's opposition leader Aung San Suu Kyi continues with her US visit by spending the day in Louisville, Kentucky. In her remarks followed by a question and answer session in the University of Louisville, Suu Kyi urged Americans to keep an eye on Burma, to find out what's going on, and to view things with what she called "cautious optimism."

"You must be very careful with what you accept as genuine progress and genuine moves to a true democratization," she said according, to a university statement.

"A genuine democracy depends on the people feeling that they are part of the process of government, and to get there, we still have a lot to do," Suu Kyi said. Reiterating her call for the lifting of sanctions, Suu Kyi said it is time people start carrying on this process of democratization.

"Sanctions have been a great help to us … but I know that there are still human rights violations in Burma. There are human rights violations in countries all over the world … In the end, it's we who live in the country who must make sure that these violations come to an end," she said.

In New York, the Organization of Islamic Countries (OIC) said that its secretary-general, Prof. Ekmeleddin Ihsanoglu, would address the Contact Group of OIC on Rohingya Muslims of Burma being held on Sept. 26 on the sidelines of the UN General Assembly meeting.

"The President of the Mission, Ambassador Ufuk Gokcen, the Permanent Representative of the OIC in New York, will also present a briefing on the work of the mission as well as on its findings," a media release said.

The mission signed a memorandum of cooperation with the Department of Border Affairs in Burma on Sept. 11 for the implementation of a humanitarian program that benefits all communities living in Arakan State.

Meanwhile, in an open letter to US Senators and Congressmen, outspoken academic Dr. Habib Siddiqui urged the US Congress not to lift its ban on trade and commerce with Burma until a fundamental change takes place positively impacting the lives of those Rohingya and other minorities, guaranteeing their citizenship as equals and rights and privileges restored and secured.

In Washington, rights activist activists held a demonstration in front of the Burmese embassy to protest against the alleged human rights violations of the Rohingya Muslim minority group.

"Rohingyas have been persecuted for decades in Burma. They have been killed, raped, falsely imprisoned and forced to leave their homes. There are over 100,000 people who are homeless and helpless," Amnesty International alleged in a statement. "The Rohingya minority are being persecuted in their own country, and we are demanding that some action be taken to stop this ethnic cleansing. The United Nations has said that the Rohingya minority in Burma is considered one of the most persecuted in the world."

The president of Myanmar, a former general who has led the move away from a prolonged era of dictatorship, poverty and isolation, asserted on Thursday in his first United Nations speech that "amazing changes" were transforming his country and could never be reversed.

The president, U Thein Sein, also paid homage to the country's opposition leader, Daw Aung San Suu Kyi, a Nobel Peace Prize winner and former political prisoner whose liberation from nearly two decades of house arrest in 2010 signaled the beginning of Myanmar's gradual emergence from pariah status.

"As a Myanmar citizen, I would like to congratulate her for the honors she has received in this country in recognition of her efforts for democracy,"said Mr. Thein Sein in his address to the United Nations General Assembly.

It was the first time that Mr. Thein Sein had praised Ms. Aung San Suu Kyi in such a public way, and appeared to reflect growing confidence that his navigation of Myanmar's political system away from decades of authoritarian rule would not be challenged at home, where many of his colleagues in the military are known to be ambivalent about the changes.

In another first, Mr. Thein Sein's speech was broadcast live in Myanmar, The Associated Press reported, so people at home could see for themselves the president's outspoken tribute to Ms. Aung San Suu Kyi, who is widely considered the country's most popular politician and has expressed the hope of becoming president one day.

Mr. Thein Sein spoke a day after Secretary of State Hillary Rodham Clinton, in a meeting with him, announced that the United States intended to ease a ban on imports from Myanmar, one of the last remaining American sanctions on the country, as a reward for his efforts. The easing could further strengthen Mr. Thein Sein's political stature in Myanmar, where the sanctions are a major impediment to the economy. Mr. Thein Sein was only removed from an American sanctions blacklist last week.

He devoted much of his General Assembly speech to enumerating the political changes in his country, including the creation of an elected legislature, an end to censorship, the granting of amnesty to hundreds of prisoners and the attempt to create a culture of political dialogue and tolerance, where citizens can disagree without fear of retribution.

"Within a short time, the people of Myanmar have been able to bring about amazing changes," he said. "They have been taking tangible, irreversible steps in the democratic reform process." Myanmar, he said, "is now ushering in a new era."

He also acknowledged the country's litany of problems, including the levels of abject poverty and stunning gaps between rich and poor, and vowed that economic development would not widen those gaps.

The president also said Myanmar was still confronting protracted ethnic insurgencies, including a dispute with the Kachin, a Christian minority near the China border, and the Rohingya Muslims along the Bangladesh border. Myanmar is predominantly Buddhist. "People inhabiting our country regardless of religion have a right to live in peace and security," he said.

Later in an appearance at the Asia Society in New York, the president acknowledged that the era of authoritarian rule in Myanmar had led to a significant exodus of educated people, who are desperately needed back home.

"It's true that many of our citizens — doctors, engineers and entrepreneurs — they are working out in foreign countries," he said through a translator. "That might have something to do with the previous political systems."
