Walaupun perkongsian status ini adalah baik, namun adalah lebih baik dan bermakna jika sebagai ibu bapa kita mengetahui sedikit sebanyak apakah itu Leptospirosi
s. Walaupun agak baik kita menghindari diri daripada pergi ke taman tema air yang kita sendiri kurang yakin tahap kebersihannya, adalah baiknya kita juga mengetahui medium lain yang mampu menyebabkan merebaknya penyakit ini.

Apa sebenarnya adalah Leptospirosis?
Leptospirosis adalah penyakit bakteri disebabkan oleh genus Leptospira. Ia memberi kesan kepada manusia dan haiwan, seperti mamalia, burung, amfibia, dan reptilia. Ia juga dikenali sebagai penyakit Weil, demam canicola, demam canefield, demam nanukayami, dan demam 7-hari.

Ia pertama kali ditemui oleh Adolf Weil pada tahun 1886 sebagai satu penyakit berjangkit akut yang menyebabkan pembesaran limpa, kondisi demam kuning dan nephritisâ

Punca Leptospirosis

Leptospirosis sebenarnya adalah jangkitan bakteria yang jarang berlaku pada manusia. Jangkitan biasanya terjadi kepada manusia kerana pendedahan kepada air tawar yang telah dicemari oleh air kencing haiwan untuk bersentuhan dengan kulit yang luka yang tidak sembuh atau melecet, mata atau dengan membran mukus. Jenis penyakit ini adalah lebih ketara di kawasan tropika dan kawasan sanitasi yang kurang memuaskan di bandar. Haiwan peliharaan juga boleh menyebabkan pendedahan Leptospirosis.

Jadi jelas jika jangkitan telah berlaku, tempat tersebut tidak mematuhi tahap kebersihan yang cukup memuaskan.

Gejala Leptospirosis termasuk:

menggigil
ruam
Jaundis
Cirit-birit
muntah
demam yang tinggi
sakit otot
mata merah
sakit perut
sakit kepala yang teruk

Sesiapa yang berpendapat anak-anak mereka atau mereka sendiri telah terdedah kepada syarat- syarat di atas dan mengalaminya penting bagi anda memberitahu doktor anda secara lengkap apa yang telah berlaku dan ianya menepati ciri-ciri tersebut. Komunikasi kepada doktor atau pakar anda adalah penting dalam setiap tindakan yang melibatkan kesihatan anak anda dan anda sendiri. Kalau anda takut terlupa, catatkan di dalam buku nota dan sampaikan kepada doktor anda. Jika anda tidak berpuas hati dan merasakan gerak hati anda berat mengatakan kemungkinan itu tinggi, pergi berjumpa pakar yang lain. Bertemu seberapa banyak pakar yang anda rasa perlu sehingga anda puas hati. Allah SWT tidak memberikan gerak hati itu tanpa apa2 fungsi, apatah lagi gerak hati seorang ibu.

Jika tidak dirawat dengan segera, pesakit boleh membangunkan kondisi tersebut:

meningitis
kegagalan hati
kerosakan buah pinggang
masalah pernafasan

Kematian akan berlaku pada jangkitan jarang-jarang berlaku namun jika ianya berlaku kerana kes tidak mendapat rawatan awal yang memuaskan. Maksudnya, jangkitan telah berubah menjadi kondisi yang saya sebut di atas (malah kebanyakan jangkitan sebenarnya membangun menjadi kondisi yang merbahaya kerana tiada rawatan awal)

Rawatan bagi Leptospirosis

Langkah-langkah terapi sokongan boleh di beri sebagai sokongan kepada ubat-ubatan yang telah diberikan, ini termasuk detoxication dan normalisasi keseimbangan hidro-elektrolisis.

Jangan takut untuk memberi air kelapa ketika demam (kerana kononnya habis mencuci ubat di dalam badan - tidak ada kajian yang menunjukkan sebaliknya malah terdapat banyak kajian menyatakan ianya tinggi bahan galian yang mampu memberi keseimbangan hidro-elektrolisis)

Rawatan Leptospirosis melibatkan dos antibiotik yang tinggi. Rawatan antibiotik adalah yang paling berkesan apabila dimulakan pada awal kursus penyakit. Namun sebagai alternatif, high vitamin C doses sudah terbukti menyelamatkan pesakit Swine Flu dan penggunaan probiotik seperti LactoGG mampu merawat Rotavirus jika digabungkan dengan rawatan keseimbangan hidro-elektrolisis. Begitu juga high doses of anti oxida seperti jus ekstrak olivenol yang mampu mengurangkan gejala oxidasi akibat jangkitan.

Last but not least. Setiap anak yang nutrisinya cukup pastinya dapat melawan penyakit. Di sini kepentingan pada pemberian makanan yang kaya nutrient, kurang pergantungan kepada makanan yang di proses dan tinggi bahan pengawet dan tinggi gula putih. Ini kerana makanan tersebut menghalang penyerapan nutrisi penting di dalam badan anak. Anda boleh membuat rujukan lanjut dengan mencari "hidden hunger" yang dialami oleh ramai kanak-kanak zaman ini. Setiap anak-anak perlukan 7 hingga 9 hindangan sayur dan buah-buahan segar. Ini kerana ia dapat membekal phytonutrient yang mampu melawan jangkitan.

Jika anak terkena demam, berikan mereka sup yang kaya protein - contohnya sup daripada tulang, direneh perlahan dan kemudiannya dimasukkan sayur-sayuran hijau (jangan terlalu lama) Apabila infeksi berlaku, badan berlawan dengan virus untuk mendapatkan sumber protein dan nutrient. Jika "simpanan" kita lebih dari cukup, kita pasti mampu melawan jangkitan.

Pastikan juga kesimbangan hidup. Kurangkan stress, bawa anak-anak beriadah dan bersenam apabila berpeluang berbuat demikian. Vitamin D hanya boleh didapati daripada matahari, dan para saintis di Harvard sendiri mengakui ia mampu mengurangkan jangkitan respitori pada Mongolian schoolchildren.

Mengekalkan persekitaran yang bersih
Menyimpan makanan sewajarnya
Kurangkan minuman dalam tin

Seharusnya kita berusaha bersungguh-sungguh dalam melawan jangkitan ini. Namun kadangkala Allah SWT itu Maha Mengetahui dan kadangkala dititipkan dugaan dalam bentuk kematian walaupun kita telah berusaha sedaya kita. Anggaplah kematian itu sebagai rahmat - nah...kerana kematiaan yang disebut ini, saya sibuk mengali ilmu tentang Leptospirosis ini (kalau tidak, saya pun leka juga Masya Allah) Tinggi rahmat pengorbanan anda dalam memberi kesedaran pada umat. Saya sedekahkah Al Fatihah pada keluarga mangsa dan moga mangsa menjadi ahli syurga kelak.

Yang pasti pencegahan permulaan menentukan course and effect later.

"Haramjadah" Najib Terus Menimpa Saham Felda. Ditutup Menyamai Harga IPO!

Hari ini dalam sejarah - harga saham Felda Global Ventures Holdings Berhad pertama kalinya ditutup pada paras harga penyenaraiannya (RM4.55).

Timbalan Menteri di Jabatan Perdana Menteri, Datuk Ahmad Maslan tiba-tiba melenting dengan berkata, selain kejatuhan harga komoditi sawit, laporan negatif terhadap Felda Global Ventures Holdings Bhd (FGV) merupakan antara punca harga saham syarikat gergasi perladangan itu jatuh.

"Ini (laporan negatif) antara puncalah. Hari itu tuduh Genting ada RM400 juta saham dalam Felda. Saham ini bergantung pada emosi juga, malaysiakini dipetik.

"...di antara saya sebut (laporan negatif punca saham jatuh). Selain daripada pasaran sawit dunia. Mereka ini jahat betul. Saya tak pernah tengok dalam dunia manusia sejahat mereka ini.

"Saudara pernah jumpa? Malaysiakini pernah (jumpa)?," katanya dalam sidang media selepas persidangan Perhimpunan Agung Umno ke-66 di PWTC hari ini.

Ahmad yang juga ketua penerangan Umno berkata demikian ketika mengulas soalan pemberita berhubung kemerosotan harga sahamyang dibangkitkan oleh kumpulan yang menentang penyenaraian FGV.

Malaysiakini pada 12 November lalu melaporkan saham FGVH buat pertama kalinya diniagakan di bawah paras harga penyenaraian RM4.55 ke paras RM4.53.

Pada hari ini, harga saham berkenaan hari ini susut empat sen, atau 0.87 peratus kepada RM4.55 sehingga pukul 11.33 pagi setelah penganalisis menjangka keputusan suku ketiga yang kurang memberangsangkan untuk FGV.

Laporan Bernama hari ini memetik kenyataan seorang penganalisis yang berkata unjuran keputusan suku ketiga yang kurang memberangsangkan itu disebabkan oleh harga minyak sawit mentah (MSM) yang lemah dan pengeluaran tandan buah segar (FFB) yang rendah semasa tiga bulan dalam kajian.

Menurut penganalisis itu lagi, FGVH juga mungkin berhadapan dengan masalah pokok sawit tua - sebanyak 53 peratus daripada 320,000 hektar ladang sawitnya.

Siege of Malta

A hot and fetid June night on the small Mediterranean island of Malta, and a Christian sentry patrolling at the foot of a fort on the Grand Harbour had spotted something drifting in the water. The alarm was raised. More of these strange objects drifted into view, and men waded into the shallows to drag them to the shore. What they found horrified even these battle-weary veterans: wooden crosses pushed out by the enemy to float in the harbour, and crucified on each was the headless body of a Christian knight. 

 

This was psychological warfare at its most brutal, a message sent by the Turkish Muslim commander whose invading army had just vanquished the small outpost of Fort St Elmo - a thousand yards distant across the water. Now the target was the one remaining fort on the harbour front where the beleaguered, outnumbered and overwhelmed Christians were still holding out: the Fort St Angelo. The Turkish commander wished its defenders to know that they would be next, that a horrible death was the only outcome of continued resistance. But the commander had not counted on the mettle of his enemy - the Knights of St John. Nor on the determination of their leader Grand Master Jean Parisot de la Valette, who vowed that the fort would not be taken while one last Christian lived in Malta. On news of the grotesque discovery of the headless knights - many of them his personal friends - Grand Master Valette quickly ordered that captured Turks imprisoned deep in the vaulted dungeons of the fort be taken from their cells, and beheaded one by one. 

 Then he returned a communiquè of his own: the heads of his Turkish captives were fired from his most powerful cannon direct into the Muslim lines. There would be no negotiation, no compromise, no surrender, no retreat. We Christians, the Grand Master was saying, will fight to the death and take you with us. The Siege of Malta in 1565 was a clash of unimaginable brutality, one of the bloodiest - yet most overlooked - battles ever fought. It was also an event that determined the course of history, for at stake was the very survival of Christianity. If vitally strategic Malta fell, the Muslim Ottoman Empire would soon dominate the Mediterranean. Even Rome would be in peril. The Muslims had hundreds of ships and an army tens of thousands strong. The Christians were a ragtag bunch of just a few hundred hardbitten knights and some local peasant soldiers with a few thousand Spanish infantry. Malta looked doomed. That the Hospitaller Knights of St John existed at all was a minor miracle. 

They were a medieval relic, an order established originally to look after ailing pilgrims to the Holy Lands during the Crusades 300 years earlier - other orders of the Crusades, such as the Knights Templar, had been extinct for two-and-a-half centuries. They came from countries all over Europe: Germany, Portugal, France, Spain. All that united them was a burning desire to defend Christendom against what they perceived as the ever-encroaching tide of Islam. Yet by the 16th century, an age of the increasing power of nation states, these trans-national zealots were viewed as an embarrassing anachronism by much of Europe. Already the Turks had forced them from their earlier home, the island of Rhodes. Now the knights had moved to Malta - and were threatened once more. So savage was the fighting, so mismatched the two sides and so important the moment, that I chose the Siege of Malta as the subject of my latest novel, Blood Rock. It was the stage, as we thriller writers say, for epic and mind-blowing history. But as I researched for my book, I came to realise that what happened on Malta more than 400 years ago is salutary in today's context. For as we know only too well, religious extremism, terror tactics and barbarism still exist. 

Malta was no mere siege. It teaches us many things: the need for courage and steadfastness by an entire populace in the face of threat; the fragility of peace; and the destructiveness of religious hate. Suleiman the Magnificent, Sultan of Turkey and pitiless ruler of the Ottoman Empire, stared out upon the glittering waters of the Golden Horn estuary of Istanbul. He was the most powerful figure on the planet - his titles included Vice-Regent of God on Earth, Lord of the Lords of East and West - and Possessor of Men's Necks on account of his habit of beheading servants who displeased him. His realm and absolute remit stretched from the gates of Vienna to the gardens of Babylon, from Budapest to Aden. He was one of the richest men of all time who never wore the same clothes twice, ate off solid gold plates encrusted with jewels, and took his pleasure in a harem of more than 300 women. 

 An octogenarian, he was utterly ruthless, employing an assassination squad of deaf mutes to strangle traitors. (The reasoning was that they could never be influenced by the pleas for mercy of their victims, nor tell any tales.) Suleiman had used them to dispatch both his Grand Vizier (his prime minister) and his favourite sons. Less worthy subjects could be executed by pouring molten lead down their throats. Yet by the standards of the day and his own dynastic line he was not especially violent. Other sultans had done worse: one, tiring of his womenfolk, had drowned his entire harem - some several hundred strong - in muslin sacks at the bottom of the Bosphorus; a second had written into the royal prerogative that he could shoot ten or more citizens a day with his bow and arrows from the roof of his palace. Suleiman controlled the greatest fighting force in the world. Before him lay an armada of 200 ships ready to sail, an army of 40,000 troops on board. He planned to wipe the barren rock of Malta and the Knights of St John from the map. These knights lived by raiding and disrupting his Ottoman shipping routes. 

The last straw had been their capture of the prized ship of his powerful courtier the Chief Black Eunuch. Because all his "parts" had been cut off by a clean sweep of a razor - a metal tube had been inserted into his urethra and the wound cauterised in boiling oil - the eunuch was also entrusted to look after Suleiman's harem. The Sultan did not expect undue trouble exacting his revenge. A mere 700 knights stood in his way. Such a rabble would be quickly cleared. The Turkish fleet headed across the Mediterranean in March 1565. Aboard the ships were the elite janissary shock-troops - the "Invincible Ones" - who had carried Islam across Europe with the slashing blades of their scimitars. Accompanying them were the blackplumed cavalry corps and the infantry as well as the drug-crazed Iayalars who wore the skins of wild beasts and whose raison d'etre was to reach paradise through death as they slit infidel Christian throats in battle. In late May 1565, the invasion force arrived at the island. The knights awaiting them enjoyed good intelligence of their plans and had asked for assistance from the Christian armies of European nations. Every kingdom spurned their request - other than Sicily, which said that if the knights held out, help would eventually come. 

You have probably never heard of Fort St Elmo. It is a small star-shaped structure sited at the tip of what is now the Maltese capital Valletta on the north shore of Grand Harbour. In late May 1565, it was where the full might of the Turk artillery was unleashed, a hellish crucible that would forge the future course of our modern age. For days the invaders pounded the tottering and crumbling edifice, reducing its limestone walls to rubble, creating a dust cloud. The knights refused to yield. At night, Valette sent reinforcements from St Angelo by boat across Grand Harbour, in the knowledge they were heading to their deaths. After the artillery, the attacks went in, wave upon wave of screaming and scimitar-wielding Turks, trampling over the bodies of their own slain, laying down ships' masts to bridge the debris-filled moat into which the walls of St Elmo had slid. Each time they were met by the ragged and diminishing band of defenders, fighting with pikes and battle-axes, firing muskets and dropping blocks of stone, throwing fire-hoops that set ablaze the flowing robes of the Muslims and sent them burning and plummeting to their deaths. 

The fire-hoops - covered in flax and cotton, dipped in brandy and coated with pitch and saltpetre - were the knights' own invention. Dropped blazing over the bastion walls, they could engulf three Turks at a time. For 30 days, cut off and doomed, the soldiers of St Elmo prevailed. The Turkish general had expected the fort to fall within three. Late at night on Friday June 22, 1565, the few hundred survivors from an original garrison of 1,500, sang hymns, offered up prayers, defiantly tolled their chapel bell and prepared to meet their end the next day. Those unable to stand were placed in chairs behind the shattered ramparts, crouching low with their pikes and swords to await the final assault. When it came, and the entire Turkish army descended as a howling mass, the handful of Christians still managed to fight for several hours. Eventually the Ottomans took their prize. 

The crescent banners of the Grand Turk flew above the ruins, the heads of the knights were raised on spikes, and the crucified bodies of their officers were floated across to Fort St Angelo on the far side of the harbour. The Turks had lost time and up to 8,000 of their crack troops. Summer heat was rising, disease and dysentery spread throughout the Muslim camp, and the dead lay piled around the blackened remnants of the seized fort. deserted the knights - the princes of Europe had abandoned them. But Grand Master Valette was not about to quit. Scenes of heroism and horror abounded in the terrible days that followed. There were extraordinary characters: Fra Roberto, the priest who fought on the battlements with a sword in one hand and a cross in the other; the two English "gentlemen adventurers" who arrived belatedly from Rome to take part in the action; Valette himself, who stood unyielding in the breach and used a spear to battle hand-to-hand against the foe. Others had led desperate sallies against the Ottoman, harrying their labour corps, sniping at commanders, spiking their guns. But the enemy, too, had their brave and vivid figures. 

Among them was Dragut, the most feared corsair of his day, whose skill and dash had served the Sultan well. A cannonball splinter did for him. Yet the siege continued, the target now St Angelo, the final and fortified enclave of the knights on the southern side of Grand Harbour. The Turks tried every twist and tactic in their military manual. They tunnelled beneath the Christian defences to bury gunpowder and blow the knights to bits. The Maltese responded with their own mines to blow up the tunnels and there were terrible skirmishes below ground. Next the Turks drew up siege engines, giant towers designed to pour their infantry direct on to the battlements. The knights removed stones at the base of the battlement walls so that they could run out cannon through the openings they had created, and blast the siege engines apart. On several occasions those walls were breached, the Turks rushing through eager to slaughter all in their path. Triumph seemed at hand but they found too late that the knights had improvised an ambush, creating a killing zone into which they were funnelled and slaughtered. 

Success for the Turks was slipping away. The furnace temperatures of July and August sapped morale and strength; the sense of failure clung as pervasively as the surrounding stench of death. The Turks' commander, Mustapha Pasha, marched inland to take the walled city of Mdina, only to withdraw when scouts informed him of its substantial and well-armed garrison. It was a trick. Mdina was largely undefended, its governor ordering women and children to don helmets, carry pikes and patrol the walls. Frantic, with casualties mounting and autumn storms looming, the Turks rolled a giant bomb - a fiendish barrel-shaped object packed with gunpowder and musketballs - into the Christian positions. The knights promptly rolled it back and it blew a devastating hole in the massed and waiting Muslim ranks. It rained. Believing the gunpowder of the knights to be damp, their muskets and cannon useless, Mustapha Pasha again sent his troops forward. They were met by a hail of not only crossbow bolts but gunfire, for Valette had anticipated such an moment, setting aside stores of dry powder. 

Finally, relief reached the knights in the form of a small army from Sicily. Believing the enemy reinforcements too weak to be of any consequence, Mustapha Pasha angrily ordered his troops - who had bolted on hearing of the new arrivals - to turn back and march towards them. It was the last of his many grave blunders. The cavalry of the relief force charged, then the infantry, tearing into the Turkish centre, putting it to flight. Rout turned to bloodbath. The once-proud Ottoman force scrambled in disarray for its ships, pursued across the island, cut down and picked off at every step. Thousands died and the waters of St Paul's Bay ran red. Of the 40,000 troops that had set sail in the spring from Constantinople, only some ten thousand made it home. Behind them they had left a scene of utter devastation. Almost the entire garrison commanded by Jean Parisot de Valette - after whom the city of Valletta is named - had perished. Now, after 112 days of siege, the ragged handful of survivors limped through the blitzed wreckage of their lines. 

Malta was saved, for Europe and Christianity. The Knights of St John had won. History has moved on - the island withstood another siege which played a key role in the saving of civilisation in the 1940s, this time against Hitler's forces. Today, the hotel and apartment developers have moved in. Rarely is the 1565 Great Siege of Malta mentioned. Hardly ever do visitors to the island dwell on such an ancient and forgotten incident. But I have stood in that tiny chapel recessed in the walls of Fort St Elmo, the very place where defenders took their last holy sacrament on a June night long ago. We owe those knights. Their sacrifice was immense, their effect on our lives more profound than we may know. Yet religious fanaticism continues, and global powers will still fight over a piece of barren rock. 大山腳南美園宏願組屋 月入2500以下可申請

 (大山腳24日訊)為減輕中下階層民眾的租屋負擔,檳州房屋局已批准及特別開放給月入少過2500令吉的民眾,申請大山腳南美園宏願組屋。

 宏願組屋于1999年建成,分成2座共912個單位,其中488個單位有人居住,其余424個仍空置。

 為免逾400個單位繼續空置,檳州房屋局特別寬容,公開給月入少過2500令吉的民眾申請入住上述單位。

 檳州城市及鄉村規劃與房屋委員會主席黃漢偉說,申請居住宏願組屋的條件需月入至少1500令吉,由于檳州政府考慮到月入少過2500令吉的民眾不被邊緣化,經過多次研究和商討,該局決定作出上述決定。

 他說,目前宏願組屋有199個華裔租戶、巫裔租戶有193個、印裔有64個租戶,其余25個租戶資料不全。

 他今日在宏願組屋主持"各政府部門展覽會"開幕禮時,這么指出。

耗20萬提升基設

 黃漢偉說,為提升宏願組基本建設,該局今年也耗資20萬6349令吉,作為重修圍牆及維修已腐蝕窗框和地磚用途,明年該局也計劃再耗資101萬令吉,維修和裝置6台升降機、維修已破損的水槽和120個損壞空置單位。

 檳州財政司拿督莫達說,為提升宏願組屋治安,希望當地居民響應成立志願治安巡邏隊的號召。

 他說,宏願組屋周圍的基本建設不輸給其他住宅區,周圍有公共游泳池、商業中心、巴剎和四通八達的交通系統,可是卻鮮少人申請入住,造成宏願組屋有424個單位被空置多年無人居住。

住戶拖欠逾118萬租金

行動黨巴東拉浪區州議員陳宗興說,根據檳州房屋局記錄,至今年11月,拖欠宏願組屋租金的數額,高達118萬9000令吉。

他說,在488個單位中,只有105個單位住戶有按期攤還月租。
"這筆大數目,若全部都能獲欠租者攤還,將可作為提升宏願組屋各項基本建設用途。"

他說,宏願組屋的居民目前所面對的問題,是治安不靖和基本建設不足問題,因此經過多次向檳州房屋局商討后獲得州財政司同意,成立"檳州志願治安巡邏隊"。

他說,有意成為宏願組屋的檳州志願治安巡邏隊者,可直接將個人資料提呈給宏願組屋管理層,經過有關單位核准后,便可正式投入服務。

(檳城27日訊)阿依淡巴剎公廁成功"擊敗"檳島56間公廁,榮登州政府主辦的"2012年世界廁所日"冠軍寶座;週二,該區州議員黃漢偉率領記者突擊這間最清潔公廁時,還發現有清潔工友正在清理廁所,廁所清潔明亮,果然是名副其實。

舊關仔角公廁在這項比賽中奪得亞軍,季軍則是峇都丁宜邁亞密海灘公廁。
無論如何,根據了解,在州議員未抵達的一小時前,市政局工友相信是收到"風聲"而在廁所置放盆栽,進行最後一分鐘的美化,在當地營業的部分小販揶揄檳島市政局清潔工友臨時"趕工"。

小販揶揄臨時美化
 
根據記者觀察,鋪上淡色系列地磚及白色牆磚的公廁內部不僅乾淨,同時通風系統也非常良好,有別於一般公廁面對的內部潮濕、悶熱及積水問題。同時,該間公廁內也置放多盆綠色植物作為美化,廁所馬桶及馬桶座板也非常乾淨,大多數基本設備都很完善。
黃漢偉也公開讚揚負責清理該間廁所的檳島市政局清潔工友,及答應主辦一場宴會慰勞這批工友。他披露,上述公廁在巴剎還未進行提升工程時,內部衛生狀況確實不理想,然而隨著巴剎提升工程一併竣工的公廁,目前其衛生、美觀及實用程度可媲美五星級廁所。
通風系統好基設佳
"這間公廁是從清晨6時許開放至午夜12時許關閉,由此可見,使用公廁的人數確實非常驚人,因此負責清理衛生的工友,必須輪班才能維持公廁的清潔。"
他直言,這項獎項的幕後"功臣"除了負責清理廁所的工友,同時包括給予高度配合及保持廁所環境的清潔的民眾,因此他再三感謝大家的支持。週二上午,檳島市 政局衛生環境小組高級官員符國明,移交州政府主辦的"2012年世界廁所日"冠軍獎杯及2000令吉模擬支票,由黃漢偉接領。由於,得獎的公廁是歸檳島市 政局負責為衛生清理工作,因此該筆2000令吉獎金將納入檳島市政局。
黃漢偉將撥款修巴剎屋頂
黃漢偉指出,其助理黃振部告訴他,阿依淡巴剎周邊34個攤位小販,面對屋頂漏水的問題,因此他將從選區撥款中撥出約7萬令吉,作為維修屋頂費用。
"這項工程最快大約是在12月14日開始,而且工友會等待巴剎收市後才進行維修工程,並連夜趕工務必在一兩天內竣工。"他披露,這項維修阿依淡巴剎周邊攤位屋頂工程,不會對巴剎小販造成任何影響,因此他希望小販不要慌張。
黃漢偉在拜訪阿依淡巴剎小販、巡視公廁及分發2013年日曆給民眾時,如是向記者透露。其助理黃振部也提及,受影響的34個攤位小販大多數經營雜貨及蔬菜類的販商。
週二上午,黃漢偉在分發2013年日曆給民眾時,不忘記幽默的吩咐民眾記得檢查日曆,因為說不定能從中看到"大選日子"。

EIGHT Penang Municipal Council (MPPP) janitors were rewarded for their hard work when the Air Itam market public lavatory, which they were assigned to upkeep, was adjudged the winner of the Penang Cleanest Toilet competition.

The results, which were announced last Friday in conjunction with World Toilets Day, saw the Air Itam wet market beating 56 other public toilets.

The Padang Kota public toilet and the one in Miami Beach, Batu Ferringhi bagged the second and third placing respectively.

State Town and Country Planning, Housing and Arts Committee chairman Wong Hon Wai praised the MPPP workers, saying it was the joint effort of the janitors, who worked thoroughly on a schedule from 6am to midnight daily to ensure cleanliness.

"They also made sure that there was proper sanitation and lighting. They made the toilets looked clean and new every day. Traders and market goers as well as tourists use the Air Itam market public toilet frequently as it is located near tourist spots such as Kek Lok Si Temple and Penang Hill. Therefore, it is commendable that they were able to do such a good job considering the high number of people using the toilet every day," he said.

Earlier, Wong, who is the Air Itam assemblyman, presented RM2,000 and a trophy to the MPPP workers as a token of appreciation during his visit to the market on Tuesday.

The competition, which was held in conjunction with the Penang Clean Toilets Campaign, was launched on March 5.

The first phase of the competition was carried out between May and July while shortlisted toilets which had obtained the four-star and five-star grading advanced onto the second phase held from August to end of October.





Various criteria such as lighting, sanitation, signages, cleaning schedule, maintenance and adequacy of water supply were taken into account during the evaluation.


[DEDAH] Najib PM Paling Boros Belanja Duit Petronas

Perdana Menteri, Datuk Seri Najib Razak merupakan Menteri Kewangan paling boros sehingga memaksa Petronas menyumbang dividen pada kadar paling tinggi dalam sejarah negara.

Timbalan Presiden PKR, Azmin Ali mendedah, tidak pernah ada Menteri Kewangan atau Perdana Menteri yang paling banyak menggunakan dana Petronas kecuali Najib.

Berdasarkan sumber Kementerian Kewangan dan Jabatan Statistik memaparkan, sepanjang Datuk Seri Anwar Ibrahim menjadi Menteri Kewangan, Petronas menyumbang dividen pada kadar RM3.1 bilion dari tahun 1992 sehingga tahun 1997.

Jumlah dividen yang disumbangkan Petronas semasa Tun Abdullah Badawi menjadi Menteri Kewangan pula, sebanyak RM9.1 bilion disumbangkan pada tahun 2004, RM11.0 bilion bagi tahun 2005, RM18.0 bagi tahun 2006 dan RM24.0 bilion untuk tahun 2007.

Sementara itu, ketika zaman Najib pula, sebanyak RM30.0 bilion dividen disumbangkan secara konsisten dari tahun 2009 hingga tahun 2011.

"Tatkala Anwar berusaha mengurangkan hutang negara, berbelanja secara berhemah sehingga pendapatan mengatasi perbelanjaan tanpa membebankan Petronas dan memacu pertumbuhan ekonomi sehingga 10 peratus, Datuk Seri Najib mengambil 10 kali ganda lebih banyak wang Petronas.

"Hutang negara meningkat lima kali ganda, bajet defisit berlarutan selama 14 tahun dan pertumbuhan ekonomi tetap lembap pada kadar sekitar empat hingga lima peratus sahaja," katanya pada satu sidang media di Ibu Pejabat PKR.

Azmin tampil hari ini mempertahankan kreadibiliti dan kemampuan Ketua Umum PKR, Datuk Seri Anwar Ibrahim mengemudi ekonomi negara ekoran serangan Najib semalam dalam perhimpunan agung Umno.

Jelas Azmin, pencapaian ekonomi Najib tidak pernah sekalipun mengatasi pencapaian Anwar yang berjaya memacu pertumbuhan ekonomi negara sehingga mencecah 9-10 peratus dalam tempoh menjadi Menteri Kewangan.

Manakala Najib yang mula menjawat jawatan Menteri Kewangan sejak tahun 2009 membawa ekonomi ke arah sebaliknya dan menjurus kepada kegawatan sedangkan negara jiran seperti Indonesia kekal berkembang pesat.

Selain itu, Najib Razak juga gagal mengatasi masalah hutang walaupun ditinggalkan Anwar dalam keadaan cukup baik.

Azmin turut menegaskan, modus operandi serangan terhadap Anwar mengenai kreadibiliti pentadbiran ekonomi kembali digunapakai menjelang Pilihan Raya Umum ke-13 (PRU-13) untuk menakut-nakutkan rakyat kononnya negara akan muflis jika Umno-BN tidak diberikan kuasa memerintah.

"PRU-13 rakyat tetap memilih Pakatan Rakyat. Maknanya rakyat yang matang tidak akan terpengaruh dengan propaganda politik Umno-BN yang meremehkan keupayaan rakyat untuk menilai pencapaian ekonomi negara dibawah kepimpinan Anwar sebagai Menteri Kewangan.

"Sekali lagi saya yakin rakyat pastinya menolak 'politics of fear' yang dibawa oleh Presiden Umno," katanya.

The Politics of Fear

The following article written by George Papandreou, former prime minister of Greece, was first posted in Huffington Post. His remarks are adapted from a roundtable discussion at the Berggruen Institute of Governance recent "town hall" meeting in Berlin.

To those who were surprised that the European Union received the Nobel Peace Prize, I say: "Think twice." This was not only a deserved award for Europe's contribution to bringing peace and stabilizing democracies in the recent past -- the Nobel Committee was also sending a clear warning to contemporary leaders. I could almost hear them saying: "On this difficult odyssey, don't abandon ship. In today's world, the EU is too valuable to squander."

It was an indirect but powerful rebuttal to the dangerous nationalist and populist rhetoric some politicians have adopted when describing the recent financial crisis.

This message couldn't have come at a better time.

Like ghosts from the past, we see political violence, xenophobia, migrants being scapegoated and extreme nationalism creeping into our public debates -- even into our parliaments. This is a Europe diverging from its founding principles. Principles that rendered nationalistic hatreds an anathema.

But it is these politics of fear that seem to have incapacitated Europe. A Europe seemingly incapable of ending this crisis, a fractious Europe. This has undermined a sense of trust between us and in our European institutions. This climate does not inspire confidence either in our citizens or the markets. Nor will our retreat into a renationalization of Europe be the solution.

Najib Perlu Berundur Jika Benar-benar Insaf

Perdana Menteri Datuk Seri Najib Razak digesa berundur jika perdana menteri itu bebar-benar sudah menginsafi segala kelemahannya.

Menurut Bendahari Dewan Pemuda PAS Perak Fakhrulrazi Mokhtar, Najib tidak boleh menganggap kesilapannya adalah perkara biasa dan berasa cukup dengan hanya meminta maaf.

Sebaliknya katanya, permohonan maaf itu perlu disusuli dengan meletakkan jawatan dan memberikan peluang kepada mereka yang lebih baik untuk menerajui negara.

"Permohonan maaf tersebut menggambarkan pelbagai kezaliman yang telah Umno lakukan sebelum ini dan Najib melihat perkara ini sangat kecil dan mudah dimaafkan.

"Najib seharusnya berundur dan melepaskan jawatannya jika beliau benar-benar insaf akan perbuatannya seperti yang dilakukan oleh pemimpin-pemimpin di Negara lain,"
kata beliau kepada Harakahdaily.

Sementara itu, mengulas Perhimpunan Agong Umno (PAU) kali ini beliau berpendapat ianya seoalah-olah tiada arah tuju.

Menurutnya, pimpinan dan perwakilan Umno menggunakan perhimpunan kali ini lebih kepada medan untuk menghentam dan memfitnah Pakatan Rakyat.

Katanya, pimpinan Umno hanya sibuk menghentam Pakatan Rakyat dan tiada langsung usaha gerak kerja dan strategi yang dicadangkan serta dibincangkan untuk menghadapi PRU13.

"Semua perwakilan daripada pemuda, wanita dan pimpinan tertinggi hanya menghentam dan memfitnah sebaliknya tiada langsung idea, strategi, dan gerak kerja yang bernas dilontarkan daripada perwakilan," katanya ketika ditemui Harakahdaily hari ini.

Menurutnya, perwakilan seharusnya menggunakan perhimpunan kali ini untuk memuhasabah diri dan mencari punca kenapa sokongan masyarakat kepada parti itu semakin berkurang.

Fakhrulrazi berkata, pemimpin Umno seolah-olah meragui akan kesetiaan ahli sendiri apabila terus menyarankan agar tidak mempercayai agenda Pakatan Rakyat.

"Mereka seolah-olah tidak yakin dengan sokongan ahli sendiri dan berusaha untuk memberi kepercayaan tinggi ahli kepada Umno," kata beliau lagi.

Beliau yang juga Timbalan Pengarah Pilihanraya Dewan Pemuda PAS Malaysia menjelaskan, suasana ini menggambarkan Umno semakin terdesak untuk meraih sokongan termasuk ahli sendiri.


‘No’ to Palestinian Statehood - The U.S. should cut funding to the Palestinian Authority if it proceeds with U.N. statehood By Brett D. Schaefer & James Phillips

The U.N. General Assembly is expected to vote today on a proposal to elevate the status of the Palestinian Authority. The PA is currently a permanent-observer "entity." It is seeking to become a permanent-observer "non-member state." Last year, the Obama administration blocked the PA's bid for full U.N. membership by threatening to use the U.S.'s Security Council veto, asserting that "efforts to delegitimize Israel will end in failure. Symbolic actions to isolate Israel at the United Nations in September won't create an independent state."

A unilateral declaration of Palestinian statehood would undermine all internationally accepted frameworks for peace, including U.N. Security Council Resolution 242 and the U.N.-sponsored Road Map for Peace, as well as other U.N. statements that call for a Palestinian state and delineation of borders through a negotiated mutual agreement with Israel. Diplomatically and rhetorically, the Palestinians would portray elevated status in the U.N. as validation of their unilateral declaration of statehood and use it to circumvent bilateral negotiations with Israel. This effort threatens both U.S. and Israeli interests, and the administration is right to oppose it.

 Moreover, if successful, the Palestinians could exploit their status as a non-member state to demand participation in international organizations in a manner consistent with that of other non-member states. The Palestinian Authority could then use the recognition of it by these organizations to launch diplomatic, political, and legal challenges to Israel. For instance, in 2009 the Palestinians asked the International Criminal Court (ICC) to extend its jurisdiction to the Palestinian territories and to investigate crimes allegedly committed by Israel. Earlier this year, the ICC prosecutor concluded that he does not have authority to initiate an investigation because the issue of Palestinian statehood is in question. The Palestinians would likely use their new status in the General Assembly to apply for membership in the ICC, which would obviate the organization's previous determination. Even without ICC membership, GA recognition of statehood would influence the organization.

Unfortunately, the Palestinian Authority has strong support in the General Assembly, with well over 100 countries publicly recognizing "Palestine" as a state. And its support could be much higher even than that, as countries such as France, which does not currently recognize "Palestine," have stated that they will also vote in favor. Even the United Kingdom, one of America's closest allies, has offered to vote in favor if the Palestinian Authority agrees to resume peace negotiations with Israel without preconditions, immediately, and agrees not to seek membership in the ICC or the International Court of Justice or to pursue war-crimes charges against Israel.

The British tactic is Pollyannaish. Even if the PA agrees to these conditions, there is no way to enforce their compliance once they are granted elevated status. Indeed, history is replete with examples of the Palestinians' having pocketed a concession while failing to honor their pledges. The Palestinian effort to use the U.N. to bolster its unilateral statehood claim is a serious threat to U.S. interests and undermines all internationally accepted frameworks for peace. If the vote on elevating the status of the Palestinian Authority in the General Assembly is held today, it is almost certain to succeed.

Over the past few months, the U.S. threatened to cut assistance to the PA in an effort to convince it to pull back. Undaunted, the Palestinians seem determined to proceed. Considering the administration's efforts to restore funding to UNESCO even after UNESCO granted membership to the PA, the Palestinians likely doubt that the U.S. will follow through. If the Obama administration proves them right by failing to act, it will encourage the Palestinians to undertake even rasher actions, both in diplomacy and in military affairs .

And so, if the Palestinian Authority proceeds, the Obama administration and Congress should respond immediately, in a direct and targeted fashion. Specifically, the U.S. should cut economic assistance to the Palestinian Authority and all funding for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Moreover, the U.S. must maintain and enforce current law prohibiting funding to organizations that grant recognition of the Palestinians in the absence of a peace treaty between the Palestinian Authority and Israel.

Weakening or eliminating current law, as the Obama administration has sought to do, would effectively encourage these organizations to recognize the Palestinians as a state. Representatives Ileana Ros-Lehtinen (R., Fla.) and Brad Sherman (D., Calif.) authored a bipartisan letter of opposition to the administration's effort to waive or amend the law, arguing that "weakening U.S. law . . . would undermine our interests and our ally Israel by providing a green light for other U.N. bodies to admit 'Palestine' as a member."

The Palestinians' effort to use the U.N. and its affiliated organizations to bolster its unilateral statehood claims is a deliberate attempt to isolate Israel and avoid concessions that would be necessary in negotiating a peace agreement with it. If the U.S. fails to act, it would send an unmistakable signal of weakness that would undermine its credibility for the remainder of President Obama's term. National Review

Palestinian's Triumph!!

About an hour ago, 4.30am New York time, the United Nations General Assembly voted overwhelmingly to recognise Palestine as a non-member state, giving a major diplomatic triumph to president Mahmud Abbas despite fierce opposition from the United States and Israel.

The 193-member assembly voted 138-9 with 41 abstentions for the resolution which enables the Palestinians to join UN agencies and sign international treaties.

The resolution upgrading the Palestinians' status (on par with the Vatican) was an embarassing diplomatic defeat to the US. Upon the announcement, a Palestinian flag was quickly unfurled on the floor of the General Assembly, behind their delegation.


Real independence, however, remains an elusive dream until the Palestinians negotiate a peace deal with the Israelis, who warned that the General Assembly action will only delay a lasting solution.

Israel still controls the West Bank, east Jerusalem, and access to Gaza, and it accused the Palestinians of bypassing negotiations with the campaign to upgrade their UN status.

US secretary of state Hillary Clinton had earlier criticised the bid by saying Abbas should renew negotiation with Tel Aviv first on how a peaceful solution can be worked out.

However, the US-brokered peace deal has remained as US-Israel 'diplomacy game' to deny the Palestinians of their sovereign rights.

Israel was worried if the new status would provide the legal basis for the Palestinians to charge the regime at the International Court of Justice for the crime it committed on the Palestinians.


The Brotherhood delusion By RICH LOWRY

The great, acerbic 19th-century satirist Ambrose Bierce defined a revolution as "an abrupt change in the form of misgovernment." He would understand events in Egypt since the fall of Hosni Mubarak very well. In the signature revolution of the Arab Spring, the country turned its back on a secular dictatorship only to fall into the arms of what looks like a budding Muslim Brotherhood dictatorship. Meet the new pharaoh, same as the old pharaoh. Except Egypt's old form of misgovernment may soon look progressive by comparison. Muslim Brotherhood President Mohamed Morsi's decree neutering the judiciary is the latest act in his steady consolidation of power. 

While he assiduously builds a dictatorship, the Obama administration just as assiduously tells itself bedtime stories about his good intentions. It's a perfect division of labor — he goes about his empire-building with a clear-eyed realism; we consider it through a gauzy lens of delusion. Since the end of Mubarak, the air has been thick with descriptions of the Muslim Brotherhood and Morsi as moderates, as basically no more than Islamic social democrats. Director of National Intelligence James Clapper called the Muslim Brotherhood "largely secular." If he had been speaking of the Church of England, he might have been right. Unfortunately, the Brotherhood's credo is, "Allah is our objective; the Quran is our law; the Prophet is our leader; Jihad is our way; and death for the sake of Allah is the highest of our aspirations." And it's not kidding. 

Morsi summarized his program during the campaign as "the sharia, then the sharia, and finally the sharia." (Unlike President Barack Obama, at least he had an agenda.) Eric Trager of The New Republic describes how Brotherhood recruiting emphasizes rigidity. "Throughout this process," he writes, "rising Muslim Brothers are continually vetted for their embrace of the Brotherhood's ideology, commitment to its cause, and — most importantly — willingness to follow orders from the Brotherhood's senior leadership." In sum, he says, it is "a cultish organization that was never likely to moderate once it had grasped power." 

Obviously, Trager would never make it as national intelligence director. After Mubarak's fall, we fooled ourselves about the level of support for the Brotherhood. We fooled ourselves about the Brotherhood abiding by its promise not to run for the presidency. We fooled ourselves about what a Morsi victory would mean for democracy. Why stop fooling ourselves now? Morsi staged his latest power grab on Thanksgiving Day in the immediate aftermath of working with Obama to get a cease-fire in hostilities between Hamas (a Muslim Brotherhood offshoot) and Israel. 

In a New York Times piece that ought to be preserved in amber as a record of 21st-century liberal naiveté, the paper reported that in his talks with Morsi, "Mr. Obama felt they were making a connection." How sweet. "He was impressed with the Egyptian leader's pragmatic confidence." And who can resist the lure of pragmatic confidence? "He sensed," the paper continued, in a gushing tone, "an engineer's precision with surprisingly little ideology." This is the most embarrassing man-crush misjudgment of a noxious foreign leader since George W. Bush claimed to have peered into Vladimir Putin's soul. Continue here to page 2 of the Politico

Fear Mongering

According to Wikipedia:

Fear mongering (or scaremongering or scare tactics) is the use of fear to influence the opinions and actions of others towards some specific end. The feared object or subject is sometimes exaggerated, and the pattern of fear mongering is usually one of repetition, in order to continuously reinforce the intended effects of this tactic, sometimes in the form of a vicious circle.




Barry Glassner wrote an excellent paper on Narrative Techniques of Fear Mongering AT THIS LINK. Please check it out if you have time.

Desperadoes employ fear mongering which is largely errors in reasoning that weak-willed or tunnel-visioned spectators/audience swallow lock, stock and barrel as nothing but the truth.

A lot of it can be traced to the poor quality of education one has experienced or to put it bluntly, the lack of education which completely obliterates critical thinking skills.

In his 1776 essay, "Thoughts on Government," John Adams observed, "Fear is the foundation of most governments; but it is so sordid and brutal a passion, and renders men in whose breasts it predominates so stupid and miserable, that Americans will not be likely to approve of any political institution which is founded on it." The Founding Fathers hoped the American people would possess the virtues and strength to perpetuate liberty. Unfortunately politicians over the past century have used trick after trick to send Americans scurrying to politicians to protect them.

President Woodrow Wilson pulled America into World War I based on bogus idealism and real fear-mongering. Evocations of fighting for universal freedom were quickly followed by bans on sauerkraut, beer, and teaching German in government schools. H. L. Mencken observed in 1918: "The whole aim of practical politics is to keep the populace alarmed and hence, clamorous to be led to safety—by menacing it with an endless series of hobgoblins, all of them imaginary." In Mencken's time he was often considered cynical. Subsequent developments have proven Mencken to be a prophet.

The Democratic Party relied heavily on the fear card in the 1920 presidential race. On the eve of the November vote that year Democratic presidential candidate James Cox declared: "Every traitor in America will vote tomorrow for Warren G. Harding!" Cox's warning sought to stir memories of the "red raids" conducted in 1919 and 1920 by Attorney General A. Mitchell Palmer, during which thousands of anarchists, communists, and suspect foreigners were summarily jailed and in many cases deported. The American people rejected Cox and embraced Warren Harding's promise of a "return to normalcy."

President Franklin Roosevelt put "freedom from fear"atop the American political agenda in his 1941 State of the Union address. But FDR's political legacy—especially Social Security—has institutionalized fear-mongering in presidential and congressional races. Democrats perennially portray Republicans as planning to yank life support from struggling seniors.

For almost 50 years American politicians have used television ads to spur dread, most famously in the 1964 "Daisy" ad for Lyndon Johnson's campaign. The ad showed a young girl, in the words of Jim Rutenberg in the New York Times, "picking the petals off a daisy before the screen was overwhelmed by a nuclear explosion and then a mushroom cloud and Mr. Johnson declared, 'These are the stakes.'" The ad did not specifically claim that Barry Goldwater, the Republican nominee, would annihilate the human race, but the subtle hint wafted through. Though this ad only aired once, it instantly became a legend.

Whipping up fear was the flipside of President Bill Clinton's "feeling your pain" political style. Clinton fanned people's fear of guns, militias, and life without medical insurance. At the same time, the Clinton administration stretched the power of government on all fronts—from concocting new prerogatives to confiscate private property to championing FBI agents' right to shoot innocent Americans to bankrolling the militarization of local police forces. Clinton was the Nanny State champion incarnate, teaching Americans to look to government for relief from every peril of daily life—from unpasteurized cider to leaky basements. As long as the President seemed to care about average Americans, his abuses were largely forgotten. (The 1996 Republican presidential candidate, Sen. Bob Dole, also promised to provide voters with "freedom from fear" via untying "the hands of the police.")

Kartunis politik, Zulkiflee Anwar Haque atau dikenali sebagai Zunar berkata, beliau bersama Kumpulan Kartunis Independen (KKI) akan terus berjuang menentang kerajaan Umno BN melalui kartun.

Menyifatkan ia sebagai tanggungjawab sosial kartunis, kata Zunar, beliau ingin menggunakan bakatnya untuk menyumbang kepada rakyat dan negara.

"Kartun saya bukan sekadar untuk gelak, tetapi untuk 'gelak guling-guling'. Maknanya lepas kita ketawa, kita gulingkan kerajaan Umno BN," katanya disambut sorakan 150 hadirin di majlis pelancaran buku terbaru beliau di Dewan Perhimpunan Cina Kuala Lumpur dan Selangor malam tadi.

Pelancaran itu disempurnakan oleh Sasterawan Negara, Datuk A Samad Said.

Buku 'Hikayat Pak Monggol dan Scorpene' itu mengandungi 32 muka surat hasil kerjasama Suara Rakyat Malaysia (Suaram).

Skripnya ditulis Suaram berdasarkan kes pembelian kapal selam Scorpene yang kini dibicarakan di Mahkamah Perancis dan kisah pembunuhan wanita Mongolia, Altantuya Shaaribuu.

Ia bertujuan memberi pemahaman kepada orang ramai berkenaan kes tersebut.

Menurut Zunar, perjuangan melalui kartun antara cara paling berkesan dalam menentang kezaliman Umno BN.

"Kalau kita berdemonstrasi, mereka akan tangkap kita dan sekat jalan. Kalau kita bawa usul di Parlimen, Speaker Dewan Rakyat akan tolak.

Tapi kalau kita ketawakan Umno BN, mereka boleh buat apa? "Takkanlah nak gubal Akta Ketawa Negara?" sinis Zunar.

Program yang bermula kira-kira jam lapan malam itu dimulai dengan tayangan video taklimat peguam Scorpene, Apoline Cagnat di Hotel Changi, Singapura Selasa lalu.

Sebelum ucapan Zunar, Pengarah Eksekutif Suaram, Cynthia Gabriel menyampaikan kata-kata aluan.

Turut menarik perhatian, persembahan ala boneka oleh KKI.

Antara tokoh yang hadir adalah bekas Timbalan Presiden KEADILAN, Dr Syed Husin Ali, Pengerusi Gerakan Mansuhkan ISA, Syed Ibrahim Syed Noh, Ahli Dewan Undangan Negeri Hulu Kelang, Saari Sungib dan karyawan Pyanhabib.

Sidang DUN Selangor: Ucapan Mencadangkan Usul Menerima Penyata SELCAT tentang Permohonan Pembangunan PKNS & Rancangan Tempatan PJ 2

Yang Berhormat Tuan Speaker,

Saya telah membangkitkan isu Kompleks Sukan dan Padang PKNS SS7 Kelana Jaya di dalam Dewan Negeri dengan kerjasama Jawatankuasa Selamatkan Padang Rakyat sejak 2011 lagi.

Saya bersama-sama wakil penduduk SS7 Kelana Jaya telah bertemu dengan wakil PKNS, Pengurus Kanan Pembangunan Bisnes Puan Norzila Sidek pada Mac 2011, di mana penduduk membangkitkan keprihatinan tentang cadangan membangun semula Kompleks Sukan PKNS yang mereka maklum menerusi iklan tender di akhbar.

Di dalam pertemuan tersebut, Puan Norzila menjelaskan bahawa pembangunan semula Kompleks Sukan PKNS tidak akan menjejaskan padang.

Pada bulan Oktober 2011, PKNS telah mengemukakan permohonan kebenaran merancang di mana pembangunan semula tersebut akan merangkumi padang PKNS. Mengikut salinan Rancangan Tempatan Petaling Jaya 2 (RTPJ2) yang dibekalkan waktu itu, Kompleks Sukan PKNS ini terletak di bawah zon komersial.

Pusat Setempat (OSC) MBPJ kemudiannya menolak permohonan tersebut di atas sebab teknikal memandangkan permohonan untuk membina bangunan kediaman sedangkan di bawah RTPJ2 Kompleks Sukan PKNS dizonkan sebagai zon komersial bukan kediaman. Permohonan PKNS juga dibuat pada kepadatan 1:6 bertentangan dengan syarat MBPJ yang hanya membenarkan 1:4.

Yang Berhormat-Yang Berhormat sekalian,

Pada November 2011 saya telah bertanya kepada Yang Amat Berhormat Dato' Menteri Besar tentang isu ini. Dato' Menteri Besar telah menyatakan bahawa Kompleks Sukan PKNS telah dizonkan sebagai tanah komersial di bawah RTPJ2.

Dato' Menteri Besar sebagai Pengerusi PKNS telah kemudian meminta PKNS bertemu penduduk sebelum membuat sebarang permohonan semula. Justeru pada Mei 2012, Yang Berhormat Bukit Antarabangsa, di dalam kapasitinya sebagai Pengerusi Jawatankuasa Kerja Exco PKNS bersama pihak pengurusan kanan PKNS telah hadir di dalam dialog yang saya aturkan bersama penduduk. Saya ingin merakamkan penghargaan kepada Yang Amat Berhormat Dato' Menteri Besar dan Yang Berhormat Bukit Antarabangsa di atas inisiatif ini.

Yang Berhormat Tuan Speaker,

Namun berikutan usaha Jawatankuasa Selamatkan Padang Rakyat, pada Jun 2012 didapati bahawa wujud beberapa versi RTPJ2, di mana versi asalnya menyatakan bahawa Kompleks Sukan PKNS terletak di dalam zon padang rekreasi.

Implikasi pindaan ini sangat besar. Pada nilaian sekarang, sekiranya tanah ini kekal sebagai zon rekreasi, nilainya hanyalah lebih kurang RM20 sekaki persegi, tetapi sebagai zon komersial nilainya boleh meningkat sehingga RM500 sekaki persegi, peningkatan 25 kali ganda!

Saya telah menggesa agar isu pindaan RTPJ2 secara tidak sah ini disiasat oleh Jawatankuasa Pilihan Khas Kewibawaan, Kebertanggungjawaban dan Ketelusan (SELCAT).

SELCAT telah menyiasat isu permohonan pembangunan tanah padang PKNS Kelana Jaya yang berhubungkait dengan RTPJ2.

Penyata SELCAT telah mendedahkan betapa seriusnya isu ini. Wujud tiga versi draf RTPJ2:

a) Versi pertama yang diluluskan oleh Jawatankuasa Perancang Negeri dan dipersetujui oleh MMKN;

b) Versi kedua yang dipinda bersama oleh Jabatan Perancangan Bandar dan Desa Semenanjung Malaysia, Jabatan Perancangan Bandar dan Desa Selangor (JPBD) dan MBPJ sebelum penyiaran Warta Negeri mengenai persetujuan MMKN; dan

c) Versi ketiga yang dipinda oleh MBPJ selepas penyiaran dalam Warta Negeri.

Saksi-saksi daripada JPBD telah menegaskan bahawa sejak awal lagi mereka telah meletakkan Kompleks Sukan PKNS dalam zon rekreasi dan tanah lapang. Hakikat ini diakui oleh saksi-saksi MBPJ.

Wujud 210 pindaan termasuk 59 pindaan zon terhadap draf RTPJ2 oleh pihak MBPJ. Apabila ditanya SELCAT, saksi MBPJ tidak dapat menjelaskan mereka membuat pindaan tersebut atas arahan siapa. Malah Penolong Pengarah Kanan, Jabatan Perancangan Pembangunan MBPJ Puan Faiwos Abdul Hamid mengatakan pindaan dibuat kerana, "mengambil spirit daripada arahan Tan Sri Menteri Besar di dalam Mesyuarat Perancang Negeri".

Saksi JPBD sendiri telah menegaskan bahawa teguran Yang Amat Berhormat Dato' Menteri Besar merupakan teguran umum tentang perubahan Rancangan Tempatan MBSA dan MPSJ yang masih lagi belum selesai, bukan mengenai RTPJ2. Dato' Menteri Besar sendiri mengingatkan bahawa prosedur undang-undang hendaklah diikuti.

Sebagaimana saya bangkitkan di dalam perbahasan enakmen perbekalan peringkat jawatankuasa dua hari yang lepas, bayangkan, seorang pegawai kerajaan cuba memutarbelitkan kata-kata Menteri Besar di dalam hal ini!

Saksi-saksi MBPJ juga mengakui bahawa tindakan mereka meminda zon tidak merujuk kepada sebarang asas perundangan tetapi merupakan 'amalan biasa'. Bagi saya ini sebenarnya bukan biasa tetapi kenyataan luar biasa daripada pegawai-pegawai kerajaan!

Siasatan SELCAT turut mendapati ketika draf RTPJ2 dipamerkan kepada orang ramai selaras dengan seksyen 13 Akta Perancangan Bandar dan Desa, PKNS tidak membantah bahawa Kompleks Sukan PKNS dizonkan sebagai zon rekreasi dan tanah lapang. Sekiranya PKNS begitu prihatin tentang kepentingan mereka, mengapa PKNS, sebuah badan berkaitan kerajaan yang mempunyai kepakaran yang lama dalam pembangunan hartanah di Selangor tidak membuat bantahan?
PKNS dan rakan kongsi mereka sepatutnya melakukan due diligence di peringkat awal untuk menjaga kepentingan merekia. Sebaliknya PKNS hanya berminat untuk memajukannya selepas digazetkan sebagai kawasan lapang.

Yang Berhormat-Yang Berhormat Sekalian,

Pada 12 November tahun ini, PKNS menerbitkan sebuah risalah tentang isu Kompleks Sukan PKNS. Malangnya risalah tersebut merendah-rendahkan kepentingan RTPJ2.

Rumusan SELCAT ialah jelas bahawa Kompleks Sukan PKNS merupakan zon rekreasi dan tanah lapang dan remedi untuk PKNS sekiranya mereka tidak berpuas hati dengan RTPJ2 ialah di bawah seksyen 37 Akta Perancangan Bandar dan Desa di mana mereka boleh meminta Kerajaan Negeri mengambilsemula Kompleks Sukan.

Namun PKNS mestilah mengambil pendekatan berbeza memandangkan PKNS mempunyai sejarah yang baik sebagai pemaju dengan kesedaran dan tanggungjawab sosial yang tinggi. Harus diingat, komuniti Kelana Jaya secara umumnya merupakan pembeli rumah PKNS. Kehilangan goodwill di kalangan komuniti ini akan menjejaskan imej PKNS dengan teruk. Paling penting, PKNS merupakan sebuah agensi berkaitan kerajaan.

Saya ingin merakamkan penghargaan kepada JPBD yang telah mengakui kesilapan di dalam pindaan tidak sah RTPJ2 dan kenyataan mereka membetulkan saksi daripada MBPJ ketika pendengaran SELCAT. Saya juga ingin merakamkan penghargaan kepada MBPJ khususnya Dato' Bandar Dato' Roslan Sakiman, Timbalan Dato' Bandar Puasa Md Taib dan Ahli Majlis Derek Fernandez yang mengambil tindakan membetulkan kesilapan MBPJ dengan menggunakan RTPJ2 yang sah dan melakukan audit terhadap kakitangan yang terlibat. MBPJ juga telah membuat laporan polis berikutan isu ini. Yang paling penting saya ingin menrakamkan penghargaan terhadap penduduk khususnya Jawatankuasa Selamatkan Padang Rakyat yang telah berjuang dengan gigih untuk mempertahankan padang PKNS dan membongkarkan pindaan terhadap RTPJ2.

Yang pentingnya, saya menggesa Kerajaan Negeri kini memainkan peranan meminta PKNS menarik balik rayuan kepada Lembaga Rayuan selepas pelbagai kontroversi yang dilalui. Apatah lagi isu ini membabitkan Kerajaan Negeri, Pihak Berkuasa Tempatan dan Badan Berkaitan Kerajaan, bukan pemaju swasta.

Unless PR is willing to substitute a better and a more appealing opposition leader, they're done.
They are not going to win additional seats than they have at the moment.
Instead PR stands to lose some seats...opposition members may be in for a series of heart shocks.

Right now, good luck to PR.
The truth is that they are actually in their panic mode.
They don't want to admit or reveal this.

It's not a fair game anymore.
Whether the sex tapes are lies or hoaxes, AI has been portrayed as a very untrustworthy being.
It has deeply tarnished his holistic ex Abim image.
AI is PR's excess baggage and the kepala gerabak yang rosak so to speak. 

PR needs a new dynamic leader.
Look around for one amongst them.
Rafizi Ramli may be a much wiser option.
He's superbly intelligent and has a background of successful track records.

We lament silently for all our Malays..even though they are in the opposition.
Hopefully they'll not be deceived with fraudulent PR leaders who are just hungry for power.
PR leaders are not honestly concerned with the welfare of the rakyat.
PR leaders are definitely going to bring more misery and havoc to our rakyat.

And yes..DAP only thinks of ultimately the non-Malays..especially for the Chinese community.
The rocket symbol..introduced to me from young.."Da,ni parti Cina yang teruk..diaorang benci orang Melayu". 
Read their faces carefully..they all memang menyampah kat bangsa kita..it's true..Malai2..tah apa2 dia caci kita..kita pulak menyengih2..hish!
That suspicious feeling they exude is rather creepy...depan manis belakang lain.

The responsibility to ensure that our precious families continue to live in a peaceful and economically healthy environment lies in each of us as a Malaysian citizen.
We must speak up and be bold.
Where our government has gone astray, we have the democratic right to correct them.
They are not terrorist minded leaders.

To test our future and place it in the hands of an unsure group is absolute madness.
Our aims are to clean up any skunky mess and do loads of spring cleaning.
We need to make repairs..but we certainly do NOT need a new government to run our homeland.
Nothing is definite..we could be in a worst off scenario.
We have no time to gamble our children's future.

Having a variety of strong opposition leaders augurs well in any governing system.
But, letting them run the country will be disastrous and bring our country to shambles.

Btw..why didn't they function effectively in these 55years of BN rule?
Aren't they suppose to be those who oppose anything detrimental to the rakyat?
Why didn't they curb all these abuse of power by the BN being this and that?

So some of them were thrown into ISA and made to suffer.
Then again, was that an excuse for them not preventing the various governmental mistakes that we see now?
Without a doubt, the opposition has failed badly even as an opposition party.

Where's the check and balance gadget that they were to act as?
Aggressive only before elections?
Accumulating all the government deficiencies to feed our souls?
PR had been bottling formulas on how to seize power at our expense?

Who are the real, scrupulous traitors then?
The opposition has betrayed our trust and were incompetent..and we were all lulled.
Now they want to be the 'medicator'..they say they have all the best 'medicines'.
Sheer first class hypocrisy alright!



Hishamuddin Didesak Letak Jawatan kerana Campurtangan Dalam Urusan PDRM

Menteri Dalam Negeri, Datuk Seri Hishammuddin Hussein didesak letak jawatan atau digantung tugas dan perlu ada siasatan terbuka ke atasnya.

Ia ekoran dakwaan bekas Ketua Polis Negara (KPN), Tan Sri Musa Hassan menyatakan Hishammuddin campur tangan dalam tugas polis.

Solidariti Anak Muda Malaysia (SAMM) memandang serius pendedahan Musa.

"Ini satu yang serius, rakyat dan warga asing yang mahu berurusan dalam negara ini sudah tentu tergugat kepercayaannya terhadap institusi polis negara ini.

Sesuatu harus dilakukan segera," kata Pengarah Seketeriat SAMM Kebangsaan, Norazizi A Aziz.

Musa dalam sidang medianya Rabu lalu, menyatakan dengan jelas tuduhan bahawa Menteri Kabinet dan ahli politik sering cuba campur tangan dalam siasatan polis dan membuat penahanan semasa beliau berkhidmat sebagai KPN dan mendakwa ia masih berlanjutan.

Musa yang bersara pada September 2010 menamakan salah seorang menteri tersebut ialah Hishammuddin sebagai antara ahli politik itu dan mendakwa keengganannya mengikut arahan tersebut menyebabkan beliau tidak disambung kontrak.

Menurut Musa, tindakan Hishammuddin itu bersalahan dengan Seksyen 4 (1) Akta Polis (1967) yang membenarkan hanya beliau (KPN) sahaja yang boleh memberi arahan kepada pegawai bawahan.

Berikutan itu, SAMM dan sekutu akan mengadakan himpunan ringkas, sidang media serta akan menfailkan satu laporan polis berkenaan perkara ini.

Ia akan diadakan di Ibu Pejabat Polis Daerah (IPD) Kuala Terengganu pada jam 11.
