Ameng Spring Kongsi Pengalaman Derita Disebat 10 Kali, Seminggu Tak Baring, TERINGAT MATI!

Penyanyi, Ameng Spring yang kini masih menjalani hukuman di Penjara Kluang sejak setahun lalu masih teringat lagi bagaimana dia menerima hukuman 10 kali sebatan.

Dia sebelum ini dijatuhi hukuman penjara lapan tahun dan 10 sebatan atas tiga kesalahan termasuk dua kes memiliki dadah, dua tahun lalu.

Bercakap kepada Harian Metro, semalam, dia amat menginsafi diri dan berazam selepas selesai menjalani hukuman kelak dia akan menjalankan tanggungjawab dengan sebaiknya terhadap keluarga.

Menurutnya, detik yang paling tidak dapat dilupakan adalah ketika dia menjalani sebatan sekaligus terbayangkan saat kematian.

"Detik yang paling saya tidak dapat melupakannya ketika saya menjalani hukuman 10 sebatan rotan sekali gus.

"Saat itu saya hanya membayangkan kematian dan seksaan dalam kubur.

"Masih terasa peritnya di rotan di seluruh denyut nadi dan selama seminggu saya tidak boleh berbaring.

"Ia membuatkan saya amat menyesal dan insaf," katanya.

Selama di penjara, Ameng banyak menghabiskan masanya dengan mengikuti model Fasa 11 iaitu aktiviti berbentuk kerohanian dan keagamaan yang dipanggil halaqah.

Katanya lagi, selepas keluar dari penjara nanti, dia tetap akan menjadi penghibur namun menggunakan cara berbeza.

"Saya bukanlah mahu bertindak sebagai penasihat tetapi saya hanya mahu berkongsi kisah hidup agar dapat dijadikan teladan,"katanya.

Sementara itu, Ameng ditemui sempena Program Jalinan Kasih Aidiladha, di Penjara Kluang.

Dia dikunjungi Presiden Karyawan, Datuk Freddie Fernandez, rakan artis, Zamani Slam, Ibnor Riza dan Umarul Iklim.

What I Learnt While Trying to Re-Brand Myself

This month, I have been very busy trying to re-brand myself in a new business. Having been closeted in educational institutions where things go by the book and co-workers do not spring surprises, I must say it has been quite a challenging experience. Sometimes I feel so happy while there are days when I felt quite Hannibal Lecterish. :-( I learnt quite a number of enlightening lessons about myself, 'friends', acquaintances and prospective business contacts. As it is, I am not even ten per cent ready and wonder if I can ever be ready. But I will plod on, regardless, to chase my dream.



Why did I choose to start something new?

* I have been quite idealistically blind doing free journalism writing about issues when I am not in the thick of things. Upon realizing the real world is not what I think it to be, I decided to venture into the real world to see how things and people tick to give more meat to my thoughts and works.

* I do not want to live my life working for others but I want to work for myself and enjoy the fruits of my labour. This way, I will not have such a theoretical approach when problem-solving or analyzing anything in life.

* Times are tough and with the increasing costs of living, I can foresee myself in dire straits if I do not catch the bull by the horns and explore opportunities.

* It is time to learn something new, re-brand, make new friends and start a new career - Better late than never.

* As one who thrives on the adrenalin rush, I am quite sick and tired of the daily routine and want to communicate with humans, learn to work together, develop new skills and earn more money.

I have always wanted to start my own business. Some of the dreams that blazed my mind include:

* Opening a cafe called Muffin Mania specializing in sweet and savoury muffins and other sweets.
   - My husband vetoed it because he felt that along the way, I would probably gain a lot of weight.
* Running an on-line cake store with special delivery in Penang
   - Same reason
* Opening a Wedding Planner Consultancy where I would plan everything
   - My family said it was too stressful as I am not the type to say 'Yes' to everyone.
* I really wanted to be a funeral director as the 'customer' cannot complain directly
   - My husband said that it was not nice to make money out of people's sorrow
* Open a music studio/school
* Run advertisements in my blog but I am still hesitating for aesthetical reason with regards to my blog design

Anyway, I have learnt quite a number of lessons along the way. Even before I conceptualized my business model, I made the mistake of telling 'friends' that I was attending classes and was on the receiving end of a barrage of negative remarks, sniggers etc. I am not ashamed if I fail for that experience of failing will surely leave me with precious lessons that enriched my life. This journey on earth is not about earning money, at least not to me, but about striding out to maximise our potential and chasing our dreams. If I never tried, I would never know if I could do it and I will die wondering and regretting about this. There are those who are watching closely and read laugh or clap if/when I falter but never mind - it is better to fall and pick myself up and know what to do than never falling at all and thinking that life is a bed of roses.

Lesson # 1 True friends rejoice with you. Other 'friends' will not hesitate to be the greatest critics and let their eyes shine in emerald green. 

It was quite a rude shock to me to discover that some can feel threatened even though my plans are still in the pipeline for fear that I will steal their clients. Then there are those who are ready to criticize anything and everything (bordering insanity in terms of the pettiness of the issue) in a most condescending manner all in the name of being expressive, open and honest. Then there are the fireman friends - ever ready to pour cold water on dreams before it has finished a planning course.

Lesson # 2 Be ready for free-wheelers or opportunists

Sweet and smooth talkers can swoop down on prospective prey to sponge on opportunities to the max. They may offer prospective opportunities but first, you must share your USP or forecasts/proposals after which nothing develops from there.

Lesson # 3 What we See is NOT what we THINK we have conceptualized

A very good example is the name card. What a rude shock it was to discover that my designer's perception of 'ivory' colour or 'textured' card was not the same as mine as all.

Lesson # 4 Not every communicates at the same level.

In an educational institution, it is easy to be open because in such an environment, there is the tendency to build a good rapport. We don't view others as competitors but co-workers. However, in the business world, a friend may view as as one encroaching their turf or with the potential to steal their clients. The worse is when this is communicated with a 'Don't-forget-I-was-here-first' tone.

Lesson # 5 Not everyone is honest for what they vocalise may be different from what is internalized.

I always believe in openness and honesty without mincing words. Standing on ceremony is not my style and what you see in me is what you get. What I say is what I mean. However, I learnt that not everyone is like that because of many reasons. Then there is a turnaround whereby the real person emerges and the shock can sometimes be quite unnerving. I think the degree of street-smart intelligence I developed this month surpasses all acquired in all my life.

Lesson # 6 Double standards apply

Kindness show to others may not be reciprocated. Instead, it is a dog-eat-dog world out there where only the fittest and strongest survive. Resilience and coldheartedness would be the insurance for disappointments.

Lesson # 7 Good samaritans appear when you least expect it.

Lessons # 8 Lying seems to be the norm

Lesson # 9 Mistakes are costly. 

Lesson # 10 To survive, one may have to join the game, but not me.
  
Honestly, I am thankful that for the greater part of my life, I have been cocooned by books and students. Although the $$$ is little, at least the reward is the investment that pays dividends when I see how my former students are doing very well in life. I am not sure if this proposed business project will take off at all but if I don't continue to try, I will never know.

So in the mean time, I will just have to pick myself up again when I fall splat on my face or when I trip and fall thanks to obstacles in my way placed there by others.

From all these experiences, I learnt to keep a lot of things to myself, not to share any more so openly or honestly but to observe and reserve my thoughts, plans and hopes to myself. I will only share with those whom I can really trust and whom I know are sincere. It has been such a shocking experience because people whom I have known for decades can be the greatest stumbling blocks. My inner circle is really very small now. But at least I know who are my real friends and how much I matter to them. They matter to me too.

Myanmar: Old atrocity, new implications

YANGON – An atrocity committed 20 years ago by an armed opposition student group continues to haunt Myanmar, a bloody purge that could have far-reaching consequences for segments of the country's pro-democracy movement, their foreign backers and the new quasi-civilian incarnation of the former military-run regime.

After hiding their pain and anguish for two decades, the survivors and family members of victims are now demanding that those responsible should be brought to justice. Some of the alleged murderers are living in Thailand, supported by international non-government organizations. But if justice is finally served, would it stop there and how long would the military allow for backward-looking investigations into its many past abuses?

Myanmar authorities have kept conspicuously silent on the issue, knowing full well that, as one Myanmar source put it, "if the students after 20 years haven't forgotten and forgiven those who killed their own comrades, what about justice for all those thousands of people who were killed by the military's bullets in 1988 or were tortured and had to spend most of their youth in dark prison cells?"

In early 1992, underground rebels from the anti-government All Burma Students Democratic Front (ABSDF) situated near the Chinese border in northern Kachin State accused almost a third of their comrades, or 107 out of a total of 350-400 in the "student army", of being spies for the military government and its intelligence service.

According to the accounts of survivors, 36 were executed or died from torture they sustained during interrogations. The purge unleashed on other young people who had for several years fought for democracy in remote jungle areas was by all accounts extraordinarily brutal.

Htun Aung Kyaw, the chairman of the northern ABSDF and a well-known former student activist from Mandalay, was beheaded after being tortured with a hot iron, according to the accounts. He had earlier been forced to drink the blood still dripping from the head of a decapitated comrade. Aung Phone, another of those who had been accused and apprehended, had had tied to his foot a landmine, which was detonated and blew off his leg. The following day, he was beheaded.

A young woman activist was gang raped and had sharpened bamboo poles thrust into her vagina, ostensibly to look for poison that was going to be used to kill the leaders of the student army, before she was killed. She was also forced to perform fellatio on the body of her murdered boyfriend. The woman was a student at Rangoon Arts and Science University before joining the armed resistance after the September 1988 massacre of pro-democracy protesters in the then capital.

The witchhunt began in late 1991 when Chinese police in Yingjiang across the border from the ABSDF camp arrested 10 young Myanmar men armed with pistols and grenades. They were sent back to the camp and madness erupted among the young activists.

A videotape later released by the ABSDF shows the accused being brought to "justice". In the video, a row of uniformed young men are seated at a wooden table, looking more like mediaeval inquisitors than the pro-democracy activists they then purported to be.

One of the accused after another admitted to their "crimes" in the videotape. Their statements were in some ways as meticulous in detail as the "confessions" extracted by torture in the Khmer Rouge's Tuol Sleng prison in Cambodia. At night, all the prisoners were kept in a bamboo hut, shackled together without blankets on an earthen floor.

"As our lives were in their hands, we had to bend according to their whims," says Htein Lin, one of the survivors and now a well-known artist in Yangon. Nang Aung Thwe Kyi, another survivor, says that she had a gun pointed at her head while being asked a question she did not understand: "What did they order you to do?"

Then an idealistic student activist in her 20s, she was accused of being a "second lieutenant" working for the government's military intelligence. She now lives in exile in Sydney and continues to support the struggle for democracy in Myanmar.

The families of those accused eventually went to the camp. Some survivors, including Nang Aung Thwe Kyi, were released; others, like Htein Lin, managed to escape just to be caught by government forces and sent to prison for many years.

Conspicuous silence
At the time, the killings garnered little attention from the outside world. Yindee Lertcharoenchok, a Thai reporter for the daily The Nation who visited the camp in the north, wrote about it in her Bangkok-based newspaper. This correspondent highlighted the murders in the July 16, 1992, issue of the now defunct Hong Kong-based weekly Far Eastern Economic Review.

Many international organizations that directly and indirectly funded the anti-government student group were silent on the incident. This despite the fact that the ABSDF's central office on the Thai border had issued a statement on March 1, 1992, justifying the executions on the grounds that those arrested were "government spies" who had "attempted to assassinate" ABSDF leaders.

The ABSDF's then overall chairman, Naing Aung, visited the camp in the north after the arrests and reportedly did not condemn the executions. He also referred to the victims as "spies" in a statement issued by him at the time. When he returned to Myanmar on a short visit on August 31 this year, angry survivors met him at the airport in Yangon with placards that referred to him as a "killer".

Ronald Aung Naing, the secretary general of the ABSDF's northern bureau at the time of the killings, confessed to having a role in the events in a chapter of Thailand-based author Phil Thornton's book Restless Souls: Rebels, Refugees, Medics and Misfits on the Thai-Burma Border.

Today, Naing Aung heads the Thai-border based Forum for Democracy in Burma, while Ronald Aung Naing is a media trainer in the northern Thai city of Chiang Mai. Several of those accused of the killings now receive financial support from international advocacy organizations – a situation that is now being highlighted and challenged by survivors of the killings who live in Myanmar and in exile.

Naing Aung said in written response to Asia Times Online questions that he "regrets" the human rights violations, which he says happened without ABSDF headquarters "decision and knowledge". He said he was not aware of the killings until they were reported in The Nation newspaper and that his headquarters had "no physical and constitutional power to take inquiry and follow up action on what [was] really happening".

A scholarship Naing Aung received to study at Harvard University's Kennedy School of Government was withdrawn in 2002 by the elite US-based institution after survivors of the massacre protested. In 2008, Ronald Aung Naing was hired as a reporter for the British Broadcasting Corporation's (BBC) Burmese language service but later lost the position for the same reason.

Survivors and family members of the fallen who met this correspondent this month in Yangon were eager to tell their stories and argue their case. Several retrospective articles have recently been published in the Myanmar media about the atrocity.

Maung Maung, alias Shwe Karaweik, a brother of survivor Smar Nyi Nyi, has written and published a local-language book entitled My experience of a modern-day tale of 90,000 hinthas, a gripping account of the purge. Until now, as one of the survivors said, they and their family members did not want to go public to avoid having their accounts being used as propaganda by the military against the entire pro-democracy movement.

On the other hand, the survivors have received little support or sympathy from the opposition, a silence that if it endures could discredit the pro-democracy movement. The government's reluctance to hear their grievances, however, reflects a broader sensitive issue: how to deal with atrocities and human rights abuses committed by the military against the pro-democracy movement and ethnic minority groups?

Amnesty International, Human Rights Watch and other international human rights organizations have documented in detail the Myanmar's military's use of lethal force against peaceful demonstrations, extrajudicial killings, arbitrary arrests, torture and rape.

"The ABSDF case should also serve as an example to other perpetrators of violence, from government forces to insurgent groups," said David Mathieson, senior researcher for Myanmar at Human Rights Watch. "This case could spark a broader public debate on addressing issues of past abuses and what mechanism is best suited to end decades of impunity and abuses."

The first die has been cast by the survivors of the ABSDF killings. Yet it remains to be seen if any judicial institution in Myanmar or elsewhere is willing to take up their case. "Ignoring past violations serves to exculpate the abusers, deny the victims and their families the truth, and potentially embolden a new generation of men with guns to perpetrate violence against civilians with impunity," says Mathieson. "Myanmar's defense services have rarely if ever faced adequate legal investigation, nor have ethnic armed groups."

MP Kota Belud Diselar Kerana Tidak Jenguk Kawasan

KKota Belud: Ahli Parlimen Kota Belud Dato' Abdul Rahman Dahlan digesa membuat lawatan ke kawasan parlimennya daripada 'berkokok' dan 'menyalak' mempertahankan pelbagai isu yang menimpa partinya, Umno.

"Sejak kebelakangan ini Rahman lebih gemar bercakap isu ekonomi negara, pentadbiran persekutuan dan kedaulatan bangsa lain sedangkan kawasannya terbiar," kata Anggota Majlis Tertinggi Parti Maju Sabah (SAPP) yang juga pemimpin tempatan, Peter Marajin.

"Kerajaan sering mendabik dada kononnya Kota Belud adalah jelapang padi negeri Sabah tetapi ratusan ekar sawah padi di Mukim Kelawat tidak ditanami padi. Mana pergi Rahman? "Pernahkah Rahman prihatin dan melawat para petani sawah di Kelawat?," tanya Marajin ketika melawat kawasan itu hujung minggu lalu.

Katanya, jika para pemimpin Umno hanya tahu mendabik dada tetapi tidak sedar, atau pura-pura tak tahu, kawasannya sendiri terbiar dan dilupakan, maka ini hanyalah sandiwara politik yang perlu dihentikan dengan segera.

"Mereka ini umpama ayam jantan berkokok berderai-derai, ekornya bergelumang tahi, cuma orang tak tahu. Nah sekarang kamu tahu mana jelapang padi Kota Belud itu.

"Adakah pemimpin kerajaan hanya melihat sawah di beberapa kawasan sahaja seperti di Tempasuk dan Tamu Darat? Di Kelawat beratus ekar sawah boleh diusahakan tapi tidak ada sistem pengairan air sampai sekarang. Petani bergantung kepada hujan sahaja.

Sistem pengairan

"Kawasan-kawasan ini sebenarnya tidak memerlukan empangan, hanya perlu kepada sistem pengairan dan perparitan yang moden," terang beliau.

Menurut Marajin yang juga seorang peguam yang popular, Rahman perlu lebih mendengar dan bukan memberi ceramah kepada penduduk kampung Kota Belud serta mencanangkan Kota Belud sebagai jelapang padi sedangkan produktiviti tak sampai ke mana pun.

"Pergilah lihat sawah-sawah di Kota Belud, makin banyak yang tidak diusahakan termasuk di kawasan yang dikatakan sudah bertahun- tahun diusaha sebagai jelapang padi.

"Janganlah pemimpin kerajaan ini tuduh orang kampung malas kerja sawah. Carilah masalahnya. Siapalah yang mahu membanting tulang di sawah tetapi harga padi hanya 70 sen sekilo umpamanya.

Kalau pandai sangat ekonomi, carilah jalan supaya harga padi naik kepada RM3 sekilogram, barulah orang berebut menanam padi," kata Marajin.

Melepaskan batuk di tangga

Beliau menambah, usaha kerajaan meningkatkan pengeluaran padi di Sabah umpama melepaskan batuk di tangga dengan daerah-daerah lain terus mengabaikan kerja menanam padi.

"Sabah masih mengimport 70 peratus berasnya sampai sekarang. Idea yang lebih baik dan usaha lebih praktikal perlu dicari untuk meningkatkan pengeluaran padi kita bukan setakat hanya mencanangkan di sana sini," katanya lagi.

Menurut Marajin, kawasan parlimen Kota Belud sekarang mempunyai jumlah pengundi yang paling ramai di Sabah dengan tiga kawasan Dewan Undangan Negeri tetapi hanya mempunyai sebuah pekan.

"Jalan masuk ke Kota Belud penuh sesak pada tiap-tiap pagi, tengah hari dan petang apa lagi ketika ada perayaan. Oleh kerana hanya ada sebuah pekan dan semuanya tertumpu di situ sedangkan jalan raya hanya satu lorong," jelasnya.

Beliau turut menyoal, "bilakah anggota parlimen kita mahu tolong selesaikan hal ini?""Tolonglah jangan marah-marah dan meradang bila rakyat merungut, saya sendiri pun dihujani pelbagai pertanyaan kenapa kerajaan buat itu tetapi tidak buat ini dan macam-macam lagi isu kepentingan pengguna dan rakyat di Kota Belud," ujarnya. -FMT

A Jingoist Media Foments Violence in Burma's Arakan state

Is democracy creating more trouble?

Encouraged by a rabidly irresponsible nationalist press, the Buddhist nationalists that constitute Burma's majority population, along with the ethnic Rakhine minority, have adopted a siege mentality that Rohingyas, whom they call "Bengali" illegal immigrants and terrorists, are causing the problems in their otherwise peaceful country.
The earlier anti-Rohingya campaign has now become an anti-Muslim movement. Victims of fresh violence that broke out on October 23 in central Arakan state are ethnic Kaman of Islamic faith. According to the United Nations, more than 28,000 people have been displaced in the past seven days – 27,300 of them Muslims, mostly Kaman. Thousands of homes have been razed and more than 100 people have been killed, according to most estimates.

Similarly, Human Rights Watch released satellite images on October 26 showing a vast land area in Kyauk Pru township in Arakan State being burned to the ground. The organization said thousands of Muslims were floating in the sea, while many have landed on the banks of islands and ports in life-threatening condition. Aid organizations, international media around the world, and the once-exiled Burmese media are reporting the worsening persecution.

Quite contrary to what the world is witnessing collectively –that Muslims are the mass victims in the Arakan conflict – the Rakhine and Burmese majority continue to believe they are the victims. This is not to deny that Rakhines are not victims. In fact, many have been killed and many houses have been razed. It is undeniable, however, that Muslims constitute a much larger majority of victims and refugees.

Yet the majority population keeps repeating that Bengalis, even when the victims are not Rohingyas, are terrorists and troublemakers who fomented the violence and that therefore they and their religion must be suppressed. The majority do not accept that the violence must stop immediately, and that nobody deserves to be killed, tortured or expelled. They have not realized that the problems must be solved through political settlement.

The political effect of self-victimization is that it lends support to an anti-Muslim campaign which is already manifested in large-scale violence.

The immediate reason that Buddhist majority support the continuing violence is the domestic media, which has been publishing exceedingly biased news and nationalistic views, perpetuating public anxiety, feelings of insecurity and the sense of victimhood allegedly caused by 'Rohingya terrorists'.

In such a politicized environment, the first step to stop violence in Arakan state is to suspend the domestic journals, at least temporarily. It might sound quite bizarre to advocate the suspension of print journals in the new so-called "democratic" Burma. The ugly truth, however, is that the Burmese-language journals published are feeding misinformation and subjective perspectives that are turning the increasingly polarized population into a mob that won't shy away from violence.

In Burma, the power of the newly unleashed domestic journals is immense. The people, previously starved of information for decades, find newly established publications to be an oasis. In major cities and even small towns, newsstands are now everywhere. New journals keep appearing one after another, with an audience ranging from rickshaw drivers to government officials.

The two most popular journals in the country are the Weekly Eleven and the Voice Weekly. They are also leading a media war against those whom they call "Bengali" illegal immigrants. These journals are not celebrating freedom of expression with responsibility. Even though the ideal of freedom of expression, which ideologically permits their political existence in a reformed Burma, is derived from the Universal Declaration of Human Rights, the ideal of human rights for all is nowhere close to their culture, ethics or political aspirations.

Instead, they are pitting Buddhist Rakhines against the Muslim Rohingyas, who are altogether seen as 'foreigners' and a national security threat, however unproven. They support the former's political interests at the expense of the latter, who have already taken the brunt of the abuse. Such a nationalistic stance is responsible for the people's delusion.

For example, The Voice Weekly published a story on October 27 (one day after Human Rights Watch released satellite images), that was entirely based on a single Rakhine source of information, the Arakan League for Democracy. It referred to a simplistic but politically motivated statement by the party and cited a comment by Myo Kyaw, secretary of the Arakan League, saying that a foreign organization, the Organization of Islamic Cooperation, had ignited the conflict. The journal then weaved into the story a previous announcement by President Thein Sein that made it appear that the government and the Arakan League were in agreement against international organizations.

Similarly, the Weekly Eleven ran two opinion pieces on October 28th (two days after the Human Rights Watch report and the same day the UN said almost all of the displaced victims are Muslims). Both pieces proceed from a Rakhine perspective that denies any chance for coexistence between Rakhines and Rohingyas. The authors accuse Rohingyas (and Muslims) as the cause of the problems.

The second article, titled "Who pulled the strings from behind?" accused Rohingyas of initiating ethno-religious conflicts to realize their 'ethnic dream'. It cited 30 Muslim religious leaders from home and abroad as visiting Buthidaung and Maungdaw townships during the conflict. The narratives suggest that Muslims perpetrated the violence, never mind the fact that those running desperately for their lives are Muslims.

Such biases and perspectives are not exceptions, they are the rule. Since June this year, both journals have consistently printed and posted explicitly anti-Rohingya news and views.

Collectively, the journals fan popular misunderstandings and prejudices that the Rohingya are illegal immigrants despite living in the region for hundreds of years, that they are source of the problems, that they started the conflict by setting their own homes on fire and ran away, and that they are responsible for violence. The publications alleged that the Rakhines, not Rohingyas or Muslims, are the victims of the violence.

By repeating the arguments about victimhood and "Rohingya guilt", the journals mask the ugly truth that it is predominantly Muslims who are facing the violence. They continue to bombard peoples' minds with anti-Rohingya views and accusations at the expense of the opportunity to call for ending the violence.

Given that the two journals have become the most popular in the country regardless of quality and ethics, the audience uncritically accepts the information and views presented. They disregard all alternative information and views as false and manipulated. As such, the Burmese are having trouble accepting what the outside world is witnessing.

To be fair, the violence is not all fomented by Rakhines. There have been attacks and counterattacks from both sides, with both taking casualties. But no one can deny that Muslims experience much worse attacks than their Rakhine counterparts. Otherwise, the 27,300 out of 28,000 displaced people in the past few days would not have been Muslims.

Whoever started the conflict, there is no justification for the media to side with one group to support the expulsion of another. Yet, the most popular and influential journals in Burma have failed miserably. Instead of stopping violence, they have fueled the conflict by deceiving the public, by perpetuating public hatred of Rohingyas and by provoking fear, insecurity and victimhood, driving the public to legitimize violence and support angry mobs.

Thus, the first step to stop violence in Arakan state shold be to temporarily suspend the Burmese language journals, which are shaping public opinion towards mob culture. Otherwise, people will continued to be fooled so as to keep rallying for violence. This is not a call to back away from freedom and democracy for a return to military rule. This is a call that unethical and abusive media costing human lives and dignity must be suspended.

In his article, "A friend's appeal to Burma", published on 19 June 2012, Benedict Rogers noted that the first President of Burma, Sao Shwe Thaike, a Shan, said that "Muslims of Arakan certainly belong to the indigenous races of Burma. If they do not belong to the indigenous races, we also cannot be taken as indigenous races"."The people living in Buthidaung and Maungdaw Townships are Rohingya, ethnic of Burma" said Burma's first prime minister U Nu in a pubic speech on 25 September 1954 at 8 pm. "The Rohingya has the equal status of nationality with Kachin, Kayah, Karen, Mon, Rakhine and Shan" said the prime minister and minister for defense U Ba Swe at public gatherings in Buthidaung and Maungdaw Townships on 3 and 4 November 1959.

"The people living in Mayu Frontier is ethnic Rohingya" included in the announcement of Frontiers Administration office under Prime Minister Office on 20 November 1961. Mayu Frontier is composed of Buthidaung, Maungdaw and Rathedaung Townships.

Broadcasting from radio program in the Rohingya language was relayed three times a week from the indigenous language programme of the official Burma Broadcasting Service in Rangoon, from 15 May 1961 to 30 October 1965. Myanma Encyclopedia Vol.9, page 89-90, published in 1964, concludes that population of 500,000 living in Mayu Frontier of Northern Arakan State 75% is Rohingya. "The majority people live in Buthidaung, Maungdaw and Rathedaung Townships are ethnic Rohingya and the minorities are Rakhine, Daingnet, Mro and Khami" wrote in Tatmataw Khit Yay journal Vol.12, No.6 printed on 18 July 1961 and Vol. 12, No.9 printed on 8 August 1961.

In his speech on 8 July 1961, the Army Deputy Commander-in-Chief Brigadier General Aung Gyi said, "The people living in Mayu Frontier are Rohingya. Pakistan (now Bangladesh) is located in west of Mayu Frontier and Muslims are living there. The people living in west are called Pakistani and the people living here are called Rohingya. This is not the only border that has same people on both sides, border with China, India and Thailand also have the same phenomenon. For example: Lisu, Ei-Kaw, La-Wa live in Kachin State and same people live in China. Also Shan people can be found in China as Tai. The ethnics Mon, Karen and Malay are also living in Thailand. In India-Burma border Chin, Li-Shaw and Naga are living. These people are living in Burma as ethnics and living in India as well".

The Rangoon University Rohingya Students Association was one of the many ethnic student associations that functioned from 1959 to 1961 under the registration numbers 113/99 December 1959 and 7/60 September 1960 respectively. In High School Geography textbook, printed in 1978, where scattered living regions of national races of Burma is shown on page 86, Northern Arakan is marked as 'Rohingya region'.

Rohingya elites/MPs before and after independence of Burma

After the separation of Burma from India in 1935, the "Di-Archy" system was replaced by a ruling system called "91 Taa-na" (Departments administration). In that system there were 132 seats in the governing body and a total of 132 members were elected from various communal backgrounds. In this election, Mr. Ghani Markan, a Rohingya MP from Buthidaung and Maungdaw constituency, was elected. Point to be noted here that Mr. Ghani Markan was from the Community of "Burmese national" category and they (Rohingya) represented the Burmese national and not the Indian or any other group.

The General Election for Constituent Assembly in 1947 was organized just before the independence, mainly by the participation of General Aung San. This time, Buthidaung and Maungdaw had two separate constituencies. U Abdul Ghaffar for Buthidaung and U Sultan Ahmed for Maungdaw were elected.

U Abul Bashar for Buthidaung, U Sultan Ahmed and Daw Aye Nyunt for Maungdaw and U Abdul Ghaffar for Upper house were elected in 1951 election. U Ezhar Miah and U Abul Bashar for Buthidaung, U Sultan Ahmed and U Abul Khair for Maungdaw, U Sultan Mahmood for Buthidaung North and U Abdul Ghaffar for Upper house were elected in 1956. U Sultan Mahmood and U Abul Bashar for Buthidaung, U Rashid and U Abul Khair for Maungdaw and U Abdu Suban for Upper house were elected in 1961. By then the Rohingya community were involved more actively in politics. For the first time, one of the Rohingya elected member became a cabinet minister of Prime Minister U Nu's government. He was U Sultan Mahmood, and in charge for the ministry of Education and Health. U Abdul Ghaffar and U Abul Bashar, elected members of Buthidaung became the Parliamentary Secretaries.

Even in the era of U Ne Win, the Rohingya exercised voting and representing rights in the Pyithu Hluttaw (National Assembly) Election and in the election of different levels of Pyithu (National) Council. Likewise, many Rohingya dignitaries were endorsed in the Burma Socialist Programme Party (BSPP) and some of them held higher positions as well. U Abul Hussein and Dr. Abdur Rahim were elected in 1974 from Buthidaung and Maungdaw.

Rohingya have been subjected to the discriminatory measure initiated in 1978 by the then BSPP and local authority of Rakhine community. They started to take the initiative to deprive the fundamental rights of Rohingya community and since then the Rohingya were marginalized from the Pyithu Hluttaw Election. U Tun Aung Kyaw aka Abdul Hai, was the only Rohingya representative elected in 1978 election from Maungdaw, but none from Buthidaung. The Rohingya were excluded from participating in the Pyithu Hluttaw elections in 1982 and 1986. However, some Rohingya were seen at lower levels of Pyithu Council of the BSPP.

In 1990 multi party general election, Rohingya exercised the voting and representing rights again. U Kyaw Min, U Tin Maung, U Chit Lwin and U Fazal Ahmed from National Democratic Party for Human Rights (NDPH) were elected from Buthidaung and Maungdaw constituencies. Later U Kyaw Min became a member of Committee Representing People's Parliament (CRPP).

Making Rohingya stateless

Rohingya people used to have National Registration Cards (NRC) like everyone else in the country. Upon introduction of discriminatory policies on Rohingya by Ne Win in 1970s, the NRCs were taken away by various measures. Numerous check-points were set up to block Rohingya's travel and to confiscate their IDs. Nagamin (the Dragon) operation in 1977-78 was skillfully crafted to drive out all Rohingya from Burma. It produced about 250,000 refugees that fled to neighboring Bangladesh. However, most of the fleeing refugees were returned to their original dwelling places, so the plan was not quite successful for the Burmese regime. Although systematic discriminatory policies were in place and IDs and other government issued documents were seized by the government, Rohingya remained as citizens of Burma until 1982. The Citizenship Act promulgated in 1982 is the official document that striped off the citizenship of Rohingya.

Numerous forms of discriminations followed by the enactment of 1982 Citizenship Law and lives of Rohingya had become incomprehensible. Again, another operation was carried out in 1991 by the successive military regime and it produced about 300,000 refugees, but this time about 200,000 remained in Bangladesh, of which, 28,000 are recognized refugees by the UNHCR and the rest are scattered around the country and are not recognized as refugees.

In the meantime, the regime uses different methods to eliminate (force out) the Rohingya population for the region: confiscation of farmland, establishing Buddhist settlement on Rohingya's land, force labor, restriction on movement, restriction on marriage, harassment, desecration of religious places, arbitrary taxation, extrajudicial killings, rapes, and the list goes on.

The new National Scrutiny Card was introduced in 1989 and Rohingya were not entitled to receive them as they have become non-citizen under the 1982 Citizenship Act. However, the authorities issued Temporary Scrutiny Card to all and promised twice in 2008 constitution referendum and 2010 election that National Scrutiny Card will soon be issued to all the Rohingyas. But the promises made to Rohingya were never honored.

In a recent parliament session, when some MPs raised the issue of Rohingya, the immigration minister U Khin Yee said that "there is no Rohingya in Burma". The same was echoed by the director general of the population department at a later date. Although many Rohingya were members of National League for Democracy (NLD) in Buthidaung and Maungdaw Townships during 1990 election, now the vice chairman U Tin Oo and other high ranking officials of NLD are openly saying that there is no race called 'Rohingya' in Burma, which is an utter disregard for historical facts, human rights and democratic principle. NLD's discriminatory policy on Rohingya is no less than that of the military regime.

There is no justice for Rohingya in Burma as racism is deeply rooted in Burmese society. Rohingyas are made scapegoats to justify their evil doings by both ultra-nationalist racists and the regime to divert public attention. As history cannot be deleted or altered, the truth needs to be revealed and justice needs to be established. It is the human rights defenders that need to work hard to establish justice and defend the rights of the unjustly persecuted.

Burma-concerned individuals who are utterly ignorant of factual history – if not downright racist – accuse others who emphatically use the term Rohingya in reference to, yes, the Rohingya as "politicizing" a non-ethnic label.
That includes just about every member of ruling and counter-elites – from President Thein Sein, Daw Aung San Suu Kyi, NLD co-founders — ex-General Tin Oo and veteran journalist U Win Tin — 88 Generation activists such as Ko Ko Gyi, Myo Yan Naung Thein, etc.
In media circles, policy makers and influential Burmese are engaged in mutually stupid and ill-informed conversations about whether or not the term "Rohingya" should be used as a matter of (truthful) editorial policy or not.
To its credit, Washington-based Radio Free Asia has adopted a policy of using the term "Rohingya" in reference to, well, the Rohingya.
Myanmar Muslim members and their Rakhine counterparts on the Presidential Rakhine-Rohingya Riot Inquiry Commission argued bitterly for two hours whether the persecuted – now ethnically cleansed – Rohingya of Arakan State should be called Rohingya or "Bangali Muslim".
Not a single known member of Burmese intelligentsia – journalists, artists, academics, teachers, doctors, etc. – who is him or herself not a Rohingya has come out in pointing out the un-erasable facts – that the Rohingya were a nationally and officially recognized ethnic community.
In some Burmese media circles, there have been internal debates as to how 'those people' should be referred to in their media stories!  None in the position of influence has acknowledged deep-seated and popular racism of the bulk of the population who are NOT Muslims or of Indian sub-continent ancestry.
Ignorance, deliberate lies, Bama-eat-Bama mentality, absence of compassion, and missing humanistic vision  are primary products of half-century of generals' despotic, incompetent and acorrupt rule.
They continue to pervade all segments of society, from top to bottom, east and west, north and south, civilians and soldiers, western educated and monastically schooled.
Indeed popular racism of a neo-Fascist strain which has led to the unfolding Rohingya cleansing reign in Myanmar under the reformist duo of President Thein Sein and Aung San Suu Kyi.
Myanmar's toxic racism is not confined to the 'natives' and their communities.  They have infested Western academics, or more accurately, reinforced the Made-in-the-West Orientalist Islamophia.
A dangerous case in point is  the ex-Christian missionary-cum-academic – named Jaques P. Leider, the head of the French School of Asian Studies in Chiang Mai, Thailand.  Leider has been going around the world telling different audiences that the term "Rohingya" is not an ethnic concept or idea.
A founding member of post-colonial studies Gayatri Chakravorty Spivak reportedly characterized Leider's views towards the Rohingya "toxic".

RFA- May I know, from where are you speaking now?
Answer- Yes, I am speaking from the middle part of Kyauk Ni Maw village.

RFA – Could you explain us what is happening there?
Answer- Today on the 30th of October, our neighbor Rakhine villagers are surrounding our Muslim native village, threatening to do arson attacks.

RFA – Why are they surrounding your village? Why did they want to do arson attacks?
Answer- We do not know how to say exactly, but may be that is their (blind)patriotism. They said that Muslims should not live in Arakan state. In Ramree Island, Muslims villages are almost gone. Rakhine groups are keeping on doing arson and terrorist attacks.

RFA – You said that they are surrounding your village. Could you explain us how they are doing that?
Answer- Our village is at the seashore and is situated at the foot of the hill. All of our neighbors are Buddhist Rakhine villages. So The Rakhine villagers have blocked all of our village's entrances and exits.

RFA – Can you estimate how many people have blocked your village?
Answer- According to the information from the villagers living at the edge, we estimated that there are about 3000 people.

RFA – Do you say 3 thousands?
Answer- Yes!

RFA – Is that true that, you, Kyauk Ni maw villagers, have been living together with these neighbor villagers?

Answer- Yes! We have been living together here very friendly. We were mutually very supportive to each others. They are doing the agriculture and we are doing fishery works, we have mutual reliance on each other for 800-1000 years.

The Kaunk Ni Maw village had natural disasters twice in the past. In 1998 and 2011, it was a kind of forest fire spread to our village. Our (Buddhist Rakhine) neighbor villagers even helped us to extinguish the fire at that time. Those are very good examples that we had alliance and unity.

RFA – How did the Muslims help your neighbor villages in the past?
Answer- We always participates and do contributions in all Buddhist religious festivals like Funeral prayer for Monks, Rakhine traditional wrestlings, Buddha obeisance parties and so on. They always invites us and we accept, participate and even donate and had even sponsored for the golden and silver prize souvenirs to present the winners of the competitions at those ceremonies.

RFA – So why now only, you have conflicts between Muslims and Buddhists? Do you know why?

We think that there are some agitators behind these. They are instigating the hatred, violence and aggressions. We think that there is connection with the Ma Thida Htwe's case.

RFA – What is the reaction of the authorities? What kind of action or protections are they giving?
The Myanmar Tatmadaw authorities and officers, especially the commanders and soldiers from Ka La Ya 346 and Ka La Ya 562 are defending us from the outside attacks. We heard the gum shoots 4/5 times. We get information about one casualty and two injured.

RFA – What do you call yourself? Rohingya?

No, we are not Rohingya, we live in this land since A.D. 800. We all have Myanmar National Identity Cards which we get according to the 1982 Citizenship Law.

RFA – If you are not Rohinya, are you Bagali?
We are not Bangali, we are Ethnic Kaman. It is already mentioned in our Myanmar National Identity Cards that our Ethnic Race is Kaman and our religion is Islam. We mainly want peace and stability only. We are not interested in any kind of violence.

New York – Pertembungan dua lagi aliran cuaca yang bertukar menjadi taufan hampir menenggelamkan kotaraya New York dan Sandy adalah taufan yang paling digeruni dalam sejarah Amerika Syarikat.

Sandy yang mulai membadai telah menyebabkan sebahagian besar kawasan rendah di Manhattan dilanda banjir sehingga menyebabkan bandaraya itu terputus bekalan elektrik.

Kira-kira 400,000 rumah terputus bekalan elektrik di kesemua lima kawasan pilihan raya bandaran iaitu dari selatan Pulau Manhattan sehingga ke kawasan 39th Street.

Seorang rakyat Malaysia yang menetap di sebuah kompleks apartmen di 38th Street, yang terletak di tengah pulau itu dan bersebelahan dengan East River, memaklumkan air hujan memasuki kediamannya sekitar pukul 2 petang, Isnin, akibat hujan lebat dan tiupan angin yang sangat kuat.

"Air hujan masuk melalui celah-celah tingkap rumah, walaupun tingkap sudah ditutup, angin yang sangat kuat menyebabkan tingkap rumah saya bergegar dengan itu kunci terbuka dengan sendirinya," katanya yang hanya mahu dikenali sebagai Dilla ketika dihubungi Bernama lewat malam Isnin.

Beliau, yang menetap di tingkat 25 kompleks apartmen setinggi 54 tingkat dengan 840 unit itu, berkata air hujan juga membolosi kediamannya menerusi penyaman udara sehingga membasahi bilik dan ruang tamu rumahnya.

Beliau yang tinggal seorang diri dan baru berpindah ke kota raya itu setelah dihantar bertugas dengan sebuah jabatan kerajaan di sini turut terputus bekalan elektrik.

"Selepas tidak ada elektrik, saya kunci rumah dan turun ke tingkat 11, menumpang rumah rakan sekerja, yang turut tinggal di kompleks yang sama," katanya.

Katanya, sekitar pukul 2 dan 3 petang, langit menjadi sangat gelap dan aliran air sungai East River bergelombang sangat kuat.

Kebanyakan mereka yang tinggal di bangunan kompleks itu bekerja dengan jabatan dan agenci kerajaan Malaysia yang berpejabat di New York.

Kawasan tengah pulau Manhattan itu tidak berada dalam zon yang terjejas teruk dan wajib pindah.

Beberapa rakyat Malaysia yang menetap di Brooklyn pula, antara lain, menggunakan laman sosial Facebook memaklumkan mengenai kejadian angin kencang serta merasai bangunan pangsapuri mereka seakan bergegar.

Beberapa rakyat Malaysia di Connecticut melaporkan turut mengalami putus bekalan elektrik dan seorang daripada mereka pernah berpengalaman terputus bekalan elektrik sehingga sepuluh hari semasa berlakunya taufan Irene pada tahun lepas.

Dalam komunikasi menerusi laman Facebook, beliau melahirkan kebimbangan memandangkan stok makanan sejuknya terutamanya daging halal akan rosak sekiranya gangguan bekalan elektrik berpanjangan.

Kebanyakan rakyat Malaysia yang tinggal di negeri-negeri yang terlibat dengan taufan Sandy seperti di Maryland, Virgina, Delaware, New Jersey, New York, Connecticut, memaklumkan mengenai keadaan mereka pada status laman Facebook mereka.

Antaranya memaklumkan mengenai angin yang sangat kencang dan maklumat terkini mengenai kawasan mereka.

Sementara itu, penulis sendiri menerima beberapa amaran kecemasan melalui telefon bimbit daripada Pengurusan Kecemasan sejak petang semalam sehingga malam Isnin.

Antara amaran yang dikeluarkan ialah "Emergency Alert in this area until 8 am, Take Shelter Now,NYC-OEM".

Bagaimanapun, penulis dan keluarga tidak terjejas teruk dengan taufan Sandy, kerana kedudukan kediaman penulis di kompleks apartmen yang berbentuk U selain unit rumah yang terletak di tingkat paling bawah.

Kawasan tempat tinggal yang berada di kawasan tinggi dan dikelilingi bangunan-bangunan kompleks apartmen yang lain, turut menyelamatkan keadaan. – BERNAMA










Khalid & Azmin Dalam Sidang Media Bersama Isu Air - RM500 juta Duit Rakyat Diselamatkan

Tarif air: Selangor selamatkan RM500 juta duit rakyat Meskipun baru empat tahun Pakatan Rakyat (Pakatan) mentadbir Selangor, negeri itu berjaya menyelamatkan RM500 juta wang rakyat daripada 'diratah' Syarikat Bekalan Air Selangor (Syabas) dan Kerajaan Pusat dalam pengurusan industri air.

Menteri Besar, Tan Sri Khalid Ibrahim berkata, kejayaan itu hasil daripada tindakan kerajaan negeri menyekat perjanjian yang ditandatangani antara Kerajaan Pusat dengan Syabas.

"Kita lakukan penyusunan semula (industri air) ini untuk (kenaikan) tarif air yang akan dikenakan oleh Syabas. Hingga empat tahun ini, menerusi penyusunan semula tersebut, sekurang-kurangnya rakyat Selangor sudah tidak perlu bayar hampir RM500 juta.

"Kalau ikut kenaikan tarif, kami telah selamatkan RM500 juta duit rakyat di tiga kawasan iaitu Selangor, Putrajaya dan Kuala Lumpur," katanya pada sidang media di Parlimen hari ini.

Ekoran itu, Ahli Parlimen Bandar Tun Razak itu bertegas untuk membangunkan teknologi membran bagi meningkatkan jumlah penghasilan air di loji rawatan walaupun Kerajaan Pusat berdegil mahu meneruskan pembinaan Loji Rawatan Air Langat 2 (Langat 2).

"Dari keluaran 4.8 juta liter sehari, kita dapati 33 peratus atau lebih 1.5 juta sehari air terawat tidak digunakan (NRW).

"Kalau kita selesaikan masalah air terawat, kita tidak memerlukan loji Langat 2. Memandangkan kos teknologi membran lagi murah iaitu RM800 juta dan kos Langat 2 adalah RM300,000 juta," katanya.

Ahli Parlimen Gombak, Mohamed Azmin Ali yang turut sama dalam sidang media itu berkata, kerajaan Umno zalim dalam perjanjian air bersama Syabas yang hanya 'membunuh' rakyat.

"Saya nak rujuk data rasmi yang terkandung dalam perjanjian konsesi sedia ada di mana Syabas ada kelulusan daripada Kerajaan Pusat untuk naikkan tarif air kepada 37 peratus pada 2009 dan 25 peratus pada 2012," kata Pengerusi KEADILAN Selangor itu.

"Kalau Kerajaan Pakatan tidak menyekat kenaikan ini, bermakna pada 2012, ada pertambahan sebanyak 25 peratus menjadikan harga air di Selangor, sebanyak RM2.8 per meter padu.

"Kemudian dalam perjanjian sama, kenaikan tambahan daripada 20 peratus pada 2015, dan 10 peratus pada 2018, dan bermakna pada 2018, rakyat Selangor perlu bayar RM3.15 per meter padu dan harga ini akan melonjak naik kepada RM3.83 pada 2030," jelas Ahli Dewan Undangan Negeri (Adun) Bukit Antarabangsa itu.

Myanmar declined talks offer on violence: ASEAN

KUALA LUMPUR: Myanmar has rejected an offer by the Association of Southeast Asian Nations (ASEAN) to open talks aimed at quelling deadly communal violence there, the regional bloc's chief said on Tuesday.

ASEAN Secretary-General Surin Pitsuwan said he proposed setting up tripartite talks between the association, the United Nations, and Myanmar's reformist government to prevent the violence having a broader regional impact.

But he said Myanmar turned down the offer to discuss the bloodshed in Rakhine state that has seen around 180 people killed since June in the restive west of the country.

"Myanmar believes it is their internal matter, but your internal matter could be ours the next day if you are not careful," he told reporters after delivering a speech at a forum in the Malaysian capital Kuala Lumpur.

Fresh fighting in Rakhine state this month saw another 88 killed and added to the thousands of homes torched, with tens of thousands of minority Rohingya now living in overcrowded camps. Rights groups fear the actual number killed could be much higher.

Myanmar's quasi-civilian government, which has been lauded by Western nations for a series of democratic reforms after decades of outright military rule, has imposed emergency rule in the face of continued tension in the region.

Myanmar's 800,000-strong Rohingya community are viewed as illegal immigrants from neighbouring Bangladesh by the government and many Burmese.

The Rohingya have long been considered by the United Nations as one of the most persecuted minorities on the planet.

(၁) သတင္းေထာက္(၁)ဦးသည္ မည္သည့္ေနရာမွ ရရွိလာသည္ မသိ္ေသာ သတင္းေဖာ္ျပခ်က္ကို ႏိုင္ငံေတာ္သမၼတရုံးေသာ္လည္းေကာင္း၊ အျခားေသာ (အမွန္တစ္ကယ္ ေျပာၾကား ျခင္း မရွိေသာ) သတင္းဇစ္ျမစ္တစ္ခုကိုေသာ္လည္းေကာင္း ထည့္သြင္း ေဖာ္ျပပါမည္။ တာဝန္ရွိ အယ္ဒီတာမင္းမ်ားကလည္း ထည့္သြင္း ေဖာ္ျပခြင့္ ျပဳလုိက္ပါမည္။

(၂) ႏိုင္ငံေတာ္သမၼတရုံး (သို႕မဟုတ္) ယင္းသတင္းေဖာ္ျပခ်က္ပါ သတင္းရရွိသည့္ ဇစ္ျမစ္မွ သိရွိေသာအခါ အဆိုပါသတင္းဂ်ာနယ္/မီဒီယာသို႕ ေမးျမန္းပါလိမ့္မည္။

(၃) ယင္းသို႕ ေမးျမန္းေသာအခါ စာနယ္ဇင္းက်င့္ဝတ္အရ သတင္းဇစ္ျမစ္ကို ထုတ္ေဖာ္ေျပၾကားႏုိင္ျခင္း မရွိပါ ဟူ၍ ျပန္လည္ ရွင္းလင္းပါမည္။

(၄) ဤသို႕ေသာ အေျခအေန တစ္ရပ္ ႀကဳံေတြ႕လာခဲ့ပါက မည္သို႕မည္ပုံ ဆက္လက္ ရွင္းလင္းၾကမည္နည္း။

(၅) ထိုအခါ အဓိက ေဖာ္ျပျခင္း ခံထားရသည့္ သက္ဆိုင္သည့္ ဌာနမွ ၄င္းတို႕ေျပာၾကားျခင္း မရွိသည့္အတြက္ ဥပေဒေၾကာင္းအရ ရွင္းရ လင္းရ ေဆာင္ရြက္ႏုိင္ပါလိမ့္မည္။  (သို႕ေသာ္ မီဒီယာႏွင့္ ယင္းသက္ဆိုင္သည့္ဌာနတို႕အၾကား ဆက္ဆံေရးေကာင္း ပ်က္စီးသြားပါလိမ့္မည္။)

(၆) အဓိက တင္ျပလိုသည္မွာ သက္ဆိုင္သည့္ ယင္းဂ်ာနယ္အေၾကာင္းသာ ျဖစ္ပါသည္။ အျခားေသာ ဂ်ာနယ္အေတာ္မ်ားမ်ားမွာ သတင္းရင္းျမစ္ခိုင္မာမွ ထည့္သြင္းေလ့ ရွိၾကပါသည္။ သတင္းေထာက္(၁)ဦး တင္ျပလာေသာ သတင္းသည္ မည္မွ် ခိုင္မာမႈ ရွိ-မရွိ၊ မွန္ကန္ျခင္း ရွိ-မရွိ တာဝန္ခံအယ္ဒီတာ၊ အယ္ဒီတာခ်ဳပ္ စသည့္ တာဝန္ရွိသူတို႕က စိစစ္ အတည္ျပဳရန္ လိုအပ္မည္ ဟုလည္း ထင္ျမင္ယူဆပါသည္။ (ႏိုင္ငံေတာ္သမၼတရုံးက ေျပာၾကားသည္ဟု ေဖာ္ျပလွ်င္လည္းေကာင္း၊ သတင္းထြက္ေပၚရာ Source တစ္ခုခုကို ေဖာ္ျပလွ်င္ လည္းေကာင္း စာဖတ္သူ ျပည္သူမ်ားမွာ ယုံၾကည္ၾကဖို႕ မ်ားပါသည္။)

ျမန္မာႏိုင္ငံ အေနာက္ဘက္ ရခိုင္ျပည္နယ္မွာ ၆-ရက္ၾကာ ျဖစ္ပြါးခဲ့တဲ့ မြတ္စလင္တို႕အေပၚ ၾကိဳတင္ၾကံစည္ အၾကမ္းဖက္ တိုက္ခိုက္မႈမွ ငါးဖမ္းေလွမ်ားျဖင့္ ထြက္ေျပး လြတ္ေျမာက္ လာခဲ့သူမ်ားရဲ့ ျပန္ေျပာင္းေျပာျပမႈမ်ားပါ။

အသက္ ၃၃ ႏွစ္ အရြယ္ ကေလး ၄ ဦးရဲ့ မိခင္ "အက္ရွ္ရာဘာႏူ"က "က်မတို႕ကို အိမ္ထဲမွာပဲ ေနခိုင္းတယ္။ ျပီးေတာ့ သူတို႕က အိမ္ကို မီး႐ိႈ႕တယ္"လို႕ ေျပာပါတယ္။ ေအာက္တိုဘာ ၂၄-ရက္က ေက်ာက္ျဖဴျမိဳ႕ မြတ္စလင္အရပ္ကို မီး႐ိႈ႕ဖ်က္စီးမႈမွ လြတ္ေျမာက္လာသူပါ။

"က်မတို႕ အျပင္ကို ထြက္ေျပးတဲ့အခါ ရခိုင္ေတြနဲ႕ ရဲေတြက လူေတြကို ေသနတ္နဲ႕ ပစ္ခတ္ပါတယ္။ က်မတို႕ မီးမျငိမ္းႏိုင္ပါဘူး။ ထြက္ေျပးဖို႕ပဲ ၾကိဳးစားခဲ့ရပါတယ္"လို႕ သူမက ဆက္ေျပာပါတယ္။

ရခိုင္ေတြရဲ့ အေျပာအရ အဲဒီေန႕မွာပဲ မြတ္စလင္ေတြ ေလွေပါင္း ၈၀ မွ ၁၀၀ ေလာက္အထိနဲ႕ ေက်ာက္ျဖဴကေန ထြက္ေျပးသြားေၾကာင္း သိရပါတယ္။ ရခိုင္ေတြကေတာ့ ထုံးစအတိုင္း အျပန္အလွန္ တိုက္ခိုက္ၾကရင္း ေနာက္ဆုံး မြတ္စလင္ေတြက ကိုယ့္အိမ္ကိုယ္ မီး႐ိႈ႕ျပီး ထြက္ေျပးသြားတယ္လို႕ လီဆယ္ပါတယ္။

"ျပီးခဲ့တဲ့ ရက္ပိုင္းအတြင္း ကေလး၊ လူၾကီး၊ အမ်ိဳးသမီးမ်ား အပါအဝင္ မြတ္စလင္ ၁,၉၄၅ ေရာက္တင္ေဆာင္လာတဲ့ ေလွေပါင္း ၄၇ စင္း စစ္ေတြျမိဳ႕တဝိုက္ ရြာေတြမွာ ေရာက္ရွိခဲ့တယ္"လို႕ အမည္မေဖာ္လိုသူ ေဒသခံ အရာရွိတစ္ေယာက္က ေျပာပါတယ္။

 

သဲေခ်ာင္းကို ေရာက္ရွိျပီးျဖစ္တဲ့သူမ်ားရဲ့ ေျပာျပခ်က္အရ ေက်ာက္ျဖဴျမိဳ႕ကို စြန္႕ခြါထြက္ေျပးလာတဲ့ မြတ္စလင္ ေလွေတြ ထပ္ရွိေနျပီး ကမ္းမကပ္ႏိုင္ေသးတာ ျဖစ္ေၾကာင္းသိရပါတယ္။

 

ဇြန္လကတည္းက သဲေခ်ာင္းစခန္းကို ေရာက္ရွိေနတဲ့ အသက္ ၃၄-ႏွစ္ ရွိသူ ယခင္က ငါးဖမ္းသမား "မိုဟာမက္ဂ်ီေက"ဟာ ရခိုင္အၾကမ္းဖက္မႈေၾကာင့္ ေဆြမ်ိဳးသားခ်င္း ၁၁ ဦး အသက္ ဆုံးရွုံးခဲ့သူပါ။

၃။ "မြတ္စလင္ ဆန္႔က်င္ေရးႏွင့္ လူမ်ိဳးတုန္း သတ္ျဖတ္မႈ" ဟု ႏိုင္ငံတကာ အဖဲြ႕အစည္းမ်ားက ေဖၚျပလာေသာ လက္ရွိ ရခုိင္ျပည္အေရးအခင္းေၾကာင့္ မြတ္စလင္ေပါင္း ၂၂,၀၀၀ခန္႔ အုိးမဲ့ အိမ္မဲ့ျဖစ္သြားေၾကာင္း ကုလသမဂၢ၏ ေနာက္ဆုံးစာရင္းမ်ားအရ သိရသည္။ ေထာင္ခ်ီေသာ အုိးအိမ္မ်ား ပ်က္ဆီး၍ လူရာခ်ီ ေသဆုံးခဲ့ရသည္။ ကုလသမဂၢ အေထြေထြအတြင္းေရးမွဴး Mr. Ban Ki-moon က လူမ်ိဳးေရး တုိက္ခုိက္မႈ၊ ျခိမ္းေျခာက္မႈေတြကုိ အျမန္ဆုံးရပ္တန္႔ရန္ႏွင့္ မရပ္တန္႔ပါက ျမန္မာ့ျပဳျပင္ေျပာင္းလဲေရး လုပ္ငန္းစဥ္တစ္ခုလုံး အဖတ္ဆယ္မရေအာင္ ပ်က္စီးဆုံးရႈံးသြားမည္ဟု ေအာက္တုိဘာ(၂၇)၊ ၂၀၁၂ က ထုတ္ျပန္သတိေပးခဲ့သည္။

၄။ အာဆီယံအတြင္းေရးမွဴး Dr. Surin Pitsuwanကလည္း လက္ရွိအေျခအေနသည္ ရုိဟင္ဂ်ာမ်ားကုိ အစြန္းေရာက္ေတြျဖစ္ေအာင္ တြန္းပုိ႔ေနသလုိျဖစ္သည့္အျပင္ ေဒသဆုိင္ရာ လုံျခဳံေရးကုိပါ ျခိမ္းေျခာက္လာႏုိင္ေသာေၾကာင့္ အာဆီယံႏွင့္ ႏုိင္ငံတကာက အလွ်င္အျမန္ ပါဝင္ေဆာင္ရြက္ရန္ လုိအပ္ေၾကာင္း ယေန႔ ေအာက္တုိဘာ(၂၈)၊ ၂၀၁၂ က ေတာင္းဆုိလုိက္သည္။

၅။ ျဖစ္စဥ္တစ္ခုလုံးကို သုံးသပ္မည္ဆုိပါက အစုိးရအုပ္ခ်ဳပ္ေရး ဌာနအခ်ိဳ႕မွ လႈံ႔ေဆာ္မႈ၊ တရားဝင္ဖဲြ႕စည္းထားေသာ ႏုိင္ငံေရးပါတီအခ်ိဳ႕မွ လူမ်ိဳးမုန္းတီးေရး အတိအလင္း ဝါဒျဖန္႔မႈႏွင့္ ျဖစ္စကာလတြင္ အုပ္ခ်ဳပ္ေရး အာဏာပုိင္မ်ား၏ တမင္လစ္လ်ဴရႈမႈတို႔ေၾကာင့္ မျဖစ္သင့္ဘဲ ျဖစ္ခဲ့ရသည့္ အေထာက္အထားမ်ား ရွိေနသည္။

၆။ သတင္းဌာနအခ်ိဳ႕ႏွင့္ အင္တာနက္စာမ်က္ႏွာမ်ားမွ လူမ်ိဳးေရး ဘာသာေရး အထိကရုဏ္းမ်ား ပုိမုိႀကီးထြားလာေစရန္ တာဝန္မဲ့ လႈံ႔ေဆာ္ေရးသားမႈမ်ားသည္ မွတ္တမ္းမ်ားအျဖစ္ ရွိျပီးျဖစ္သျဖင့္ သက္ဆုိင္သူမ်ားက တစ္ခ်ိန္မွာ တာဝန္ခံရမည္ျဖစ္သည္။

၇။ အထူးသျဖင့္ ရခိုင္ႏုိင္ငံေရးပါတီအခ်ဳိ႕ႏွင့္ ေခါင္းေဆာင္အခ်ိဳ႕၏ ဘာသာေရးႏွင့္ လူမ်ိဳးေရး အထိကရုဏ္းမ်ား မျဖစ္ျဖစ္ေအာင္ အစဥ္တစုိက္ ေသြးထုိးလႈံ႕ေဆာ္မႈ၊ ကုိယ္တုိင္ ပါဝင္က်ဴးလြန္မႈမ်ားသည္ ျငင္းမရေသာ အေထာက္အထားမ်ားအျဖစ္ ရွိေနသည္။

၈။ ဤကဲ့သုိ႔ ဆုိးဝါးလွေသာ အေျခအေနတြင္ ျမန္မာမြတ္စလင္မ်ား အစဥ္ေလးစား အားကုိးေနေသာ သံဃာေတာ္အခ်ိဳ႕မွလည္း ျမန္မာမြတ္စလင္ ဆန္႔က်င္ေရး တုိးျမွင့္လုပ္ေဆာင္မႈမ်ားကုိ ထိတ္လန္႔ဘြယ္ရာ ေတြ႕ျမင္လာရသည္။ အထူးသျဖင့္ ေအာက္တုိဘာ(၁၀)၊ ၂၀၁၂ခု ေန႔စဲြျဖင့္ ကရင္ျပည္နယ္၊ ဘါးအံျမိဳ႕ ဂုိဏ္းေပါင္းစုံ သာသနာေတာ္ ထိန္းသိမ္းေစာင့္ေရွာက္ေရးအဖဲြ႔၏ စည္းကမ္းခ်က္ေလးရပ္(ပူးတဲြ)တြင္ အစၥလာမ္ဘာသာဝင္ ျမန္မာႏုိင္ငံသားမ်ားကုိ တရားလက္လြတ္ ဖိႏွိပ္ခ်ဳပ္ခ်ယ္သည့္ အမိန္႔မ်ားကုိ ထုတ္ျပန္ျပီး မလုိက္နာသူကုိ ထိေရာက္ေသာ ျပစ္ဒါဏ္မ်ား ခ်မွတ္မည္ လူသိရွင္ၾကား ေၾကညာျခင္းသည္ သာသနာ့ဝန္ေဆာင္ သံဃာမ်ားက အစုိးရတစ္ရပ္၏ ဥပေဒျပဳေရး၊ အုပ္ခ်ဳပ္ေရးႏွင့္ တရားစီရင္ေရး အာဏာသုံးရပ္ကုိ လက္ဝယ္ရယူ က်င့္သုံးျပီး တုိင္းျပည္ကုိ မတည္မျငိမ္ျဖစ္ေစသည့္ လူမ်ိဳးေရး အထိကရုဏ္းမ်ား(Communal Violence)ျဖစ္ေစေသာ ႏုိင္ငံေတာ္ ပုန္ကန္မႈပင္ျဖစ္သည္။

၁၀။ ျမန္မာမြတ္စလင္မ်ားသည္ ရွမ္း၊ ကရင္၊ ကခ်င္၊ ရခုိင္စသူတုိ႔ႏွင့္ တန္းတူ ျမန္မာတုိင္းရင္းသားမ်ားျဖစ္သည္။ တုိင္းျပည္ကုိ ကနဦး တည္ေထာင္သူမ်ားလည္းျဖစ္သည္။ ထုိ႔ေၾကာင့္ ျမန္မာမြတ္စလင္မ်ားကုိ ႏိုင္ငံျခားသားမ်ားသဖြယ္ ခဲြျခားႏွိမ့္ခ်မႈမွန္သမွ်ကုိ ျပင္းထန္စြာ ရႈံ႕ခ်သည္။ ျမန္မာမြတ္စလင္မ်ားကို ျမန္မာႏိုင္ငံသားမ်ားအျဖစ္ အဂၤလိပ္ေခတ္ သန္းေကာင္စာရင္းမ်ားတြင္ ထည့္သြင္းခဲ့ရုံမက ၁၉၄၆ ေဖေဖၚဝါရီလတြင္ က်င္းပေသာ ႏုိင္ငံလုံးဆုိင္ရာ ေရႊတိဂုံအလယ္ပစၥယံ ညီလာခံႀကီးကလည္း ျမန္မာ(ဗမာ)မြတ္စလင္မ်ားကုိ တုိင္းရင္းသားမ်ားအျဖစ္ ထပ္မံအတည္ျပဳျပီးျဖစ္သည္။ ၁၉၈၂ ႏုိင္ငံသားဥပေဒ မတုိင္ခင္အထိ တုိင္းရင္းသား (၁၄၄)မ်ိဳးတြင္ တုိင္းရင္းသား တစ္မ်ိဳးအျဖစ္ ျမန္မာမြတ္စလင္မ်ား ပါရွိခဲ့သည္။ စစ္အာဏာရွင္စနစ္ကုိ ဆန္႔က်င္ေသာ ဘဝတူ ျမန္မာအပါအဝင္ တုိင္းရင္းသားအခ်ိဳ႕သည္ စစ္အာဏာရွင္စနစ္က မိမိအာဏာ သက္ဆုိးရွည္ေရးအတြက္ ျမန္မာ မြတ္စလင္မ်ားကုိသာ နစ္နာေစေသာ လူမ်ိဳးခဲြျခားေရး(Divide and Rule) မူအရ ျပဌာန္းေသာ ၁၉၈၂ခု ႏိုင္ငံသားဥပေဒႏွင့္ နဝတေခတ္က်မွ တစ္ဖက္သတ္ အမိန္႔အာဏာႏွင့္ ထုတ္ျပန္ေသာ လူမ်ိဳး(၁၃၅)မ်ိဳးကုိသာ အသိအမွတ္ျပဳျပီး ျမန္မာမြတ္စလင္မ်ားကုိ ျငင္းပယ္ေနျခင္းအတြက္ လြန္စြာ ဝမ္းနည္းမိသည္။ (ျမန္မာမြတ္စလင္အမည္သည္ ဘာသာေရးႏွင့္ တဲြေနသျဖင့္ အမည္သစ္ ေျပာင္းလဲရန္ လုိအပ္ခ်က္ရွိသည္ကုိ အသိအမွတ္ျပဳသည္။)

၁၁။ ႏုိင္ငံေတာ္သမၼတရုံးက ေနာက္ကြယ္မွ ၿကုိးကုိင္လႈပ္ရွားေနေသာ လူပုဂၢိဳလ္ႏွင့္ အဖဲြ႕အစည္းမ်ားရွိေၾကာင္း သိထားသျဖင့္ ေဖၚထုတ္အေရးယူမည္ဆုိသည့္အတုိင္း အေျပာမဟုတ္ အလုပ္ႏွင့္ျပရန္ အခ်ိန္တန္ျပီျဖစ္ေၾကာင္း အေလးအနက္ ေတာင္းဆုိသည္။

၁၂။ ျမန္မာမြတ္စလင္မ်ားသည္ မိမိ၏ ေမြးရာပါ တုိင္းရင္းသားအခြင့္အေရးမ်ား အျပည့္အဝရရွိေရး၊ မိမိကုိယ္ကုိ မိမိကာကြယ္ေရးႏွင့္ ႏုိင္ငံသားတစ္ေယာက္၏ တာဝန္ကုိ တန္းတူရည္တူ ထမ္းေဆာင္ႏိုင္ေရးအတြက္ ဘဝတူ တုိင္းရင္းသားမ်ားႏွင့္ လက္တဲြျပီး ျငိမ္းခ်မ္းေသာနည္းလမ္းမ်ားျဖင့္ မဆုတ္မနစ္ မရ မေန လုပ္ေဆာင္သြားမည္ျဖစ္ေၾကာင္း အတိအလင္း ေၾကျငာလုိက္သည္။

ရခိုင္ျပည္နယ္ရိွ မြတ္စလင္မ်ားကို အၾကမ္းဖက္တိုက္ခို္က္ရန္အတြင္ အစျပဳျဖစ္ခဲ့သည့္ ေက်ာက္နီေမာ္ေက်းရြာသို႔ ကာကြယ္ေရးဝန္ၾကီးဌာနမွ  ဒုတိယ ဗိုလ္ခ်ဴပ္ၾကီး လွမင္း ႏွင့္ အဖြဲ႔ဝင္မ်ားေရာက္လာျပီး မြတ္စလင္ႏွင့္ ရခိုင္ေခါင္းေဆာင္မ်ားအား တဖက္လွ်င္ (၁၅) ေယာက္ဆီေခၚယူေတြ႔ဆံုခဲ့ပါသည္။
